Bicycle and Pedestrian Advisory Committee Meeting
July 31, 2019

Attendees:
Members: Phyllis Thornwaite, Kelley Johnson, John Mott, John Pardee
Absent: Rick Reiff, Sarah Bares, Tara Bailey,
Visitors: Bonnie Miley, Town of Summerville, Mayor Johnson, Town of Summerville
Call to Order: Chairperson John Pardee called the meeting to order at 9:00 a.m.
Mayor Johnson summarized his recent meeting with the COG and with SCDOT. He encouraged
the committee to work on a long-range plan for bicycle and pedestrian routes; to go beyond the
SMB trail. The current Comprehensive Plan does not have much on bike/ped issues and needs.
He went on to speak of various sources of funding that could help with implementation of any
recommendations for improvement. Priorities - connecting SMB to Maple Street extension,
extending the SMB trail across Hwy. 78 with a raised route, exerting the SMB trail to the
developing area behind WalMart, and connecting the SMB trail to the Blue Trail/Jessen’s Boat
Landing. John Pardee spoke of the lack of connectivity in the Oakbrook area.
II. Acceptance of Minutes: Minutes from the May 15th meeting were approved and accepted;
motion by Phyllis, seconded by Kelley. It was agreed that the matter of providing access to safe
bike routes in the Bacons Bridge/Trolley Road area after construction begins on the Berlin G
Myers extension will be added to the next meeting Agenda.
Minutes from the June 5th Sidewalk Workshop were approved and accepted; motion by Kelley,
seconded by Phyllis.
III. New Business:
Following on the submission by Mayor Johnson, it was agreed that the BPAC would
begin work on a Bicycle Connectivity Survey for the Summerville area. The motion was
put forward by Kelley and seconded by John Mott. Discussion continued on the issues
regarding extending the SMB trail over the railroad tracks. John M. asked that Bonnie
provide large printed maps of the town for our next meeting.
It was agreed that we would schedule a Bicycle Workshop on Wednesday Aug. 21st at
9:00 a.m. The workshop will help us begin to identify where bicycle connectivity is
needed most. It was agreed that members from COG, Dorchester County Parks, and
Summerville Dream would be invited to this workshop.
IV. Old Business:
The committee reviewed the Draft BPAC Sidewalk Improvement List. Bonnie will sub-
mit the list to the Planning Commission and to Russ Cornet, and then it will go before
Town Council. Bonnie will clarify a few items with Rick Reiff, and also ask Rick to
write a cover letter for the document. It was agreed that the Improvement List be ap-
proved and submitted to the Town for consideration. Motion by John Mott, seconded by
Phyllis.
The next official meeting will be on September 18, 2019 at 9:00 a.m.
V. Adjournment: The meeting was adjourned at 10:43 a.m.
