A. REZONING REQUEST RZ04-13, Bridgeway Technology Center II, submitted by Gregg
Christoffersen, applicant, on behalf of John Lawson c/o W.M. Jordan Company, and Donald Perry c/o
Continental Realty Services, to request a change in zoning from the existing M-l, Light Industrial
District, to the proposed O-I, Office-Institutional District. The affected parcel is located at 7021
Harbour View Boulevard, and is further identified as Zoning Map 6, Parcel 2E, Nansemond Voting
Borough, zoned M-1, Light Industrial District. The 2026 Comprehensive Plan designates this area as
part of the Northern Suburban/ Urban Development Area (Mixed Use Core).
B. REZONING REQUEST RZ5-13, submitted by the City of Suffolk, property owner, to request a
change in zoning from the existing B1, Neighborhood Commercial, to the proposed RU, Residential
Urban District for the construction of infill single family housing. The affected parcel is located at the
northeast corner of the intersection of White Marsh Road and Lake Kennedy Drive (extended) and is
further identified as Zoning Map 35, Parcel 166A, Cypress Voting Borough, zoned B1, Neighborhood
Commercial. The 2026 Comprehensive Plan designates this area as part of the Central
Suburban/Urban Development Area (Core Support).
C. CONDITIONAL USE REQUEST C13-13, West Washington Street- Multi-Family Use,
submitted by Thomas Dickey of the Monument Companies, on behalf of Suffolk Commercial
Property, LLC in care of StreamCo Property Resolutions, LLC, property owner, to permit dwelling,
multi-family and apartment buildings, in accordance with Sections 31-306 and 31-406 of the Unified
Development Ordinance. The affected properties are located at 121, 129, 133-135, 137-139, 141,
143-145 and 147-149 West Washington Street, and are further identified as Zoning Map 34G18,
Block 2, Parcels 10, 11, 12, 13, 14, 15 and 16, Suffolk Voting Borough, zoned CBD, Central Business
District.
D. CONDITIONAL USE PERMIT REQUEST C14-13, Power House Outreach Ministries,
submitted by Chantal and Steaven Hamlin, applicants, on behalf of George and Ioannis V. Taglis,
property owners, to permit a place of worship, in accordance with Sections 31-306 and 31-406 of the
Unified Development Ordinance. The affected property is located at 2109 B Holland Road and is
further identified as Zoning Map 33, Parcel 112, Holy Neck Voting Borough, zoned B-2, General
Commercial District. The 2026 Comprehensive Plan designates this area as part of the Central

Suburban/ Urban Development Area (Suburban).
E. CONDITIONAL USE REQUEST C15-13, submitted by Larry A. and Vicki L. Mellis, applicants
and property owners, to permit an accessory dwelling unit, in accordance with Sections 31-306, 31-
406 and 31-701 (b)(13) of the Unified Development Ordinance. The affected property is 1480
Shellito Lane, and is further identified as Zoning Map 53, Parcel 25, Whaleyville Voting Borough,
zoned A, Agricultural Zoning District. The 2026 Comprehensive Plan designates this area as a part of
the Rural Agricultural Conservation Area.
F. CONDITIONAL USE REQUEST C16-13, Michelle’s Playland Incorporated, submitted by
Sobeye and Harriett Michelle Freeman, applicants and property owners, to permit a family home
daycare (six to twelve children), in accordance with Sections 31-306 and 31-406 of the Unified
Development Ordinance. The affected property is 3505 Ludlow Cove, and is further identified as
Zoning Map 12J, Parcel 1*200, Sleepy Hole Voting Borough, zoned PD, Planned Development
Overlay District. The 2026 Comprehensive Plan designates this area as part of the Northern
Suburban/ Urban Development Area (Inner-Ring Suburban).
G. CONDITIONAL USE REQUEST C17-13, submitted by Brian and Carmen Brooks, applicants and
property owners, to permit an accessory dwelling unit, in accordance with Sections 31-306, 31-406
and 31-701 (b)(13) of the Unified Development Ordinance. The affected property is 2452 Greenway
Road, and is further identified as Zoning Map 77, Parcel 30*3, Whaleyville Voting Borough, zoned A,
Agricultural Zoning District. The 2026 Comprehensive Plan designates this area as a part of the Rural
Agricultural Conservation Area.
H. ORDINANCE TEXT AMENDMENT OA1-13, initiated by the Suffolk Planning Commission for
an amendment to the Code of the City of Suffolk, Chapter 31, Unified Development Ordinance,
amending Article 1, General Provisions, Section 31-104, Applicability, subsection (b) Certain Utilities
and Services Exempt and Article 7, Supplemental Use Regulations, Section 31-716,
Telecommunications Facilities, subsection (b)(2) Exceptions in regard to telecommunication towers
for governmental agencies for public safety communications and emergency services.
I. ORDINANCE TEXT AMENDMENT OA2- 13, by the City of Suffolk for amendment to the Code
of the City of Suffolk, Chapter 31, Unified Development Ordinance by amending Sections 31-305,
Conditional Rezoning, Section 31-415, Chesapeake Bay Preservation Overlay District and Section 31-
611, Stormwater Runoff for the purpose of amending the aforementioned sections to be in compliance
with State Code changes made by the General Assembly and effective July 1, 2013.
