3. Preliminary Subdivision Plat:
A. PRELIMINARY SUBDIVISION REQUEST PS9-10, Bridge Road, submitted by
Kirk Baker Clayton E. Massey, P.E., of Bowman Consulting Group, Ltd., applicant, on behalf of
Bennett’s Creek, LLC, property owner, to create 1 new commercial parcel on property
located at 3235 Bridge Road. The property is further identified as Zoning Map 12, Parcel
12M, Sleepy Hole Voting Borough, zoned B-2, General Commercial Zoning District.
4. Public Hearings:
A. COMPREHENSIVE PLAN AMENDMENT, CPA1-09, Four Farms, submitted by
South Suffolk Properties, LLC, applicant, on behalf of Douglas and Barbara Davis, W.
Michael Lane, Jung Bok Kim and Young Sook, SWB Associates, LLC, and South Suffolk
Properties, LLC, property owners, to amend the 2026 Comprehensive Plan for the City of
Gerry Smelt Suffolk, from Rural Agricultural Conservation to Inner Ring Suburban for approximately
180 acres, and Inner Ring Suburban to Core Support for approximately 28 acres in order to
permit the associated proposed rezoning for residential and commercial development. The

affected properties are located south of East Washington Street, east of Hosier Road, and
east and west of White Marsh Road and are further identified as Zoning Map 35, Parcel
172B and a Portion of Parcels 172 and 172A and Zoning Map 45, Parcels 10B, and 49D
and a Portion of Parcels 8 and 10, Cypress Voting Borough.
B. REZONING REQUIEST, RZ4-09 (CONDITIONAL), Four Farms, submitted by
South Suffolk Properties, LLC, applicant, on behalf of Douglas and Barbara Davis, W.
Michael Lane, Kim Jung Bok Kim and Young Sook, SWB Associates, LLC, Horace and
Jessie Lamb, Pat and Antoinette Cotturone, and South Suffolk Properties, LLC, property
owners, for a change in zoning from A, Agricultural, to RU, Residential Urban and B-2,
General Commercial Districts, for parcels totaling approximately 462 acres to
accommodate approximately 1,983 residential units at a density of 5.52 units per acre and
164,000 sq. ft. of commercial retail development. The affected properties are located south
of East Washington Street, east of Hosier Road, and east and west of White Marsh Road
and are further identified as Zoning Map 35, Parcels 17 and 172B and a Portion of Parcels
172 and 172A and Zoning Map 45, Parcels 6, 7D, 8, 10, 10B, and 49D, Cypress and
Whaleyville Voting Boroughs.
C. REZONING REQUEST (CONDITIONAL) RZ3-10, Bon Secours Medical Office
Building at Harbour View, submitted by J. Randall Royal, P.E., of Kimley-Horn and
Associates, Inc., applicant, on behalf of Richard B. Banta, Sr., of Bon Secours Virginia
Health System, property owner, to remove the MUD, Mixed Use Development Overlay
Brian Alperin District, and revert back to the underlying B-2, General Commercial Zoning District on a
portion of property located south of Bon Secours Drive, east of Harbour View Boulevard
and west of (proposed) Harbour Towne Parkway. The affected property is located at 5818
Harbour View Boulevard and is further identified as Zoning Map #’s 13*2F, 13*2F*100,
13*2F*200, 13*2F*300, 13*2F*400, 13*2F*500, 13*2F*600, Sleepy Hole Voting
Borough, zoned MUD, Mixed Use Development Overlay Zoning District. The 2026
Comprehensive Plan designates this area as part of the Northern Suburban/Urban Growth
Area.
D. ORDINANCE TEXT AMENDMENT OA6-10, initiated by the Suffolk Planning
Commission for an amendment to the Code of the City of Suffolk, Chapter 31, Unified
Development Ordinance, Article 2, Section 31-202, Board of Zoning Appeals, (d) Lot
Dimension Waivers, Article 5, Section 31-508, Preliminary Plat, (c) Preliminary Plat
Cindy Taylor or Procedure, and (f) (2), Approval and Filing of a Preliminary Plat, Article 6, Section 31-606,
Tim Davis Parking and Loading Standards, (c) Parking and/or Storage of Certain Vehicles Prohibited
in Specific Districts, and Article 7, Section 31-706, Group Homes, (a) and (b). The
purpose of the text amendment is to come into compliance with recent changes in State
law, clarify the use and parking of commercial vehicles and recreational equipment in
residential zoning districts and to correct a typographical error related to an administrative
variance that could be granted by the Zoning Administrator.

5. Family Transfer Plats:
A. FAMILY TRANSFER SUBDIVISION PLAT, FT4-10, submitted by Richard A.
Gwaltney and Deborah Jean Gwaltney, requesting a family transfer subdivision pursuant to
Section 31-514 of the Unified Development Ordinance. The affected property is located at
865 Freeman Mill Road and is further identified as Zoning Map 64*45B, Whaleyville
Voting Borough, zoned A, Agricultural Zoning District.
B. FAMILY TRANSFER SUBDIVISION PLAT, FT6-10, submitted by Frank J. Parr, Sr.
and Kathleen L. B. Parr, requesting a family transfer subdivision pursuant to Section
31-514 of the Unified Development Ordinance. The affected property is located at 707
Glen Haven Drive and is further identified as Zoning Map 39*41C, Holy Neck Voting
Borough, zoned A, Agricultural Zoning District.
