3. Preliminary Subdivision Plat:
A. PRELIMINARY SUBDIVISION PLAT PS01-11, Davis Boulevard, LLC, submitted by
Jerrold W. Hutton, L.S., of Rouse-Sirine Associates, Ltd., applicant, on behalf of Davis Blvd.,
L.L.C., property owner, to create 121 parcels of land for residential development. The affected
properties are located to the east of White Marsh Road and at the terminus of Davis Boulevard
and are further identified as Tax Map 35, Parcels 168 and Cypress Voting Borough, zoned
RU, Residential Urban Zoning District (Conditional).
4. Public Hearings:
A. CONDITIONAL USE PERMIT REQUEST C16-11, submitted by Frederick A. Womble,
SBA Network Services, Inc. on the behalf of Jennifer Banasik, ITT, applicant, and the City of
Suffolk, property owner, to permit a telecommunication tower (new construction) in
accordance with Sections 31-716 of the Unified Development Ordinance. The affected
property is located at 1200 Gene Bolton Drive and is further identified as Zoning Map 44,
Parcel 62, Whaleyville Voting Borough, zoned M-2, Heavy Industrial Zoning District.
B. CONDITIONAL USE PERMIT REQUEST C17-11, submitted by Jason Fulford, Tattoo
Skills Too, LLC, applicant, on the behalf of David Drames, property owner, to permit a tattoo
parlor and body piercing salon in accordance with Section 31-721 of the Unified Development
Ordinance. The affected property is located at 811 North Main Street and identified as Zoning
Map 34A, Parcel 17, Suffolk Voting Borough, zoned B-2, General Commercial Zoning
District.
C. CONDITIONAL USE PERMIT C18-11, submitted by Robert J. Stack and Janet D.
Southard, property owners, to permit an accessory dwelling unit in accordance with Sections
31-306, 31-406, and 31-701(b) of the Unified Development Ordinance. The affected property
is located at 4344 Ainslie Court North and is further identified as Zoning Map 16A, Block 2,
Parcel 46, Chuckatuck Voting Borough, zoned RE, Rural Estate Zoning District.

D. SUBDIVISON VARIANCE REQUEST V01-11, submitted by Frank M. Rawls of Ferguson,
Rawls, and Raines, P.C., applicant, on the behalf of Robert and Barbara Nelms, property
owners, to permit a variance from the current width requirements of a 15-foot ingress/egress
easement and from the requirement for an all weather surface, in accordance with Section 31-
514 (b) (9) of the Unified Development Ordinance. The affected area is located approximately
1,200 feet west of Godwin Boulevard and is further identified as Zoning Map 17, Parcel 11,
Chuckatuck Voting Borough, zoned A, Agricultural Zoning District.
E. ORDINANCE TEXT AMENDMENT OA-04-11, initiated by the Suffolk Planning
Commission for an amendment to the Code of the City of Suffolk, Chapter 31, Unified
Development Ordinance, Article 4, Zoning, Section 31-410(c)(3), Planned Development,
Section 31-411(g)(2), Use Patterns, Traditional Neighborhood Development, and Section 31-
419(e) and (f), Mixed Use Development Overlay District. The purpose is to amend portions of
these sections related to the phasing of the jobs-to-housing ratio and to modify the applicability
of the jobs-to-housing ratio for an Urban Infill Site as defined in Section 31-419(b).
5. Old Business
A. ORDINANCE TEXT AMENDMENT OA-2011-03 and REZONING REQUEST RZ-
2011-02, initiated by the City of Suffolk for additions, deletions and amendments to Article 4,
Zoning, Section 31-416, Floodplain Overlay District, so as to be in compliance with the Letter
of Final Determination issued by the United States Department of Homeland Security, Federal
Emergency Management Agency (FEMA) on May 16, 2011, and to amend the corresponding
Official Zoning Map pursuant to Article 4, Zoning, Section 31-404, of the Unified
Development Ordinance therein for inclusion into the Floodplain Overlay District for certain
tax parcels.
