3. Family Transfer Subdivision Plats:
A. FAMILY TRASFER SUBDIVISION PLAT REQUEST, FTR2023-006: submitted by
Frank M. Rawls, Ferguson, Rawls & Raines, P.C., applicant, on behalf of Jonathan P. Adkins,
property owner, is requesting a family transfer subdivision pursuant to Section 31-514 of the
Unified Development Ordinance, to approve a Family Transfer Subdivision Plat to create two
(2) new parcels, on property located at 991 Lummis Road, Zoning Map 41, Parcel 31. The
affected property is further identified as being located in the Holy Neck Voting Borough,
zoned A, Agricultural zoning district. The City’s 2035 Comprehensive Plan identifies this
property as being located within the Rural Agricultural Use District.
B. FAMILY TRANSFER SUBDIVISION PLAT REQUEST, FTR2023-008: submitted by
Jesse J. Johnson, Jr., the applicant, on behalf of Williams H. Rodgers, III, the property owner,
requesting a family transfer subdivision pursuant to Section 31-514 of the Unified
Development Ordinance, to approve Family Transfer Subdivision Plat to create one (1) new
parcel on property located at 5824 Old Myrtle Road, Tax Map 23, Parcel 25B. The affected
property is further identified as being located in the Holy Neck Voting Borough, zoned A,
Agricultural zoning district. The City’s 2035 Comprehensive Plan identifies this property as
being located within the Rural Agricultural Use District.
4. Public Hearings:
A. REZONING REQUEST, RZN2024-001, The Point at Harbour View: submitted by Nancy
Snyder, City of Suffolk Economic Development Authority, applicant and property owner, in
accordance with Section 31-304 of the Unified Development Ordinance, to rezone and amend
the official zoning map of the City of Suffolk in order to amend the uses associated with the
Design criteria for The Point at Harbour View, approved as a part of Rezoning Request
RZN2016-015 in order to allow for additional Land Use of Utility facilities, not otherwise
enumerated, for property located at 6500 College Drive, Zoning Map 6, Parcel 35. The
affected area is further identified as being located in the Sleepy Hole Voting Borough, zoned
MUD, Mixed Use District zoning district. The 2035 Comprehensive Plan designates this area

as part of the Mixed Use Core Use District.
B. CONDITIONAL USE PERMIT REQUEST, CUP2023-011, Barnes Road Wedding
Venue: submitted by Brian Layne, Parrish-Layne Design Group, agent, on behalf of Ronald
D. Jordan, applicant and property owner, in accordance with Sections 31-306 and 31-406 of
the Unified Development Ordinance, to grant a Conditional Use Permit to establish a Public
Assembly not otherwise enumerated, on property located at 456 Barnes Road, Zoning Map 39,
Parcel 43. The affected area is further identified as being located in the Holy Neck Voting
Borough, zoned A, Agriculture zoning district. The 2035 Comprehensive Plan designates this
area as part of the Rural Agriculture Use District.
C. SUBDIVISION VARIANCE REQUEST, SBV2023-002, HRSD Boat Harbor: submitted
by Jay Bernas, HRSD, applicant, on behalf of the Economic Development Authority, property
owner, in accordance with Sections 31-308 and 31-515 of the Unified Development
Ordinance, to grant a variance to Table 407-1: Dimensional Standards of Section 31-407 of the
Unified Development Ordinance in order to grant relief from the minimum frontage
requirements for a new lot, on property located at 6500 College Drive, Zoning Map 6, Parcel
35. The purpose of this request is to grant relief from the specified development standards of
the Unified Development Ordinance pertaining to the development of a Boat Harbor treatment
plant. The affected area is further identified as being located in the Sleepy Hole Voting
Borough, zoned MUD, Mixed Use Development Overlay District zoning district. The 2035
Comprehensive Plan designates this area as part of the Northern Growth Area, Mixed Use
Core Use District.

• REZONING REQUEST, RZN2023-005, (Conditional), Pitchkettle Landing: to
rezone and amend the official zoning map of the City of Suffolk to change the zoning
from CP, Commerce Park, RU, Residential Urban, and O-I, Office Institutional
(Conditional) zoning district, to RC, Residential Compact (Conditional) zoning
district, for property located on Pitchkettle Road, Zoning Map 34, Parcel 3C*5*6.
• REZONING REQUEST, RZN2024-002, (Conditional), Parkwood: to rezone and
amend the official zoning map of the City of Suffolk to change the zoning from B-2,
General Commercial District and M-2, Heavy Industrial zoning districts to RU-18,
Residential Urban 18 zoning district, for property located at 612 Carolina Road,
Zoning Map 34, Parcels 83, 83B and 84A.
