Bodnar, P.E., of Hoggard-Eure Associates, P.C., agent, on behalf of Bob Arnette of Coastal
Virginia Developers, LLC, applicant, on behalf of Carole Moore, c/o Lisa M. Holland, POA,
property owner, to rezone and amend the official zoning map of the City of Suffolk to change the
zoning from RLM, Residential Low Medium zoning district, to RU, Residential Urban
(Conditional) zoning district, for properties located to the east of Nansemond Parkway, Zoning
Map 27, Parcel(s) 39, 42, 42A, 42B and 43. The affected areas are further identified as being
located in the Cypress Voting Borough, zoned RLM, Residential Low Medium zoning district. The
2026 Comprehensive Plan designates these areas as a part of the Central Suburban/ Urban Growth
Area, Inner-Suburban development district.
B. REZONING REQUEST, RZ08-14, (CONDITIONAL), Epps Senior Residences, submitted by
Gary R. Hammond, Jr. of Landbridge Development, LLC, applicant, on behalf of Harmon Graham
Properties, LLC, property owner, to rezone and amend the official zoning map of the City of
Suffolk in order to amend the approved proffered conditions, for property located at 401 Kings
Fork Road, Zoning Map 25, Parcel(s) 18A. The purpose of this request is to modify the approved
age restriction from sixty-two (62) years of age to fifty-five (55) years of age for a proposed senior
living facility, and modify the amount of right-of-way dedicated to the City of Suffolk. The
affected area is further identified as being located in the Chuckatuck Voting Borough, zoned RU,
Residential Urban (Conditional) zoning district. The 2026 Comprehensive Plan designates these
areas as a part of the Central Suburban/ Urban Growth Area, Suburban development district.
C. CONDITIONAL USE PERMIT REQUEST, C15-14, Love Center Family Church, submitted
by Hollis D. Ellis, P.E., agent, on the behalf, Joseph Hill, applicant, on behalf of Douglas Cleland
Naismith, property owner, in accordance with Section(s) 31-306 and 31-406 of the Unified
Development Ordinance, to grant a Conditional Use Permit to establish a place of worship, large, at
least six thousand (6,000) square feet in main sanctuary, on property located at 118 C Street,
Zoning Map 36A, Parcel(s) 188 and 189*190. The affected areas are further identified as being
located in the Cypress Voting Borough, zoned B-2, General Commercial zoning district. The 2026
Comprehensive Plan designates this area as a part of the Central Suburban/ Urban Growth Area,

Development Ordinance, to grant a Conditional Use Permit to establish an animal pound/ animal
shelter, on property located at 412 Kings Fork Road, Zoning Map 25, Parcel(s) 18D*1. The
affected area is further identified as being located in the Chuckatuck Voting Borough, zoned RR,
Rural Residential zoning district. The 2026 Comprehensive Plan designates this area as a part of
the Central Suburban/ Urban Growth Area, Suburban development district.
E. CONDITIONAL USE PERMIT REQUEST, C26-14, Oak Ridge Substation Expansion,
submitted by Maxwell P. Chance, agent, on behalf of Ben Saunders, Dominion Virginia Power,
applicant, on behalf of Virginia Electric and Power Company d/b/a Dominion Virginia Power,

Ordinance, to grant a Conditional Use Permit to establish a transmitting facilities, not specifically
