3. Family Transfer Plat:
A. FAMILY TRANSFER SUBDIVISION PLAT FT1-12, submitted by Ann G. Outlaw,
property owner, requesting a family transfer subdivision pursuant to Section 31-514 of the
Unified Development Ordinance. The affected property is identified as Zoning Map 19*46C,
Cypress Voting Borough, zoned RR, Rural Residential Zoning District.
4. Preliminary Subdivision Plat:
A. PRELIMINARY SUBDIVISION PLAT PS05-13, Bridgeway Commerce Park,
Remainder of Parcel 9C, submitted by Suffolk Towers, LLC, applicant and property owner,
to create three (3) commercial parcels of land in the Bridgeway Commerce Park development.
The affected property is located on 8034 Harbourview Boulevard and is further identified as
Zoning Map 6, Parcel 2H*2, Nansemond Voting Borough, zoned O-I, Office-Institutional
District. The 2026 Comprehensive Plan designates this area as a part of the Northern

and amend the official zoning map of the City of Suffolk to change the zoning from RLM,
Residential Low Medium zoning district to RM, Residential Medium zoning district, for the
property located at 4265 Driver Lane, Zoning Map 19, Parcel(s) 43. The affected area is
further identified as being located in the Sleepy Hole Voting Borough, zoned RLM,
Residential Low Medium Density zoning district. The 2026 Comprehensive Plan designates
this area as a part of the Northern Suburban/ Urban Growth Area, Suburban development
district, Driver Village community.
B. CONDITIONAL USE PERMIT REQUEST, C02-14, 3093 Godwin Boulevard, submitted

and 31-406, of the Unified Development Ordinance. The affected property is located at 300
Princess Arch and is further identified as Zoning Map 20C, Parcel 2*131, Cypress Voting
Borough, zoned RLM, Residential Low Medium Density Zoning District. The 2026
Comprehensive Plan designates this area as a part of the Northern Suburban/ Urban
Development Area (Suburban).
D. CONDITIONAL USE PERMIT REQUEST, C05-14, Fat Cats, LLC, submitted by
Whitney Saunders, of Saunders and Ojeda, P.C., on behalf of Michael Auletta, applicant, on
behalf of 154-156 West Washington Street, LLC, property owner, to permit a Bar/Night Club,
in accordance with Sections 31-306 and 31-406, of the Unified Development Ordinance. The
affected property is located at 156 West Washington Street and is further identified as Zoning
Map 34G18, Block A, Parcel 312, Suffolk Voting Borough, zoned CBD, Central Business
District. The 2026 Comprehensive Plan designates this area as a part of the Central Suburban/
Urban Development Area (Mixed Use Core).
E. EXCEPTION REQUEST, EX01-14, submitted by Brian Layne of Parrish-Layne Design
Group, applicant, on behalf of Carl B. Price, property owner, to grant an after-the-fact
Exception to the development criteria and buffer area requirements of the Chesapeake Bay
Preservation Area to permit a variety of existing accessory structures and other impervious
cover to encroach into the 100-foot Resource Protection Area. The affected property is
located at 2913 Pinewood Circle and is further identified as Zoning Map 11B, Parcel 32,
Sleepy Hole Voting Borough, zoned RL, Residential Low Density Zoning District. The 2026
Comprehensive Plan designates this as a part of the Northern Suburban/ Urban Development
Area (Suburban).

A. PRELIMINARY SUBDIVISION PLAT, PS01-14, submitted by David Andrea of VHB,
Inc., applicant, on the behalf of City of Suffolk, Economic Development Authority c/o Kevin
Hughes, property owner, to subdivide the existing right-of-way of Bright Lane and to create
one (1) commercial parcel of land on Progress Road Industrial Park. The affected properties
are located on 2514 Bright Lane and are further identified as Zoning Map 27, Parcel 63C*1
and 63J, Cypress Voting Borough, zoned M-2, Heavy Industrial Zoning District. The 2026
Comprehensive Plan designates this area as a part of the Central Suburban/ Urban
Development Area (Suburban).
