I. APPROVAL OF MINUTES: 1. Approval of minutes from meeting on March 19, 2018. II. PUBLIC HEARINGS: (public hearing signs posted on properties beginning on 03.30.18 with notice in Post & Courier on 04.01.18) 1. Request to rezone portion of TMS# 144-00-00-080, Greenwave Boulevard, approximately 2.0 acres, and owned by Commissioner of Public Works for the Town of Summerville from PL, Public Land to B-3, General Business (Council District 5). 2. Request to rezone TMS# 136-07-02-004, 1225 Central Avenue, approximately 1.58 acres, and owned by Tracy M. Page from R-1, Single-family Residential to B-2, Neighborhood Business Center (Council District 1). 3. Request to rezone TMS# 130-15-01-007, 701 W. 5th North Street, approximately 0.452 acres, and owned by Catherine A. ADJOURNMENT: ____________________________________ Chairman or Vice Chairman Posted March 29, 2018 The Town of Summerville Planning Commission Meeting Minutes March 19, 2018 This meeting of the Town of Summerville Planning Commission was attended by Commission Members, Jim Reaves, Chairman; Elaine Segelken, Vice Chairman; Charlie Cuzzell; Will Rogan; Margie Pizarro; and Sarah Bares. Staff in attendance included Jessi Shuler, AICP, Director of Planning, Tim Macholl, Zoning Administrator, Meredith Detsch, Town Planner, Bonnie Miley, Assistant Town Engineer, and Dennis Somnitz, Arborist/Natural Resource Planner. Jim Reaves, Chairman, called the meeting to order at 4:00 PM. Approval of Minutes: The Chairman called for a motion for the approval of the minutes from the meeting on February 26, 2018. Dr. Bares made a motion to approve the minutes as presented with Mr. Cuzzell making the second. Following no discussion the motion carried. Public Hearings: The first public hearing opened at 4:01 pm and was for the petition by Whitney Kriewaldt to annex Dorchester County TMS# 144-16-03-006 (approximately 0.54 acres) located at 115 King Charles Circle, currently zoned R-1 Single-Family Residential in Dorchester County and will be zoned R-2 Single- Family Residential upon annexation into the Town of Summerville’s municipal limits. Mr. Reaves introduced the request. Mallory Kriewaldt, representing her mother Whitney Kriewaldt, presented the application. She explained that they were currently on septic and would like to switch to city sewer. With no further comment this public hearing was closed at 4:02 PM. Old Business There were no items under Old Business. New Business: The first item under New Business was New Street Names (as applicable). Ms. Shuler stated that staff did not have any names for approval. The second item under New Business was the petition by Whitney Kriewaldt to annex Dorchester County TMS# 144-16-03-006 (approximately 0.54 acres) located at 115 King Charles Circle, currently zoned R-1 Single-Family Residential in Dorchester County and will be zoned R-2 Single-Family Residential upon annexation into the Town of Summerville’s municipal limits. Mr. Rogan made a motion to recommend annexation to Town Council, and Mr. Cuzzell made the second. The motion passed unanimously. Miscellaneous: Ms. Shuler reminded the Commission about the Joint UDO Workshop with Town Council on Thursday, March 22, 2018 at the Chamber boardroom at 402 N. Main Street. She briefly explained that the focus of the workshop would be to allow staff to get an understanding of the route that the Commission and Council would like to take regarding certain concerns that have arisen with particular sections of the UDO draft or the draft maps. Ms. Shuler confirmed that the public was invited, but she did plan to hold an additional public workshop for the public to be able to comment on possible revisions. She also stated that at this time, the plan was to hold the public hearing in May. Ms. Shuler also introduced Dennis Somnitz the newly hired Arborist/Natural Resource Planner for the Town. She briefly described that he would be reviewing tree removal permits, applications for new development regarding trees, working on a management plan for public trees (including an inventory), and also public education. Dr. Bares emphasized the need for Mr. Somnitz to also review the proposed UDO Chapter that addresses trees and provide comments. Mr. Somnitz confirmed that he had already printed that chapter out and started to review it. Mr. Cuzzell asked when the Commission’s seventh member would be appointed, and Ms. Shuler responded that she was not sure. She hopes that appointments will be made at next month’s Council meeting. Adjourn With no further business for the Commission, Ms. Segelken made a motion to adjourn with Dr. Bares making the second, and Mr. Reaves adjourned the meeting at 4:14 PM. This property is included in the Town’s ‘Medium Residential Neighborhood’ area as identified within the Town’s 2009-2011 Comprehensive Plan and Update as well as on the accompanying Future Land Use Map; however, it also falls within a commercial activity center node. The proposed B-3 zoning as stated on the application for this site falls within the description of land uses recommended for commercial activity centers as approved by the Planning Commission and Town Council. This is the portion of the property