3. Family Transfer Subdivision:
A. FAMILY TRANSFER SUBDIVISION PLAT FT7-10, submitted by Frank M. Rawls of
Ferguson, Rawls & Raines, P.C. on behalf of Robert L. and Barbara B. Nelms, Trustees of the
Robert L. Nelms Revocable Trust requesting a family transfer subdivision pursuant to Section 31-
514 of the Unified Development Ordinance. The affected property is located at 4036 Godwin
Boulevard and is further identified as Zoning Map 17*11, Chuckatuck Voting Borough, zoned A,
Agricultural Zoning District.
4. Preliminary Subdivision Plat:
A. PRELIMINARY SUBDIVISION PLAT, PS2-12, submitted by Jeff Huentelman, Land Planning
Solutions, LC, applicant, on behalf of Constance Investors, LC c/o Robinson Development Group,
property owner, to create twenty-six (26) lots for single-family attached dwelling units located in
the Prentis Place development. The affected property is located at 315 Constance Road and is

5. Public Hearings:
A. TERMINATION OF AN OPEN SPACE AGREEMENT between the City of Suffolk and Joyce
Ellis Overby for property identified as Tax Map 62*22B*A, Account #154000467, 3976
Vicksburg Road.
B. CONDITIONAL USE PERMIT REQUEST C07-12, The First Lady, submitted by Walter
Boyette, on behalf of Boyette and Costello, LLC, property owners, for an expansion of a public
assembly facility in accordance with Sections 31-306 and 31-406 of the Unified Development
Ordinance. The affected property is located at 447 West Washington Street and is further
identified as Zoning Map 34G17(A) Parcel 201, Suffolk Voting Borough, zoned CBD, Central
Business District.

C. CONDITIONAL USE PERMIT REQUEST C08-12, submitted by Walter and Denise Boyette,
property owners, to permit a bed and breakfast facility in accordance with Sections 31-306 and 31-
406 of the Unified Development Ordinance. The affected property is located at 104 South Broad
Street and is further identified as Zoning Map 34G16(A) Parcel A*4*5*6, Suffolk Voting
Borough, zoned RM, Residential Medium Density Zoning District.
D. CONDITIONAL USE PERMIT REQUEST C09-12, submitted by Melissa Venable on behalf
of the Montessori Academy of Virginia, applicant, and Harbourview Partners, property owners to
permit a private school and child day care facility in accordance with Sections 31-306 and 31-406
of the Unified Development Ordinance. The affected property is located at 5805 Harbour View
Boulevard and is further identified as Zoning Map 6 Parcel 3*3A, Sleepy Hole Voting Borough,
zoned B2, General Commercial Zoning District.
E. EXCEPTION REQUEST EX4-11, submitted by Kenneth J. and Teddi L. Crofton, property
owners, to permit an accessory structure (swimming pool) within the 100-foot Resource Protection
Area buffer. The affected property is located at 833 Normandy Drive and is further identified as
Zoning Map 26C, Parcel S23, Cypress Voting Borough, zoned RLM, Residential Low-Medium
Density Zoning District.
6. Old Business
A. ORDINANCE TEXT AMENDMENT OA1-12 initiated by the City of Suffolk to amend the
following sections of the Unified Development Ordinance regarding signage. Section 31-
714(b)(8), Flags, to address corporate flags; Section 31-714(b)(10), Special Event Signs as allowed
by the Zoning Administrator for Special Events and Grand Openings, to address the allowance of
temporary signs and banners; and a new section 31-714(b)(14), Decorative Flags, to address the
display of such flags and to amend Section 31-717, Temporary Uses, to add a new subsection 31-
717(d)(6), Temporary Signs and Banners associated with an active subdivision under construction.
7. New Business
A. Motion – A motion to hold a joint work session with City Council on June 20, 2012 in regard to
the review and update of the 2026 Comprehensive Plan
