The 2026 Comprehensive Plan designates this area as part of the Northern Suburban/ Urban Development Area (Suburban). B. CONDITIONAL USE REQUEST C19-13, The Young People’s Guild Performing School of Arts, submitted by Joyce White-Tasby and Arthur Tasby, applicants, on behalf of Suffolk Commercial Properties, property owner, to permit a school (dance, art, and music schools), and place of worship (small, under 6,000 square feet), in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance. The affected property is 118 West Washington Street and is further identified as Zoning Map 34G18(A), Parcel 301, Suffolk Voting Borough, zoned CBD, Central Business District. The 2026 Comprehensive Plan designates this area as a part of the Central Suburban/ Urban Development Area (Mixed Use Core). C. CONDITIONAL USE PERMIT REQUEST C21-13, submitted by Jessica White, applicant, on behalf of Kirsten L Bowen, property owner, to permit a day care (family day home, six to twelve children) in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance. The affected property is located at 102 Dutchland Trail and is further identified as Zoning Map 26I, Parcel 4*18, Chuckatuck Voting Borough, zoned RM, Residential Medium Zoning District. The 2026 Comprehensive Plan designates this area as a part of the Central Suburban/ Urban Development Area (Suburban). D. CONDITIONAL USE PERMIT REQUEST C23-13, The Church of El Shaddai, submitted by J. Gregory Dodd, P.E. and James M. Dunn, P.E. of Horton and Dodd, agent, on behalf of Robert Fields, applicant, on behalf of the Church of El Shaddai, property owner, to permit a place of worship (small, less than six thousand square feet) in accordance with Section 31-306 and 31-406 Page 1  of the Unified Development Ordinance. The affected area is located at 117 Philhower Drive and is further identified as Zoning Map 36, Parcel 12, Cypress Voting Borough, zoned B-2, General Commercial District. The 2026 Comprehensive Plan designates this area as a part of the Central Suburban/ Urban Development Area (Core Support). E. CONDITIONAL USE PERMIT REQUEST C24-13, submitted by Shelia and Mark Slocum, applicants and property owners, to permit personal services in accordance with Section 31-306 and 31-406 of the Unified Development Ordinance. The affected area is located at 3441 Bridge Road and is further identified as Zoning Map 12, Parcel 34B, Sleepy Hole Voting Borough, zoned O-I, Office Industrial Zoning District. The 2026 Comprehensive Plan designates this area as a part of the Northern Suburban/ Urban Development (Inner-Ring Suburban). 4. Old Business A. REZONING REQUEST RZ5-13, submitted by the City of Suffolk, property owner, to request a change in zoning from the existing B1, Neighborhood Commercial, to the proposed RU, Residential Urban District for the construction of infill single family housing. The affected parcel is located at the northeast corner of the intersection of White Marsh Road and Lake Kennedy Drive (extended) and is further identified as Zoning Map 35, Parcel 166A, Cypress Voting Borough, zoned B1, Neighborhood Commercial.