that SCPW owns that will be sold and combined with the property at the corner of Orangeburg Road and Greenwave Boulevard owned by Greenwave Self Storage that was before the PC in February for annexation and will allow for them to expand their existing self-storage facility. The property would be deed restricted by SCPW to prohibit any residential uses and certain other commercial uses as the wastewater treatment plant is located on the SCPW property. Based on these findings this request is interpreted by staff to be in conformance with the Town’s Comprehensive Plan and is recommended for approval. TMS#: 136-07-02-004 Location: 1225 Central Avenue Description: one lot totaling approximately 1.58 acres Request: Rezoning to B-2 from R-1 The property owner, Tracy Page, is requesting for the above referenced parcel to be rezoned from R-1 Single-family Residential to B-2, Neighborhood Business Center. This property is included in the Town’s ‘Rural Residential Neighborhood’ area as identified within the Town’s 2009-2011 Comprehensive Plan and Update as well as on the accompanying Future Land Use Map; however, it also falls within a commercial activity center node. The owner proposes to use the primary structure as her dental office and live in the accessory building behind. The proposed B-2 zoning as stated on the application for this site falls within the description of land uses included in the commercial activity center nodes. In addition, this property is immediately adjacent to other properties outside of the Town limits that are zoned R-4 in Dorchester County, which would allow for a dental office. Based on these findings this request is interpreted by staff to be in conformance with the Town’s Comprehensive Plan and is recommended for approval. TMS#: 130-15-01-007 Location: 701 W. 5th North Street Description: one lot totaling approximately 0.452 acres Request: Rezoning to B-2 from R-2 The property owner, Catherine Strickland, is requesting for the above referenced parcel to be rezoned from R-2 Single-family Residential to B-2, Neighborhood Business Center. This property is right on the edge of the Town’s ‘Neighborhood Mixed Use’ and ‘Medium Residential Neighborhood’ area as identified within the Town’s 2009-2011 Comprehensive Plan and Update as well as on the accompanying Future Land Use Map. The ‘Neighborhood Mixed Use’ district is intended to encourage the integration of neighborhood service-oriented businesses and residential land uses. Services should include low intensity commercial land uses such as sales of consumer goods, health and personal care, insurance, real estate, financial services, senior housing and religious institutions. The owner proposes to sell the property to a security system for their business office, which falls within the description of land uses recommended for this immediate area as approved by the Planning Commission and Town Council. In addition, this property is immediately adjacent to other properties in the block that are zoned B-3 and is proposed to be zoned as Neighborhood Mixed-Use (N-MX) under the draft UDO. Based on these findings this request is interpreted by staff to be in conformance with the Town’s Comprehensive Plan and is recommended for approval. TMS#: 130-15-05-001 Location: 801 N. Palmetto Street Description: one lot totaling approximately 2.27 acres Request: Rezoning to R-2 from PUD The property owners, Sam and Helen Hiott and Mary Coker, are requesting for the above referenced parcel to be rezoned from PUD, Planned Development District to R-2, Single-Family Residential. This property is included in the Town’s ‘Medium Residential Neighborhood’ area as identified within the Town’s 2009-2011 Comprehensive Plan and Update as well as on the accompanying Future Land Use Map. No PUD document has ever been approved for the property, and a PUD would require mixed use. The owners are proposing to sell the property for the development of single-family detached homes. The proposed R-2 zoning as stated on the application for this site falls within the description of land uses recommended for this immediate area as approved by the Planning Commission and Town Council. In addition, this property is immediately adjacent on both sides to other properties in the block that are zoned R-2. Based on these findings this request is interpreted by staff to be in conformance with the Town’s Comprehensive Plan and is recommended for approval. TMS#: 145-09-02-006 Location: 102 King Charles Court Description: one lot totaling approximately 0.78 acres Request: Annexation and zoning to R-2 The property owners are requesting for the above referenced parcel to be annexed into the Town from Dorchester County. The existing zoning in Dorchester County is R-1 Single-Family Residential. The property owner would like to build a home on the property and must petition for annexation in order to be granted sewer service from SCPW as the property is adjacent (by a single point) to the current Town limits. This property is included in the Town’s ‘Medium Residential Neighborhood’ area as identified within the Town’s 2009-2011 Comprehensive Plan and Update as well as on the accompanying Future Land Use Map.
