3. Family Transfer Plat:
A. FAMILY TRANSFER SUBDIVISION PLAT REQUEST, FTR2023-003: submitted by
Joseph C. Milburn III, property owner, requesting a family transfer subdivision pursuant to
Section 31-514 of the Unified Development Ordinance, to approve Family Transfer
Subdivision Plat to create one (1) new parcel on property located at 4946 Indian Trail, Tax
Map 22, Parcel 12. The affected property is further identified as being located in the Holy
Neck Voting Borough, zoned A, Agricultural zoning district. The City’s 2035 Comprehensive
Plan identifies this property as being located within the Rural Agricultural Use District.

A. REZONING REQUEST, RZN2023-003, (Conditional), Mosaic at the Riverfront:
submitted by Aaron Millikin, East West Communities, applicant, on behalf of Bridgeway
Mosaic, LLC, property owner, in accordance with Section 31-304 and 31-305 of the Unified
Development Ordinance, to rezone and amend the official zoning map of the City of Suffolk to
change the zoning from O-I, Office Institutional zoning district, to RU-18, Residential Urban-
18 zoning district, for property located at 7100 Bridgeway Drive, Zoning Map 6*2G, Parcel C.
The affected area is further identified as being located in the Sleepy Hole Voting Borough,
zoned O-I, Office Institutional (Conditional) zoning district. The 2035 Comprehensive Plan
designates this area as part of the Northern Growth Area, Mixed Use Core Use District.
B. REZONING REQUEST, RZN2023-004, (Conditional), Turlington Road Associates:
submitted by Brian Layne, Parrish-Layne Design Group, applicant, on behalf of Turlington
Road Associates LLC and Lacie S. Gross, property owners, in accordance with Section 31-304
and 31-305 of the Unified Development Ordinance , to rezone and amend the official zoning
map of the City of Suffolk to change the zoning from A, Agriculture zoning district, and RLM,
Residential Low Medium Density zoning district to RLM, Residential Low Medium Density
zoning district, for property located at 539 Turlington Road, Zoning Map 43, Parcels 19 and

19P. The affected areas are further identified as being located in the Whaleyville Voting
Borough, zoned A, Agriculture zoning district. The 2035 Comprehensive Plan designates this
area as part of the Central Growth Area, Suburban Use District.
C. CONDITIONAL USE PERMIT REQUEST, CUP2023-017, Royal Farms-Bridge Road:
submitted by Lisa Murphy, Wilcox & Savage, P. C., on behalf of Chris Bollino, Two Farms,
Inc., applicant, on behalf of 1871 Bridge Road, LLC, property owner, in accordance with
Sections 31-306 and 31-406 of the Unified Development Ordinance, to grant a Conditional
Use Permit to establish a convenience store (with gasoline sales), on property located at 1871
Bridge Road, Zoning Map 5, Parcels 16, 16G, 16H & 16J. The affected area is further
identified as being located in the Chuckatuck Voting Borough, zoned B-1, Neighborhood
Commercial District zoning district. The 2035 Comprehensive Plan designates this area as part
of the Northern Growth Area, Suburban Use District.
D. CONDITIONAL USE PERMIT REQUEST, CUP2023-020, 2361 Pruden Boulevard
Homeless Shelter: submitted by the City of Suffolk, applicant, on behalf of Shriji, LLC,
property owner, in accordance with Sections 31-306 and 31-406 of the Unified Development
Ordinance, to grant a Conditional Use Permit to establish a Temporary shelter for indigent and
homeless persons, and similar facilities with onsite residential counselors (non-governmental),
on property located at 2361 Pruden Boulevard, and is further identified as Zoning Map 25A,
Parcel J17. The affected area is further identified as being located in the Suffolk Voting
Borough, zoned B-2, General Commercial zoning district and SCOD, Special Corridor
Overlay District. The 2035 Comprehensive Plan designates this area as part of the Central
Growth Area, Inner-Ring Suburban Use District.
