Executive Session (as needed) Adjourn: Agenda Posted: November 27th, 2018 Amended Agenda November 30th, 2018 Amended Agenda December 3rd, 2018 Board of Architectural Review Minutes Tuesday November 6th, 2018 Town Hall Annex Building– Training Room Members Present: Staff Present: Phil Dixon, Chairman Meredith Detsch, Board Secretary David Price, Vice Chairman Jeff Bowers Cecile Cothran Members Absent: Tim Kennedy Rachel Burton Beth Huggins Items on the agenda: Chairman Dixon opened the meeting at 6:00 PM and asked for consideration of the minutes. The minutes presented were from the October 2nd meeting – Cecile Cothran made a motion to approve the minutes as presented and Jeff Bowers seconded the motion. The motion passed unanimously. Old Business: 609 West Richardson Avenue (R-1): Applicant was not present so the item was moved to the end of the agenda. New Business: 118 East Richardson Avenue Unit A (B-1): Margie Sutton presented the application to paint the exterior of the building. Paint swatches were presented to the board in a light and dark grey, Silver Bullet and Anonymous by Behr Paint. The applicant explained the building’s paint was not in good condition and needed to be repainted. Margie Sutton also explained the front of the building where the sign used to be may look good with galvanized metal instead of painting the wood grey. The color scheme presented is similar to the other buildings along the street including the business MOD which the applicant owns. Once they determine the sign design they will come back to the board if they decide to do the metal background, but the sign will determine what they do. Jeff Bowers made the motion to approve the application as presented and David Price seconded the motion. The motion passed unanimously. 129 Dorchester Road (PUD): Colleen Cole Velasquez presented the application for her property to install a fence in the back yard similar to the fence on 624 Carolina Avenue. The fence design will complement the front porch spindles and will have three gates. The applicant explained the fence would be behind the house along the Briarwood Lane side of the property and the fence would be brought in off the property line to protect the existing Oak trees. The board asked the applicant to clarify the location of the fence and the gates based on her submittal. Ms. Cole Velasquez showed the board on the submitted plot plan where the gates would be located. One of the gates would be located along the point of the property, one by the cottage, and one by where an existing gate was near the driveway, that they plan on leaving. No gate will be on Briarwood Lane side. The fence will be wood and painted colonial white to match the house. David Price made the motion to approve the application as presented and Cecile Cothran seconded the motion. The motion passed unanimously. 711 West Carolina Avenue (R-1): Dwight and Sharon Beavers presented their application to the board to enclose the porch on the detached garage. They are proposing to extend the garage’s front to allow them to park a boat on the interior of the garage. They explained the footprint would not change; they are just bringing a wall forward to expand the interior of the garage and get 28’ from the front door to the back. They would be installing two new garage doors and a wooden trellis on the front. David Price asked for a clarification of the layout and the Beavers explained the picture of the garage shows only one garage door and they would be replacing it with two new ones. The garage doors could be wood or metal. They will be using the same materials vinyl siding and match everything with the existing materials. Jeff Bowers made a motion to approve the project as submitted and David Price seconded the motion. The motion passed unanimously. 215 South Main Street (B-3): Ann Miano presented the application to the board to add a louver on the front of the AT&T building on Main Street. Ann explained this location is a central office and houses extensive equipment that must be kept cool. The current HVAC unit is past it’s time for replacement and they need to install the new unit before they decommission the old unit. The new location for the HVAC unit is in their old lounge and they need to add an exterior ventilation area for the new unit. The location chosen is the most feasible for them. The louver will be metal and the color selected is Cordovan Brown. Ms. Miano showed the board other samples they had available but everyone felt the original choice matched the brick and complimented the building the best. David Price asked it there would be any framing around the vent and Ms. Miano explained it would be against the brick but there is a 1 ½ inch recess. Jeff Bowers made the motion to approve the application as presented and David Price seconded the motion. The motion passed unanimously. 615 South Laurel Street (PL): Nancy McKewen and Kevin Szostak with Leadership Dorchester 2018 presented the application to the board. This year Leadership Dorchester chose the project to build a press box for the Miracle League. Ms. McKewen presented an updated concept plan to the board showing the view of the proposed press box on the field. While the rendering appears to look like stained wood, they will be using Hardi Plank in a beige color to match the existing structures already on the field. The structure will sit above the fence and to the bottom of the press box is 8’ to allow for a clear vantage point of the field. The roof will also match the existing structures utilizing a metal roof in the color Burnished Slate. Jeff Bowers asked for clarification on the overall height and Ms. McKewen and Mr. Szostak explained it would be approximately 16’ tall. A street view was shown to the board and the applicants explained it would not be very visible from the road due to the distance off and also the vegetation. The board asked the applicants to explain what the Miracle League was and Michael Lisle spoke about the team. The Miracle League is a baseball team for children and adults with disabilities and this field is made of a specialized material to accommodate all disabilities and allow them to play in all types of weather regardless. The Miracle League plays on the field 24 weeks of the year and this one of soon to be several fields in the Lowcountry. Cecile Cothran made the motion to approve the application as submitted and Jeff Bowers seconded the motion. The motion passed unanimously. Old Business: 609 West Richardson Avenue (R-1): The applicant for 609 W. Richardson was not at the meeting that evening so staff presented the application as it was an old business item that the board had looked at previously. Mr. Pye is requesting to install new garage doors on the detached garage in the backyard. Due to the loan he is requesting from the bank, they need the garage doors to be redone. The choice of garage doors is Amarr Classica in the design Tuscany with windows along the top, selection Nile. The garage doors would be in the color Mahogany and will have Nottingham style Handles with Backer Plate Hinges. The board remembered the previous discussion they had with him and felt comfortable approving this change. David Price made the motion to approve the application as submitted and Cecile Cothran seconded the motion. The motion passed unanimously. Miscellaneous: Design Guidelines: Ms. Detsch presented this item to the board. Ms. Detsch applied for a grant to have a consultant help the board write design guidelines for the historic district. They were awarded the money by the South Carolina Department of Achieves and History (SCDAH) on October 22nd. The grant will be a 50% match with the project totaling $30,000.00. That amount was decided upon based on budget constraints and also for the scope of project proposed. The Design Guidelines must be completed by September 2019. The other matching grant she applied for through the National Trust was not awarded to this project so the match will be from the Town. Ms. Detsch has advertised an RFP (Request for Proposals) to hire a consultant and showed the board the extent of it. She also has asked Phil Dixon, Chairman of the BAR to help select the consultant once all bids are submitted at the end of the month. Qualifications of consultant were discussed and the RFP does outline specific requirements that the state requires as part of this grant. Ms. Detsch explained that these design guidelines have been called out in the existing ordinance and once completed they will help the board and the public with protecting the integrity of the historic district. The Unified Development Ordinance (UDO) will not apply to the historic district and these guidelines will be specially geared to the existing structures and design in the historic district. The consultant is required to tour the district and attend meetings to work with the public and the board to develop these guidelines. By the next meeting a consultant will be chosen and Ms. Detsch will update the board on the project. Originally, it was approved to have all timbers/rafters stained, and paint the ceiling Haint Blue. However, once on site it was discovered that all of the timber has a different color of treatment and the applicant felt that staining the wood pieces will all look different and be inconsistent. The applicant is requesting to paint all exterior wood- timbers/rafters/ceiling SW Craftsman Brown (SW2835) to give a consistent, wood tone finish.
