BICYCLE AND PEDESTRIAN ACTION COMMITTEE MEETING M ARCH 21ST, 2018 SUMMERVILLE TOWN HALL, TRAINING ROOM 9:00 A.M. Attendees: Members: Natalie Martin, John Pardee, Sarah Bares, Rick Reiff, Tara Bailey, John Mott Visitors: Bonnie Miley & Matt Halter, Jr., Town of Summerville I. Call to Order: John Pardee called the meeting to order at 9:00 a.m. II. Public Comments: John Mott discussed his letter to the editor, including the need to extend the Gahagan Trail south to Miles Jamison Road, which is of higher importance than extending the Sawmill Branch Trail to the north with the CSX conflict, and discussed a potential path through the Lakes of Summerville development. III. Acceptance of Minutes: Minutes from the January 2018 meeting were reviewed and approved. IV. New Business: None V. Old Business: The committee discussed upcoming roadway projects in the Town, including the Berlin G. Myers Extension construction to the Sawmill Branch Trail, the Dorchester County US 78 widening pro- ject in Ridgeville, the RRFBs on Main Street at Doty Avenue, and that the Sheep Island Road project should be open soon. The committee discussed developing a bicycle/pedestrian infrastructure list. VI. Next Meeting: It was discussed to move the May meeting due to vacations; the meeting date is to be determined. VII. Attendees: Members: John Pardee, Sarah Bares, Rick Reiff, Phyllis Thornwaite, John Mott Visitors: Bonnie Miley, Town of Summerville I. Call to Order: John Pardee called the meeting to order at 9:00 a.m. II. Public Comments: Eric Davis and Pam Zanowski of Dorchester County spoke about the status of the County Parks referendum. A representative from MUSC Injury Prevention attended. III. New Business: The committee discussed a workshop to develop a bicycle/pedestrian infrastructure list. It was agreed to use the 2016 priority list as a basis for development. It was agreed to hold a special BPAC meeting on August 15, 2018 to develop a current sidewalk and crosswalk priority list. The committee also discussed creating a priority list for consideration of the Town’s beautification committee, such as bike racks, sidewalks, etc. The committee discussed the need for street lighting at school bus stops. John P. was going to contact Dorchester District 2 about how to add street lighting. IV. Old Business: The committee discussed upcoming roadway projects in the Town, including the Berlin G. Myers Extension construction to the Sawmill Branch Trail, and the SCDOT Dorchester Road median im- provements, including the new free-flow right-turn lanes and potential conflict with the crosswalks. The committee discussed the E. Richardson Road & S. Magnolia Street thank you letter to the Town. V. Next Meeting: A special workshop meeting will be held on August 15, 2018 to develop a current sidewalk and crosswalk priority list. VI. Attendees: Members: John Pardee, Kelley Johnson, Sarah Bares, Rick Reif, Tara Bailey, John Mott, Phyllis Thornwaite: Visitors: Bonnie Miley, Town of Summerville John Pardee called the meeting to order at 9:00 a.m. 1. Public Comments - John Mott discussed the Lincolnville Trail, noting that final plans were waiting on the BGM extension litigation. II. Acceptance of Minutes - Minutes from the previous two meetings will be forthcoming . III. New Business - The committee went over the work covered at the Sidewalk workshop that took place in August. Rick presented the priority list that came out of that workshop. It was agreed that the priority list should go to the Planning Commission and then go before the Public Works Committee. Rick agreed to modify the list, and then present it to the Planning Commission in October. IV. Old Business Discussion regarding the BGM extension and the need for the Sawmill Branch Trail to stay open throughout the construction phase. Next meeting will be on Nov. 14 2018. It was agreed that we change the regular meeting date due to the Thanksgiving holiday. Adjournment At 10:50 a.m.,the meeting was adjourned. Respectfully submitted by Kelley Johnson, Secretary  Bicycle and Pedestrian Advisory Committee Meeting November 14, 2018 Summerville Town Hall, Training Room 9:00 a.m. Attendees: Members: John Pardee, Sarah Bares, Rick Reiff, Tara Bailey, John Mott, Phyllis Thornwaite Visitors: Russ Cornette and Mayor Johnson, Town of Summerville I. Call to Order: John Pardee called the meeting to order at 9:00 a.m. II. Public Comments: Mayor Johnson discussed the need to adhere to the law with respect to posting minutes of meetings in a timely manner and posting meeting times in a timely manner. He encouraged us to tackle the issue of lighting as a pedestrian/bicycle issue, to put more crosswalks and long-term projects on our BPAC priority list, including the extension of the Sawmill Branch underneath the railroad and better sidewalks across the tracks on Main. We had had these items on our list but had elected to remove them from this year’s BPAC priority list because we had felt that anything to do with the railroad was not in the realm of possible. He encouraged us to work more closely with the beautification committee. He also indicated that we need to get the list revised for budgeting time every year: July/August. The mayor agrees to reach out to Norfolk Southern Railway and work with them regarding the SMB trail crossing. III. Acceptance of Minutes: Minutes from the September 19, 2018 meeting were reviewed and approved. IV. New Business: None V. Old Business: 1. Fate of Sawmill Branch Trail during construction of Berlin Myers Parkway. Mr. Cornette indicated that the SCDOT is required by law and obligated to have a bike/pedestrian detour available for the stretch of the Sawmill Branch that will be closed, along Bacon’s Bridge and Linden. We talked about how the proposed detour is not ideal, but at least is something. 2. Discussion of major upcoming road projects. Mr. Cornette gave an update on the sidewalks construction in town. Springview Lane and Laurel Street are out for bid and Parkwood Drive and Central sidewalks projects are moving forward. Sarah asked a question posed by several citizens about when/if crosswalks would go in. Mr. Cornette indicated that because the same company was doing another road project in town, it was more economical to use the paint machine once for both projects, so the permanent thermoplastic paint would be installed when the second project was complete. 3. BPAC Priority list: we approved the final list prepared by Rick Reiff and sent it on to Planning with an eye towards them sending it up to Council and the Mayor. 4. We approved the final Thank You letter and signed it and sent it on to Planning, from whence it will head to Council and the Mayor. 5. Sidewalks: we discussed the current sidewalks projects under road projects. VI. Next Meeting: has not been set yet. VII.
