REZONING REQUEST, RZN2023-005, (Conditional), Pitchkettle Landing: submitted by Kate Verreault, applicant, on behalf of HG Pitchkettle Land, LLC, property owner, in accordance with Sections 31-304 and 31-305 of the Unified Development Ordinance, to rezone and amend the official zoning map of the City of Suffolk to change the zoning from CP, Commerce Park, RU, Residential Urban, and O-I, Office Institutional (Conditional) zoning districts, to RC, Residential Compact (Conditional) zoning district, for property located on Pitchkettle Road, Zoning Map 34, Parcel 3C*5*6. The affected area is further identified as being located in the Holy Neck Voting Borough, zoned CP, Commerce Park, RU, Residential Urban, and O-I, Office Institutional zoning district. The 2035 Comprehensive Plan designates this area as part of the Central Growth Area, Inner-Ring Suburban Use District. B. REZONING REQUEST, RZN2024-002, (Conditional), Parkwood: submitted by Bob Arnette, Coastal Virginia Partners, LLC, applicant and property owner, in accordance with Sections 31-304 and 31-305 of the Unified Development Ordinance, to rezone and amend the official zoning map of the City of Suffolk to change the zoning from B-2, General Commercial District and M-2, Heavy Industrial zoning districts to RU-18, Residential Urban 18 zoning district, for property located at 612 Carolina Road, Zoning Map 34, Parcels 83, 83B and 84A. The affected area is further identified as being located in the Whaleyville Voting Borough, zoned B-2, General Commercial District, M-2, Heavy Industrial, and SCOD, Special Corridor Overlay District zoning districts. The 2035 Comprehensive Plan designates this area as part of the Central Growth Area, Core Support Use District. C. CONDITIONAL USE PERMIT REQUEST, CUP2023-019, Nansemond Solar: submitted by Steve Kiesling, applicant on behalf of Harrell E. Tweedy and R. Edward Tweedy, property owners, in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance, to grant a Conditional Use Permit to establish a ground-mounted solar energy facility, on property located at 1553 Kings Fork Road, Zoning Map 24, Parcel 32. The affected area is further identified as being located in the Holy Neck Voting Borough, zoned A, Agricultural zoning district. The 2035 Comprehensive Plan designates this area as part of the Page 1 Central Growth Area, Suburban Use District. D. CONDITIONAL USE PERMIT REQUEST, CUP2024-001, TLW Materials: submitted by Bobby Wynn, TLW Materials, LLC, applicant, on behalf of South Quay Concepts, LLC, property owner, in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance, to grant a Conditional Use Permit to establish a Surface mining (borrow pit) operation on property located at 6501 & 6701 Holy Neck Road, Zoning Maps 49, Parcels 58*12 and 58*12B. The affected area is further identified as being located in the Holy Neck Voting Borough, zoned A, Agricultural zoning district. The 2035 Comprehensive Plan designates this area as part of the Rural Agricultural Use District. E. CONDITIONAL USE PERMIT REQUEST, CUP2024-002, Parkwood: submitted by Bob Arnette, Coastal Virginia Partners, LLC, applicant and property owner, in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance, to grant a Conditional Use Permit to establish a schools, business or trade use in order to establish a satellite trade school, on property located at 612 Carolina Road, Zoning Map 34, Parcel 83. The affected area is further identified as being located in the Whaleyville Voting Borough, zoned B-2, General Commercial District zoning district. The 2035 Comprehensive Plan designates this area as part of the Central Growth Area, Core Support Use District. F. SUBDIVISION VARIANCE REQUEST, SBV2023-001, Prospect West: submitted by Bob Arnette, Moore’s Pointe, LLC, applicant and owner, in accordance with Sections 31-607 and 31-612 of the Unified Development Ordinance, to grant a variance for relief of the requirement to have a connectivity ratio of greater than 1.40, on property located at Zoning Map 35 Parcel 92. The purpose of this request is to grant relief from the specified development standards of the Unified Development Ordinance pertaining to the development of Prospect West Subdivision. The affected area is further identified as being located in the Suffolk Voting Borough, zoned RU, Residential Urban (Conditional) zoning district. The 2035 Comprehensive Plan designates this area as part of the Central Growth Area, Inner-Ring Suburban Use District. G. ORDINANCE TEXT AMENDMENT OTA2024-002, initiated by the City of Suffolk, for amendments to the Code of the City of Suffolk, Chapter 31, Unified Development Ordinance (UDO), Article 4, Zoning, Section 31-411, Use Patterns, Section 31-411(e) Cluster Pattern, Design Standards. The purpose of the text amendment is to update and refine the Code of the City of Suffolk, Chapter 31, Unified Development Ordinance. H. ORDINANCE TEXT AMENDMENT OTA2024-003, initiated by the City of Suffolk, for amendments to the Code of the City of Suffolk, Chapter 31, Unified Development Ordinance (UDO) Article 3, Procedures, Section 31-301, General Procedural Requirements, Section 31- 301(e) Notice Provisions.
