A. REZONING REQUEST RZ5-10 (CONDITIONAL), Foxfield Meadows, submitted by
Whitney G. Saunders, Esq., of Saunders & Ojeda, P.C., applicant, on behalf of Cloverleaf
Development, LLC, property owner, to amend the approved proffered conditions for the
property by increasing the number of multi-family units from 114 to 158; reducing the cash
proffer amounts related to schools, public safety and road improvements and reducing the
minimum square footage for single family dwellings and altering design standards for single
family dwellings. The affected property is located southeast of the Route 58 and Pitchkettle
Road intersection and is further identified as Zoning Map 34, Parcel 24, Suffolk Voting
Borough, zoned RU, Residential Urban Zoning District (Conditional). The 2026
Comprehensive Plan designates this area as part of the Central Suburban/Urban Growth Area
(Inner Ring Suburban).
B. REZONING REQUEST RZ7-10, Le Kheim Et Als, submitted by Kenneth Beale, of K & T
Enterprise Inc., applicant, on the behalf of Le Kheim Et Als, property owners, to request a
change in zoning from PD, Planned Development Zoning District, to O-I, Office/ Institutional.
The affected property is located at 3093 Godwin Boulevard and is further identified as Zoning
Map 25, Parcels 30J and 30K, Chuckatuck Voting Borough. The 2026 Comprehensive Plan
designates this area as part of the Central Suburban/ Urban Growth Area (Suburban).
C. CONDITIONAL USE PERMIT REQUEST, C4-11, 111 – 119 West Washington Street,
submitted by Christopher Johnson of Monument Construction, LLC, applicant, on behalf of
111 West Washington Street, LLC, property owner, to permit a mixed use multi-family
building exceeding 30 units per acre in accordance with Sections 31-306 and 31-406 of the
Unified Development Ordinance. The affected property is located at 111 – 119 West
Washington Street and is further identified as Zoning Map 34G18(4), Parcel A, Suffolk Voting
Borough, zoned CBD, Central Business District and Historic Conservation Overlay District.

D. CONDITIONAL USE PERMIT REQUEST C7-11, Boogie’s Family and Friends
Outreach Organization/Lodge, submitted by Marcus Williams, applicant, on behalf of
Richard Perry of Big Bear, LLC, property owner, to permit a public assembly (not otherwise
enumerated) in accordance with Sections 31-306 and 31-406 of the Unified Development
Ordinance. The affected property is located at 1226 Whitemarsh Road and is further identified
as Zoning Map 35, Parcel 168D, Cypress Voting Borough, zoned B-2, General Commercial
Zoning District.
E. CONDITIONAL USE PERMIT REQUEST C12-11, Books and Puzzles Childcare,

Zoning District.
F. CONDITIONAL USE PERMIT REQUEST C13-11, NTELOS Site ID: NR5624 Sleepy
Hole, submitted by Marc Cornell, of Richmond 20MHz, LLC, (d.b.a. NTELOS Wireless),
applicant, on behalf of Driver Co., LLC, property owner, to permit a telecommunications
tower in accordance with Section 31-306, 31-406, and 31-716 of the Unified Development
Ordinance. The affected property is located at 4669 Sleepy Hole Road and is further identified
as Zoning Map 19A Parcel 63, Sleepy Hole Voting Borough, zoned B-1, Neighborhood
Commercial Zoning District.
G. EXCEPTION REQUEST EX3-11, submitted by Whitney Saunders, of Saunders & Ojeda,
P.C., applicant, on behalf of Brian S. and Jacoba C. King, property owners, to permit an
accessory structure within the 100-foot Resource Protection Area buffer. The affected property
