Walnut Street-New Fence (R-1) MISCELLANEOUS: 1. Workshop dates to discuss historic district boundaries ___________________________________________________________________________________________________________ Chairman Dixon opened the meeting at 6:00 PM and explained all applicants would be heard in submittal order and then asked for consideration of the minutes of the regularly scheduled meeting on September 5th, 2017. Jeff Bowers made a motion to approve the minutes as submitted and Rachel Burton provided the second. The motion carried unanimously. Old Business: 1. 126 West 5th South Street- Carport (R-2): Clay Thornton, homeowner of 126 West 5th South Street explained that they were originally approved for this carport and to tear down the old shed. They then came back and got approval for a garage instead but once they torn down the shed and saw how open the back yard was they went back to the original carport design. Now they are looking to rotate the carport 90 degrees. Jeff Bowers asked if it was so they could drive straight in and not have to back up and Clay said exactly. Joh Kwist asked if they were using the same materials as the previous submittal and Clay said they were, the roof would be the 5V crimp roof that matches the previous submittal. Jeff Bowers made the motion to approve the application as presented and John Kwist seconded the motion. The motion carried unanimously. New Business: 1. 217 Marion Avenue- New House Construction (R-1): Youlia Apostolova, applicant, presented her plans with her builder Kerri Vachon. Youlia explained to the board the plans she had submitted for the house that is approximately thirty-one hundred square feet and two stories with a two car garage. John Kwist asked the applicant which site plan was she proposing for the location of the house, one was angled and the other faced the street. Youlia explained she was looking to build parallel to the road and John agreed that was a good location. Rachel Burton asked about the bottom material on the house and Youlia explained she was going to instead have the Hardi Plank go all the way down now and stucco would be the base, instead of what the plans showed. Youlia asked the board which colors she should use, she liked both that she submitted, Drizzling Mist by Valspar and Sitting Pretty by Sherwin Williams. Rachel Burton asked for clarification on what would be painted and Youlia said both the Hardi Plank and stucco would match. Both Rachel Burton and Jeff Bowers had questions about the color and the siding and where it would end. Youlia told the board the siding would go all the way down and the stucco would be at the bottom. Jeff told Youlia he liked both color choices but wasn’t sure about the rest of the board. Rachel asked Youlia about the windows if they would be square or round since the pictures and plans were depicting two different designs. Youlia explained they would be square; she had the picture before the plans. Discussion ensued with the board about a porch element; they liked the overall house but were concerned if it would fit in without a porch element in the area. Youlia asked her builder Kerri Vachon if they could add it and he explained it would be hard to modify and change the plans given all the different roof lines. Jeff explained to the board and applicant that houses change over time and have different designs and elements. John asked if they could carry the chimney higher to meet code and possibly stucco it as well. Mr. Vachon explained they would be bringing the chimney up higher to meet code but they stucco on the house was only eight inches on the bottom of the house and not very prominent. The Hardi Plank was used to match the house on the chimney. Rachel stated that on the back view of the house the chimney is not very visible since it is within the back porch. Phil Dixon, Chairman, explained to the board and applicant that there was an alcove on the front of the house and that the screened in back porch so there are some elements of porches on this house. The board agreed and discussed other houses in the area that had or did not have prominent front porches. Rachel asked about the garage doors and what color they would be. Youlia explained they would be white as all of the trim also would be white in color. Rachel asked Youlia and Kerri to have corner boards and fascia boards since they were not shown on the plans; they agreed they would have those details on the house. The color of the house was discussed again and the color grey was chosen with white trim over the blue. Jeff asked about the roof color and Youlia explained it would look like the picture, a charcoal asphalt roof unless she could do metal. The board agreed either roof choice in a dark grey/charcoal would be appropriate. Jeff Bowers made the motion to approve the plans as presented with the color being Drizzling Mist (grey) by Valspar and white trim and the roof could be charcoal asphalt or metal and to work on the house location facing Marion Avenue to meet zoning setbacks. The motion passed unanimously. 2. 726 South Main Street- Exterior changes including painting roof (R-1): Alison and David Abel, homeowners of 726 South Main Street presented their application to the board. The board complimented their submittal. Alison and David started with a few questions as this was their first time coming before the BAR. Alison asked if they could use different landscaping materials if they didn’t want to use the landscaping timbers as shown in the application. They also were curious if the board had any purview over the landscaping and the board stated they did not. Alison wanted to use metal edging along the driveway or if the board recommended another material. Rachel explained that the metal would look cleaner and also they could do brick for edging to look more historic. John told the applicants that the Gaco was a great material and the color choice was great as it wouldn’t fade as much as the bright red color. Rachel Burton made the motion to approve the application as submitted with the option to use metal edging for the landscaping, John Kwist seconded the motion. The motion passed unanimously. 3. 114 South Walnut Street- New Fence (R-1): Michael Benko homeowner of 114 South Walnut Street presented the application and explained that his current fence was falling apart. He is proposing to eliminate the wavy fence pattern and replace the pointed pickets with the beveled edge flat fence pickets for the four foot tall fence. He would be replacing all boards along the South Walnut side of his property and the West Richardson Avenue side, and it would match his neighbor’s fence. He is also looking to put up a six foot tall privacy fence the same style but along his neighbor’s side for more privacy. John Kwist asked if the spacing of the fence pickets would be the same as in the pictures submitted and Mr. Benko explained that the four foot tall fence would be two inch spacing between the boards which would also be painted to match. Jeff Bowers asked which way the fence would face and Mr. Benko explained the same way as it does now. Rachel made the motion to approve the request as presented for the four and six foot tall fence and Jeff seconded the motion. The motion passed unanimously. Miscellaneous: 1. Workshop dates to discuss historic district boundaries: Meredith Detsch spoke to the board members that she had talked to SHPO, State Historic Preservation Office, Brad Sauls again about the direction to move in for expanding the historic district and also what the biggest differences were between the National and Local designations and relayed that information the board. On SHPO’s website there were specific differences shown and Meredith showed the board members what she had found online and what SHPO had sent to her explaining the differences. Also Meredith explained the Town’s Zoning Ordinance for expanding the historic district and what those processes entailed. The request for a speaker could happen but the board would need to come up with a specific list of questions that staff could send to Brad Sauls with SHPO before he could come down and speak with them. There was discussion about if there was a way to do awards within the historic district and John mentioned that the Preservation Society already gave out awards. Meredith told the board members that to do a workshop meeting, November would be a better a month since several board members are out of town in October.
