Vice Chairman Price opened the meeting at 6:00 PM and explained all applicants would be heard in submittal order and then asked
for consideration of the minutes of the regularly scheduled meeting on June 6th, 2017. Jeff Bowers made a motion to approve the
minutes as submitted and Beth Huggins provided the second. The motion carried unanimously.
Old Business:
126 West 5th South Street- Jordy Tupper presented the application on behalf of the homeowner. He explained they are taking out
the old shed, previously approved, and converting the carport into a garage now. Cecile Cothran asked Mr. Tupper about the
location of the new garage and how the homeowner would make the turn radius now. Mr. Tupper explained it was a front load
garage to preserve the large Oak trees and they would be using the existing gravel driveway. Beth Huggins asked Mr. Tupper about
the door design and Mr. Tupper explained his drawing did not represent the doors they would be using, he provided the board with
a picture instead. John Kwist asked about the option to pave a turn around to enter from the side and if there were other options for
a pervious material. Mr. Tupper explained the setbacks for the accessory structure made it too tight to do a side load garage and
also the grand oaks posed a challenge. David Price asked Mr. Tupper about the pitch of the garage in relation to the house’s pitch,
the house’s pitch appears a hip roof line and what was the overall height. Mr. Tupper explained it was approximately 19 feet tall
and the house is 24 feet tall. Cecile Cothran mentioned how the drawings do not match the house. The board then had a discussion
on the windows, materials, and color with Mr. Tupper. Mr. Tupper assured the board that they would make sure the windows
would be 2/2 and the siding, trim, and roof will match the house. John Kwist asked if there was a way to flatten the roof more to
make it more in line with the house and Mr. Tupper explained they needed the storage space above the garage, hence the higher
pitch. Beth Huggins asked the applicant if they would change the appearance such as an eyebrow (horizontal watershed on the
gable end) around the roof area. The board discussed with the applicant to add a frieze board under the soffit of the gable roof to
make the gable appear smaller and design it to make the height look reduced, such as drop the window down some and add the
eyebrow (large frieze board). The overall effect is to reduce the area of siding within the gable and to provide an overall
appearance in keeping with the quaint cottages in the neighborhood. John Kwist made the motion to approve the application with
the changes and Cecile Cothran seconded the motion. The motion passed unanimously.
108 West Carolina Avenue-Privacy Fence (R-1)-Withdrawn, to be heard at the next meeting
New Business:
100 East Carolina Avenue- Merrily Spence Borowiecki presented the application to the board and explained the house had a fire
and was damaged and they would like to demolish it and sell the property. The applicant explained that anyone who purchased the
property would be notified upfront that when they wish to build their home they would need to present it to the board for approval
and meet all of the requirements. The house was built in 1961 and remodeled in 1987. It is a simple ranch brick house that just
happens to be in the historic district. John Kwist spoke of the busy intersection it faces and also of the other homes in the area. The
applicant asked what standards needed to apply and staff responded that they would need to come before the board and present their
application and also meet the Secretary of the Interior’s Standards from the State Historic Preservation Office. John Kwist made the
motion to approve the application for demolition and Jeff Bowers seconded the motion. Beth Huggins asked for clarification on the
zoning before the vote, and staff responded that only residential uses were allowed on that property at this time. The motion passed
unanimously.
304 South Laurel Street- John and Cheryl Nichols, homeowners, presented the application. David Price asked where on the
property the shed was located and Cheryl Nichols explained where it was located at, visible on the West 2nd South side driveway.
Jeff Bowers made the motion to approve the application for demolition and Cecile Cothran seconded the motion. David Price
mentioned that some of the wood may be salvaged per our Chairman Phil Dixon, and Cheryl Nichols spoke to the board about what
options they had explored. The motion passed unanimously.
305 Rutherford Street- Lloyd Roberts presented the application on behalf of the homeowners who were also present, Andrew and
Veronica Bishop. They were making the addition to appear like it was part of the original house. Mr. Roberts explained to the
board that the roof and siding will all match and will be installing a new metal roof. John Kwist asked if the chimneys were being
saved and if the new roof line will be taller than the existing roof line which was a concern of his. John Kwist explained that
typically on these cottages the roof line was not very tall. Cecile Cothran asked Mr. Roberts about the different roof elevations and
discussion ensued. The board discussed with the applicant the roof pitch and how they can preserve the original front of the house
appearance. Cecile Cothran asked the Mr. Roberts if they could preserve the chimneys and the homeowners explained they were in
bad shape and the mortar was disintegrating and it would also be a structural challenge. John Kwist asked Mr. Roberts if there was
a way to save the front of the house’s appearance and Mr. Roberts told the board they could revisit the roof pitch. Beth Huggins
asked about the flat space on the house, it doesn’t appear correct and may need to bring down the pitch of the roof. The board
discussed with Mr. Roberts and homeowners about the chimneys again and it was brought to the boards attention that the chimneys
are boarded up behind walls and not functioning. Dr. Price suggested the chimneys could be false and recreate a replica of the
chimneys’ caps. Cecile Cothran asked if they could possibly keep the caps and reuse them and with the false chimneys and then the
space in the house would not be compromised. Beth Huggins asked about the new roof material and Mr. Roberts told her that they
would be using a 5V metal roof. Beth Huggins asked if a sample could be presented to them. John Kwist asked the Mr. Roberts to
revisit the pitch and drawings and see if they could redraw the pitch. Window replacement also was discussed and Mr. Roberts
explained the homeowner has kept the original windows in the front and done replacement of vinyl to match the existing 6/6 sash,
including the dormers on the garage. Beth Huggins asked if the addition would be covering up the brick detail and Mr. Roberts said
it would. John Kwist asked if the shutters were functioning and they are not per the homeowners. The board discussed with Mr.
Roberts that they can approve the project conceptually but would need additional information. Jeff Bowers made the motion to
approve the application conceptually with the board requesting new architectural drawings to reduce the pitch height, see sample
materials of the roof and possibly brick, using thin bricks for the chimneys (false chimneys) and the caps. They board would
approve the updated drawings via electronic submittal and could view the samples with staff if they were dropped off. Beth
Huggins seconded the motion and it passed unanimously.

Background and Analysis: Applicant is requesting to add an addition to the rear of the house.
The addition will be 22’ 4” by 21’ 6” and will match the existing roof slope and also match the
existing metal roof. Application was reviewed by the BAR on July 5th and conceptual approval
was given. The board requested the application to come back before them to determine roof
pitch, windows, shutters, false chimneys and samples of the brick and roof material proposed.
Brick color sample is provided in the packet and roof material to be brought before the board at
the meeting. This project meets zoning ordinance requirements.
