3. Family Transfer Subdivision:
A. FAMILY TRANSFER SUBDIVISION PLAT FT5-13, submitted by Larry Pilkington,
property owner, requesting a family transfer subdivision pursuant to Section 31-514 of the
Unified Development Ordinance. The affected property is identified as Zoning Map 54*5C,
Whaleyville Voting Borough, zoned A, Agricultural Zoning District.
4. Preliminary Subdivision Plat:
A. PRELIMINARY SUBDIVISION PLAT PS04-13, Lake Kennedy Drive (Extended),
submitted by the City of Suffolk, applicant and property owner, to subdivide the existing
right-of-way of Lake Kennedy Drive (Extended) and to create one (1) new parcel of land
at the corner of Lake Kennedy Drive and White Marsh Road. The affected property is
located on Lake Kennedy Drive and is further identified as Zoning Map 35, Parcel 166A,
Cypress Voting Borough, zoned RU, Residential Urban District. The 2026
Comprehensive Plan designates this area as a part of the Central Suburban/Urban Growth
Area (Core Support).

A. REZONING REQUEST RZ07-13 (Conditional), Harbour View Aged Care Facility,
submitted by Mark Williams, P.E., agent, on behalf Hunter Smith of Suffolk IL-AL Investors,
LLC, applicant, on behalf Harbourview Partners, property owner, to request a change in
zoning from B-2, General Commercial District to O-I, Office- Institutional District
(Conditional) for the construction of a 175-unit assisted living facility. The affected area is
located at 5871 Harbour View Boulevard and is further identified as Zoning Map 6, Parcel
3*12B, Nansemond Voting Borough, zoned B-2, General Commercial District. The 2026
Comprehensive Plan designates this area as a part Northern Suburban/ Urban Growth Area
(Core Support).
B. STREET VACATION REQUEST SV03-13, submitted by the CrossPointe Freewill Baptist

Church, Chad Conyers and Catherine Matthews, applicants and property owners, to vacate a
segment of street formerly identified as Alvah Street. The affected area is located between
Lida Avenue and Edwards Avenue, adjacent to and bounded on the north by the southernmost
property line of 200 Lida Avenue and the southernmost property line of 201 Edwards Avenue
and bounded on the south by the northernmost property line of 2460 Pruden Boulevard,
further identified as Zoning Map 25A, Parcel 1*A, zoned B-2, General Commercial and
Zoning Map 25A, Parcels 1*C1 and 1*C5, zoned RLM, Residential Low Medium Density
District, Suffolk Voting Borough. The 2026 Comprehensive Plan designates this area as a part
of the Central Suburban/ Urban Growth Area (Inner-Ring Suburban).
C. ORDINANCE TEXT AMENDMENT OA3-13, initiated by the Suffolk Planning
Commission for amendments to the Code of the City of Suffolk, Chapter 31, Unified
Development Ordinance, by amending: Article 3, Procedures, Section 31-302, Ministerial
Permits, subsection (g)(2)(c), Certificate of Occupancy, Processing Procedures; and Section
31-305, Conditional Rezoning, add a new subsection (f)(3), Enforcement and Guarantees of
Conditions; Article 4, Zoning, Section 31-406, Use Regulations, subsection (b)(1), Uses Not
Mentioned, Interpretation; Article 6, Design and Improvement Standards, Section 31-606,
Parking and Loading Standards, subsection (a)(7), Table 606-2, Off-Street Parking
Requirements and subsection (a)(8), Exceptions; and Section 31-612, Street Improvement
Standards, subsection (b)(4), Improvements Required; Article 7, Supplemental Use
Regulations, Section 31-702, Animal Regulations and Agricultural Production Operations and
Facilities, subsection (b), Agricultural Animals and Section 31-714, Sign Regulations,
subsection (a)(1), Intent, Definitions; and subsection (b)(12), Signs Permitted in all Districts,
Menu Boards; Article 8, Nonconforming Uses, Section 31-801, Intent, subsection (f)(2)(b),
