The meeting of the Suffolk Wetlands Board was held on Thursday, June 16, 2016, at 6:00 p.m., in the City Council Conference Room of the City Hall Building, 442 West Washington Street, Suffolk, Virginia. MEMBERS: STAFF: Geoffrey Hinshelwood Karla Williams, Associate City Attorney Jeffrey Colley Robert Goumas, Director of Planning & C. Robbie Johnson Community Development Brad L. O’Berry David Parks, Principal Planner Richard Vroman Amanda Beck, Planner II Darius Davenport Sidney Hazelwood ROLL CALL: The meeting was called to order by Chairman Hinshelwood. The roll was then called by Mr. Parks and the Chairman was informed that a quorum was present. APPROVAL OF THE MINUTES: The minutes of the previous meeting were approved as written. OLD BUSINESS: VMRC#16-0116, submitted by Jamie Armentrout of Stokes Environmental on behalf of Richard F. Barry, III for repair and extension of an existing bulkhead, extension of 39ft. of an existing wharf and boat ramp access improvements, and the installation of a marsh-toe sill. The project is located at 2000 Bleakhorn Road along Bleakhorn Creek; 1 further identified as Zoning Parcel 5*19B, zoned B-2, General Commercial and RL, Residential Low Density Zoning District. The first item of business was introduced by the Chairman. Mr. Parks stated that at the Board’s meeting in May, this item was tabled for thirty (30) days. The board asked the applicant to provide additional information on the project as it relates to items 18 (Provide a complete timeline for construction to include methods and phasing of construction, availability of materials, and seasonal growth calendar.) and 19 (Specify that all erosion and sediment control measures including silt fence will be properly installed for all disturbed areas in accordance with the Virginia Erosion and Sediment Control Handbook. Erosion control measures will be installed at the conclusion of each work day and maintained until a permanent vegetative cover has been established and as required by City inspectors.) of the Wetlands Board Checklist. Mr. Parks noted that the applicant did submit the sequence of construction and the revised exhibit showing how the site was going to be stabilized after each working day. In that regard, staff advised that the documents did meet the intent of items #18 and #19 of the Wetlands Board Checklist. After discussion by the Board, Mr. Johnson made a motion to approve this application with the conditions, seconded by Mr. Davenport and passed by a recorded vote of 6 to 0 to 1. (Hinshelwood abstained.) 2 OLD BUSINESS: Mr. Hinshelwood inquired about the status of the research in reference to the board members visiting the sites before a meeting. Mr. Parks advised that City staff is still evaluating the proposal.
