The affected area is further identified as being located in the Holy Neck Voting Borough, zoned A, Agricultural zoning district. The 2026 Comprehensive Plan designates this area as a part of the Rural Agricultural Conservation development district. B. The affected area is further identified as being located in the Cypress Voting Borough, zoned M-1, Light Industrial zoning district. The 2026 Comprehensive Plan designates this area as a part of the Northern Suburban/Urban Growth Area, Suburban development district. C. CONDITIONAL USE PERMIT REQUEST, C25-14, Computer X-Change, submitted by Denise Wallesen, Divaris Property Management Corporation, agent, on behalf of James Wright, applicant, on behalf of CTR Associates, L.L.P., property owner, in accordance with Section(s) 31- 306 and 31-406 of the Unified Development Ordinance, to grant a Conditional Use Permit to establish a U-Haul vehicle rentals-business on property located at 6540 Hampton Roads Parkway Suite 105, Zoning Map 6, Parcel(s) 13A*3. The affected area is further identified as being located in the Nansemond Voting Borough, zoned B-2, General Commercial zoning district. The 2026 Comprehensive Plan designates this area as a part of the Northern Suburban/ Urban Growth Area, Mixed Use Core development district. D. CONDITIONAL USE PERMIT REQUEST, C27-14, Burnfit Athletics, submitted by Daniel and Parul Stevens, applicants, on behalf of Sandy Run, LLC, property owner, in accordance with Section(s) 31-306 and 31-406 of the Unified Development Ordinance, to grant a Conditional Use Page 1 Permit to establish a recreation center, indoor, on property located at 1984 Northgate Commerce Parkway, Zoning Map 20, Parcel(s) 22E*8A, 22E*8B, 22E*8C, 22E* 8D, 22E*8E, and 22E*8F. The affected areas are further identified as being located in the Cypress Voting Borough, zoned M- 2, Heavy Industrial zoning district. The 2026 Comprehensive Plan designates this area as a part of the Northern Suburban/ Urban Growth Area, Suburban development district. E. City of Suffolk Comprehensive Plan Update, submitted by the City of Suffolk Department of Planning and Community Development on behalf of the City of Suffolk Planning Commission. Consideration shall be given to the recommendation for and adoption of the City of Suffolk Comprehensive Plan Update, (2035 Comprehensive Plan), as submitted by the Department of Planning and Community Development. In accordance with §15.2-2223 of the Code of Virginia, the City of Suffolk Planning Commission initiated a review of the comprehensive plan for the purposes of ensuring deliberate and predictable growth within the City. The comprehensive plan serves as the long- range planning tool for the City, whose principal objective is to provide guidance to the Planning Commission and City Council when making land use decisions. Building on the vision, history and successful implementation strategies established by earlier generations of the comprehensive plan, the 2035 Comprehensive Plan reflects a wide range of themes intended to guide development in the City. These themes include balanced growth and development, vibrant core areas, preserved and enhanced character, enhanced economic development, environmental protection and responsible regionalism. Each chapter’s policies and action statements are guided by these themes, ensuring that the vision represented by the plan’s guiding principles are carried out through the recommendations contained in the plan. Elements the plan looks closely at include land use and growth management, place types, transportation, municipal facilities and services, housing, and natural and environmental resources. The 2035 Comprehensive Plan makes minor modifications to the previous plan, particularly in regard to the boundaries of the designated growth areas; the density and intensity of development within the various use districts located within the growth areas; and a greater depth and refinement in defining a sense of place throughout the City. 4.
