Development Ordinance, to grant a Conditional Use Permit to establish a place of worship,
small, under 6,000 square feet in main sanctuary, on property located at 430 North Main
Street, Zoning Map 34G11(A), Parcel(s) 137. The affected area is further identified as being
located in the Suffolk Voting Borough, zoned CBD, Central Business District zoning district
and HC, Historic Conservation Overlay District. The 2035 Comprehensive Plan designates this
area as a part of Central Growth Area, Mixed Use Core District.
B. CONDITIONAL USE PERMIT, C07-15, Carolina Road Telecommunication Tower,
submitted by Frederick A Womble, agent, on behalf of SBA Network Services, LLC and
Verizon Wireless, applicant(s), on behalf of S&M Farms, LLC, property owner(s), in
accordance with Section(s) 31-306 and 31-406 of the Unified Development Ordinance, to
grant a Conditional Use Permit to establish a 195’ monopole communications tower and
associated equipment, on property located at 2133 Copeland Road, Zoning Map 54, Parcel(s)
55. The affected area is further identified as being located in the Whaleyville Voting Borough,
zoned A, Agricultural zoning district. The 2035 Comprehensive Plan designates this area as a
part of Rural Agricultural Use District.
C. CONDITIONAL USE PERMIT, C08-15, SOL Futbol Club, Incorporated at Northgate
Commons, submitted by Pablo Ortiz, agent, on the behalf of SOL Futbol Club, Inc.,
applicant(s), on behalf of Northgate Commons, LLC, property owner(s), in accordance with
Section(s) 31-306 and 31-406 of the Unified Development Ordinance, to grant a Conditional
Use Permit to establish an amusement/ entertainment/ recreation center, indoor recreation, on
property located at 1000 Bowen Parkway Suite D, Zoning Map 20, Parcel(s) 22B*1. The
affected area is further identified as being located in the Cypress Voting Borough, zoned M-2,
Heavy Industrial zoning district. The 2035 Comprehensive Plan designates this area as a part
of Northern Growth Area, Suburban Use District.

D. EXCEPTION REQUEST, EX01-15, 5024 Riverfront Drive: submitted by Robin Williams,
Nansemond Lawn and Garden, Inc., applicant(s), on behalf of Norma and Kent Spain,
property owner(s), in accordance with Section 31-415 of the Unified Development Ordinance,
to grant an Exception to the development criteria and buffer area requirements of the
Chesapeake Bay Preservation Area to permit a sidewalk to encroach into the 100-foot
Resource Protection Area buffer, on property located at 5024 Riverfront Drive, Zoning Map
18A, Parcel(s) 4*38. The affected area is further identified as being located in the Chuckatuck
Voting Borough, zoned RLM, Residential Low Medium zoning district. The 2035
Comprehensive Plan designates this area as part of the Rural Conservation Use District.
E. ORDINANCE TEXT AMENDMENT OA4-15, initiated by the Suffolk Planning
Commission for amendments to the Code of the City of Suffolk, Chapter 31, Unified
Development Ordinance by amending Section 31-406, Use Regulations, Table 406-1,
Principal Uses Permitted in Zoning Districts to address licensed limited distilleries, Appendix
A, Definitions to address animal shelter private, licensed limited distillers and variance and
Appendix B, Submission Requirements, B-6, Zoning Variance or Appeals Applications. The
purpose for amending the aforementioned sections is to be in compliance with changes made
to the Code of Virginia, as amended by the General Assembly and effective July 1, 2015.
