A. REZONING REQUEST RZ03-11 (CONDITIONAL) Hampton Roads Crossing, submitted by
John H. Peterson, Jr., of Terry Peterson Residential Thirty, L.L.C. applicant and property owner,
amending the proffers to increase the number of residential units from 600 to 1000. The affected
properties are located at 1000 University Boulevard, 1025 University Boulevard, 1015 University
Boulevard, 2019 Barclay Place and 6553 Hampton Roads Parkway and are further identified as
Tax Map 13G, Parcels 2, R, C, C*1A, and C*1B, Nansemond Voting Borough, zoned MUD,
Mixed Use Development Zoning District. The 2026 Comprehensive Plan designates this area as
part of the Northern Suburban/ Urban Growth Area.
B. REZONING REQUEST RZ6-11, Differential Pressure Instruments, Inc., submitted by John
D. Eure, Jr. of Eure and Bredemeyer, PLLC on the behalf of David H. Eberwine, Managing
Member of Eberwine Properties, LLC, applicant and property owner, to request a change in zoning
from RR, Rural Residential Zoning District to M-1, Light Industrial Zoning District. The affected
property is located at 3300 Eberwine Lane and is further identified as Tax Map 12, Parcel 13D,
Sleepy Hole Voting Borough, zoned RR, Rural Residential Zoning District. The 2026
Comprehensive Plan designates this area as part of the Northern Suburban/ Urban Development
Growth Area (Suburban).
C. REZONING REQUEST RZ1-12, initiated by the City of Suffolk for changes in zoning from C,
Conservation Zoning District, to B-2, General Commercial Zoning District and from B-2, General
Commercial Zoning District, to C, Conservation Zoning District, to align zoning district
boundaries with property line boundaries. The affected properties are located at 1217 North Main
Street and are further identified as a portion of Zoning Map 25 Parcel 50, and a portion of Zoning
Map 34A Parcel 1A Suffolk Voting Borough. The 2026 Comprehensive Plan designated this area
as part of the Central Suburban/Urban Growth Area (Inner Ring Suburban).

D. CONDITIONAL USE PERMIT REQUEST C21-11, Suffolk Public Schools, submitted by
Dave France, P.E. of Kimley-Horn and Associates on the behalf of Suffolk Public Schools,
applicant, and Marion and Lydia Harrell, property owners, to permit the construction of an
elementary school in accordance with Sections 31-306 and 31-406 of the Unified Development
Ordinance. The affected property is located at 100 Pioneer Road and is further identified as Zoning
Map 41, Parcels 34D, 34F and a portion of Parcel 34, Holy Neck Voting Borough, zoned A,
Agricultural Zoning District.
