Approval of Minutes
The meeting was called to order at 6:00pm. Chairman Dixon asked for consideration of the
July 2nd, 2024 meeting minutes. Ms. Nettles moved to approve the minutes as presented. Ms.
Knight seconded the motion. The motion passed unanimously.

Board Review
Old Business
1. 520 W 2nd South St – Request for renewal of expired certificate of occupancy
(TMS#: 137-06-07-033)
Mr. Clark explained that the applicants were seeking renewal of an expired certificate of
occupancy with no alterations to the previously agreed upon plan. The applicant
reiterated this. Mr. Kennedy moved to approve the application as presented. Ms. Nettles
seconded the motion. The motion passed unanimously.
2. 608 Central Ave – Request for approval of changes made after the fact for
new construction (TMS # 137-05-05-002)
Mr. Clark explained that the applicants were seeking approval for changes made to a
previously approved application, specifically regarding the omission of louver vents and
brick steps at the rear porch. Mr. Clark noted that the applicants request these changes
made in the field be approved in lieu of the previous design. The applicant explained that
changes were made in favor of general aesthetics and functionality. Ms. Knight moved to
approve the application as presented. Mr. Kennedy seconded the motion. The motion
passed unanimously.
3. 112 Salisbury Dr – Request for back porch/carport addition (TMS # 137-13-04-015)
Mr. Clark explained that the applicant was returning after last month’s meeting to present
more detailed plans and noted that this project is not visible from the right-of-way. Mr.
Kennedy noted that while the plans felt “awkward”, it was not visible from the right-of-
way. Ms. Knight moved to approve the application as presented. Ms. Nettles seconded
the motion. The motion passed unanimously.
New Business
1. 309 W Richardson Ave – Front door replacement (TMS # 137-09-03-012)
Mr. Clark explained that the application concerns a front door replacement. Ms. Nettles
noted the proposed changes in number of panes, while Mr. Kennedy noted the proposed
change in material from wood to fiberglass. Mr. Kennedy expressed discomfort in this
change of material, suggesting that a wooden door might fit the historic character of the
home better. Mr. Dixon suggested this application be discussed next month, giving the
applicant more time to select an alternative option for the new door. Mr. Clark mentioned
that if the homeowner replaced the door in kind, it could be approved at a staff level. No
vote was taken. The Board and applicant agreed to reconsider the application at the
September 3rd meeting.
2. 803 S Main – Request to replace existing picket fence with privacy fence along rear yard
(TMS # 137-05-05-002)
Mr. Clark explained that the applicants were seeking to extend an already existing
privacy fence along the rear yard. The applicant explained that existing picket fencing
along S Main would not be disturbed. Mr. Kennedy moved to approve the application as
submitted. Ms. Nettles seconded the motion. The motion passed unanimously.
3. 210 E Richardson Ave – Request for front of house renovation to include screened
porch and stoop. (TMS # 137-07-17-003)
Mr. Clark explained that the applicants were seeking to replace one of the front doors
with a window to match the front façade of the home, in addition to seeking approval for
replacing ironwork on front porch as well as additional renovations to the porch and
stoop. The applicants specified that the windows were to be replaced in kind and
provided examples of the proposed ironwork design. Mr. Kennedy moved to approve the
application as submitted. Ms. Nettles seconded the motion. The motion passed
unanimously.
4. 408 Sumter Ave – Request to demolish and rebuild detached garage (TMS # 137-10-09-
008)
Mr. Clark explained that the applicant was seeking approval to demolish and rebuild a
detached garage. Mr. Clark noted that the proposed carport structure would not be
permitted per the UDO, as existing nonconforming structures may not be expanded upon.
Mr. Dixon opened the floor for any comments on demolition; none were made. The
applicant explained that the proposed structure would sit on the back of the property, not
visible from the right-of-way, and would match the house in design and color. Mr.
Kennedy moved to accept the application as submitted with the omission of the car port
as noted. Ms. Nettles seconded the motion. The motion passed unanimously.

Evaluation: Mural will be installed on loading dock and will be visible from S
Cedar St right-of-way. Proposed mural design appears to meet
requirements of UDO 10.8.4. Per 10.8.4A, BAR review is required.

Public Works Art Center Mural Proposal
With this design, I aimed to blend the nostalgic charm of vintage stamps to tie into the history of
the building, balanced with modern elements through vivid colors and abstract shapes. Using the
bay door and the corrugated metal as stamp-like shapes, I incorporated motifs that reflect the
region and my personal childhood memories. These motifs are intended to blend into the totality
of the piece to be discovered like “easter eggs” each time the mural is seen anew.
From left to right:
• Carolina Honeysuckle: This element evokes fond memories of childhood summers
spent exploring the brush along our dirt road, relishing the pungent scent of their
blossoms, and extracting nectar as sweet as southern iced tea from their pistils.
• Eastern Tiger Swallowtail Butterfly: Soaring above, this butterfly symbolizes the quest
for the same sweet satisfaction found in the honeysuckle.
• Carolina Jasmine Blossom: Layered into the abstract background, it adds another
regional touch.
• Carolina Wren: A vintage Audubon illustration of this bird, perched on the rings of a
cut Loblolly Pine, pays homage to the area's lumber industry.
To unify the piece, I overlaid a postmark stamp, symbolizing a love letter to the region. This
design embraces nostalgia for the past while celebrating the vibrant present and pays homage to
the building’s history as the town post office.
