Bicycle and Pedestrian Advisory Committee Meeting May 20, 2020 9:00 a.m. - Zoom Meeting Attendees: Members: Rick Reiff, Kelley Johnson, Mike Peebles, John Mott, John Pardee, Ned Shows Visitors: Bonnie Miley, Town of Summerville, Karen Fairchild, Town of Summerville The minutes from the January 15, 2020 meeting were approved. Public Comment John Mott asked abut the connection between Gahagan Park and the SMB Trail via Butler Street. Bonnie said the the SCDOT owns this property along the creek, but that it will be dealt with in later phases of trail improvements. BPAC 2020 Improvement Priority List Rick presented his spreadsheet which outlines the committee’s recommended sidewalk and multi-use path enhancements and additions. The spreadsheet lists the recommended projects in order of importance and gives summaries of estimated costs and timelines. Mike Peebles suggested that we amend our recommendation for connectivity of the bicycle route through downtown. Instead of having markings and/or bike lanes on West Richardson, it would be safer and more workable to use Doty Avenue. The committee discussed the issues with respect to ownership of the land adjacent to the railroad tracks, but agreed that Doty Avenue is a better alternative. Bonnie noted the the BCDCOG regional plan includes using Doty Avenue as a connection route. Bonnie also noted that the railroad company has been very cooperative with the sidewalk improvement project at Hickory and Doty, so this may bode well for future plans for bike lanes along Doty. Rick went through each line item on the spreadsheet. A few items were added and/or amended after discussion by the committee, including: putting a flashing crosswalk (RRFB) at Cedar and West 2nd Street, adding an RRFB across West Carolina near Sumter, Gadsden and Linwood, incorporating the SMB extension from E. Richardson northwards to Hwy. 78 into the Hwy. 78 widening project, and suggestion that the Chandler Bridge Path across Old Trolley Road could be a Dorchester County project. Kelley suggested that we include the Strava data presented by John Mott along with our project list, so that the Town can see where the traffic currently is heaviest. Karen noted that the Town currently has no inventory of sidewalks and encouraged the committee to promote use of various apps to help create the data, such as Geotracker. We will ask Sandy to ask her group members to keep track of kms covered to be then submitted to the town. A special email address will be established. This should also be promoted to the community at large.
