June 24, 2025 The City Council of the City of Sulphur, Louisiana, met in special session at its temporary location located at 501 Willow Avenue in the Council Chambers, Sulphur, Louisiana, on June 24, 2025, at 5:30 p.m., after full compliance with the convening of said meeting with the following members present: DRU ELLENDER, Council Representative of District 1 MELINDA HARDY, Council Representative of District 3 JOY ABSHIRE, Council Representative of District 4 MANDY THOMAS, Council Representative of District 5 ABSENT - NICK NEZAT, Council Representative of District 2 After the meeting was called to order and the roll called with the above result, prayer was led by Mrs. Ellender, followed by the reciting of the Pledge of Allegiance led by Mrs. Thomas. The first item on the agenda is a public hearing on ordinance authorizing Mayor Mike Danahay to enter into a Cooperative Endeavor Agreement with the Louisiana Department of Treasury State of Louisiana to receive $250,000 for certain projects. Mayor Danahay stated that he received a call from Senator Jeremy Stine in 2024 regarding a Supplemental Appropriations Bill and Sulphur had (2) line items – 1 for $200,000 and 1 for $250,000. The $250,000 is designated for our water plants and the $200,000 did not have a designated project. He received the CEA on May 19, 2025, and it had to be adopted by June 30, 2025. Austin Abrahams, Director of Public Works, stated some of the projects that’ll be done with $200,000 and $250,000: 1. North Water Plant pumps 2. Some projects have been completed and paid out - $156,000 have not been completed with anticipation of completion in the next few weeks. 3. Senior Citizen improvements - $50,000 will come out of the $200,000. 4. $150,000 will be for hydrant replacement. Wendy Wingate, Madison Crossing, had a few concerns: 1. CEA says projects have to be completed by June 30, 2025. 2. No plan for water hydrants.  3. Attachment C to CEA has no progress. Why attach it if we weren’t supposed to have progress. 4. It doesn’t say when the City will spend the rest of the money and what budget it will come from. 5. What’s the timeframe for completion. Mr. Abrahams stated that it’s pretty standard on these types of programs. The state provides for an extension but prior to getting that extension the CEA has to be executed. Sheila Broussard, Pecan Street, also showed concern about when the CEA was presented to the City, the timeframe and where the money will be spent. After discussion, motion was made by Mrs. Hardy seconded by Mrs. Thomas that the following ordinance be adopted to-wit: ORDINANCE NO. 1977, M-C SERIES ORDINANCE ENTERING INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH THE LOUISIANA DEPARTMENT OF TREASURY STATE OF LOUISIANA TO REPLACE PUMPS AT THE NORTH WATER TREATMENT FACILITY. WHEREAS, Article VII, Section 14 (C) of the Constitution of the State of Louisiana provides that “for a public purpose, the State and its political subdivisions or political corporations may engage in cooperative endeavors with each other, with the United States or its agencies, or with any public or private association, corporation, or individual; and WHEREAS, Acts of the 2024 Regular Legislative Session of the Louisiana Legislature, which were adopted in accordance with Article VII, Section 10, of the Constitution of the State of Louisiana, is the appropriation for the expenditure of State funds, and said Act 776 of the 2024 RLS contains a line item appropriation within the Agency’s budget for the benefit of City of Sulphur of which the sum of two hundred fifty thousand and 00/100 ($250,000.00) dollars has been allocated for this program/project, as set forth in the Attachment A Plan, which is attached to this Agreement and made a part hereof; and WHEREAS, the public purpose is described as: Replace pumps at the North Water Treatment Facility to improve water plant operations and extend the operational lifespan of the water treatment facility. Motion was made by Mrs. Ellender seconded by Mrs. Thomas that the following ordinance be adopted to-wit: ORDINANCE NO. 1978, M-C SERIES ORDINANCE ENTERING INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH THE LOUISIANA DEPARTMENT OF TREASURY STATE OF LOUISIANA TO REPAIR AND REPLACE FIRE HYDRANTS AND COMPLETE IMPROVEMENTS TO THE SENIOR CENTER. WHEREAS, Article VII, Section 14 (C) of the Constitution of the State of Louisiana provides that “for a public purpose, the State and its political subdivisions or political corporations may engage in cooperative endeavors with each other, with the United States or its agencies, or with any public or private association, corporation, or individual; and WHEREAS, Acts of the 2024 Regular Legislative Session of the Louisiana Legislature, which were adopted in accordance with Article VII, Section 10, of the Constitution of the State of Louisiana, is the appropriation for the expenditure of State funds, and said Act 776 of the 2024 RLS contains a line item appropriation within the Agency’s budget for the benefit of City of Sulphur of which the sum of two hundred thousand and 00/100 ($200,000.00) dollars has been allocated for this program/project, as set forth in the Attachment A Plan, which is attached to this Agreement and made a part hereof; and WHEREAS, the public purpose is described as: Repair and replace fire hydrants for the purpose of fire safety and suppression in the event of a fire. Additionally, complete improvements to the Senior Center, which operates to provide community outreach services to the senior citizen population within the City of Sulphur. A vote was then called with the results as follows: YEAS: Mrs. Ellender, Mrs. Hardy, Mrs. Abshire, Mrs. Thomas NAYS: None ABSENT: Mr. Nezat And the above ordinance was declared duly adopted on this 24th day of June, 2025.
