Bicycle and Pedestrian Advisory Committee Meeting
November 13, 2019
Summerville Town Hall, Council Chamebers 9:00 a.m..
Attendees:
Members: John Pardee , Phyllis Thornwaite, Kelley Johnson, John Mott
Visitors: Tammie Taylor, Sandy O’Keefe, John Franko, Summerville Triatheletes Club,
Call to Order: John Pardee called the meeting to order at 9:02 a.m.
I. Public Comment
John Mott gave an update on the continues issues with the BGM extension and its effect on the
SMB Trail. The last meeting revealed there would be no change to the plans, except for some
vegetation growth.
John Pardee reviewed the Town Council’s latest decision to not approve additional funds for
extending the SMB trail North to Jockey Court. The estimate to complete this project is $1.5
million. Further issues involved obtaining the approval of the Norfolk Southern Railroad
Company to extend the trail under the railroad tracks.
Action Item #1 - A draft letter will be written by John Mott and Kelley Johnson, for approval of
the committee at the January 2020 meeting.
Action Item #2 - An invitation to our next meeting will be extended to the Mayor-elect, Ricky
Waring.
John Pardee added that progress is being made at improving connectivity of sidewalks in the
Newington neighborhood. Kelley added that pedestrian crossing signals are currently being
installed at the intersection of South Main Street and West 6th Street.
II. Acceptance of Minutes: Minutes from the September 2019 meeting were approved.
III. New Business: None
IV. Old Business: The Bicycle Priority List was presented to the Planning Commission and the
Town Council and was received by both. John will make sure that the list will be made available
to the committee.
A letter was submitted to the Town from our committee regarding the Bike-Share program
proposal. It was noted that the proposal did not receive the funding grant so it will be put on
hold for now.
Mayor Johnson joined the committee and asked us to submit to himnames of potential new
members for the BPAC. He went over ongoing discussions with the railroad and encouraged us
to write a letter to outline our concerns and recommendations for improvements along and under
the railroad tracks in the area.
Mayor Johnson was thanked for his continuous support of the BPAC and its mission. It was
agreed that the new mayor will be invited to all future meetings.
Action Item - John Mott will draft a letter to be reviewed at our January 2020 meeting.
