FAMILY TRANSFER SUBDIVISION PLAT FTR2018-002, submitted by Kenneth W. and Tracy F. Reed, applicant(s) and property owner(s), requesting a family transfer subdivision pursuant to Section 31-514 of the Unified Development Ordinance. The affected property is identified as Zoning Map 52, Parcel 28B, Whaleyville Voting Borough, zoned A, Agricultural Zoning District. The City’s 2035 Comprehensive Plan identifies this property as being located within the Rural Agricultural Use District. B. FAMILY TRANSFER SUBDIVISION PLAT FTR2018-010, submitted by Helen C. Holland, applicant(s) and property owner(s), requesting a family transfer subdivision pursuant to Section 31-514 of the Unified Development Ordinance. The affected property is identified as Zoning Map 51, Parcel 45, Holy Neck Voting Borough, zoned A, Agricultural Zoning District. REZONING REQUEST, RZN2018-012, (Conditional), Smith Farm Enterprises (formerly Jolliff Landing West): submitted by Petro A. Kotarides, Kotarides Developers LLC, applicant, on behalf of James M. Boyd, Smith Farm Enterprises L.L.C., and David M. Boyd, Smith Farm Enterprises Two, LLC, property owners, in accordance with Section 31-304 and 31-305 of the Unified Development Ordinance, to rezone and amend the official zoning map of the City of Suffolk to change the zoning from M-1, Light Industrial zoning district, to RM, Residential Medium Density zoning district, for a portion of the property located at Shoulders Hill Road and extending to the City of Chesapeake corporate limits, Zoning Map 20, Parcel 12. The affected area is further identified as being located in the Cypress Voting Borough, zoned M-1, Light Industrial zoning district. CONDITIONAL USE PERMIT REQUEST, CUP2018-008, Parker Propane: submitted by Brian Layne, Parrish Layne Design Group, agent, on behalf of Brian Atwood, Parker Oil Company, Inc., property owner, in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance, to grant a Conditional Use Permit to expand the size of a previously established Fuel Sales (not including Gasoline Service Stations), on property located at 123 Pioneer Road, Zoning Map 41, Parcel 15H. The affected area is further identified as being located in the Holy Neck Voting Borough, zoned A, Agricultural zoning district. The 2035 Comprehensive Plan designates this area as part of the Agricultural Use District. C. CONDITIONAL USE PERMIT REQUEST, CUP2018-009, Nursing Education and Study Center: submitted by Denetra Hampton, applicant, on behalf of Michael Gianascoli, Riverfront Shoppes, LLC, property owner, in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance, to grant a Conditional Use Permit to establish a School, Business or Trade (Nursing Education and Study Center), on property located at 5911 Harbour View Boulevard, Suite #210, Zoning Map 6, Parcel 3*2*14A*1. The affected property is further identified as being located in the Nansemond Voting Borough, zoned B-2, General Commercial zoning district. The 2035 Comprehensive Plan designates this area as part of the Northern Growth Area, Core Support Use District. D. ORDINANCE TEXT AMENDMENT, OTA2018-011, initiated by the Suffolk Planning Commission to amend the Code of the City of Suffolk, Chapter 31, Unified Development Ordinance, Article 3, Section 31-302, Ministerial Permits, Subsection (g), Certificate of Occupancy. The purpose of the text amendments is to update and refine the Code of the City of Suffolk, Chapter 31, Unified Development Ordinance due to a change in circumstance. E. ORDINANCE TEXT AMENDMENT OTA2018-012, initiated by the City of Suffolk, for amendments to the Code of the City of Suffolk, Chapter 31, Unified Development Ordinance (UDO), Article 6, Design and Improvement Standards, Section 31-604, Lighting, and Section 31-615, Water Quality Stream Buffers, and Article 7, Supplemental Use Regulations, Section 31-701, Accessory Uses and Structures, and Section 31-713, Retirement Village. The purpose of the text amendments is to update and refine the Code of the City of Suffolk, Chapter 31, Unified Development Ordinance due to a change in circumstance. 5. Old Business 6.
