The Town of Summerville Planning Commission Meeting
Minutes
June 20, 2022
This meeting of the Town of Summerville Planning Commission was held in Town Council Chambers and
was attended by Commission Members, Jim Reaves, Chairman; Jim Bailey; Kevin Carroll; Charlie
Stoudenmire; Betty Profit; and Elaine Segelken. Tom Hart was unable to attend. Staff in attendance
included Jessi Shuler, AICP, Director of Planning and Michael Lisle, Economic Development Coordinator.
The public was invited to attend in person, or they viewed the meeting via live-stream.
Jim Reaves, Chairman, called the meeting to order at 4:00 PM.
Approval of Minutes:
The Chairman asked if there were any edits or additions to the minutes from the meeting on May 16, 2022.
Mr. Bailey made a motion to approve the minutes as presented, and Ms. Segelken made the second. The
motion passed unanimously.
Public Hearings:
The first public hearing opened at 4:01 PM and was for the petition by Nash-Nexton Holdings, LLC to
annex Berkeley County TMS#s 221-07-05-132 and 133, Lots 31-A and 31-C (total of 20.833 acres),
located along Brighton Park Blvd., currently zoned PD-MU, Planned Development Mixed Use in
Berkeley County and will be zoned PUD, Planned Development District upon annexation into the Town
of Summerville’s municipal limits, and the existing Nexton PUD shall be amended to include this acreage
and the additional land use intensities. (Council District 2). Mr. Reaves introduced the item. Brent
Gibadlo, representing Nash-Nexton Holdings, LLC, briefly explained that they were annexing this
acreage to bring the commercial development of this tract all under the same jurisdiction. He noted that
the area remaining in Berkeley County would be residential, but that the commercial area benefited more
from the Town’s public safety. Hearing no public comment, this public hearing was closed at 4:05 PM.
The second public hearing opened at 4:05 PM and was for the petition by Carroll S. Brown & Blackard
Crosscreek, LLC to annex TMS# 161-04-03-002, 6.18 acres located on Crosscreek Drive, currently zoned
R-4, Multifamily Residential, in Dorchester County and will be zoned UC-MX, Urban Corridor Mixed-
Use upon annexation into the Town of Summerville’s municipal limits. (Council District 6). Mr. Reaves
introduced the item. Jeff Roberts and Patrick Head representing JJR Development thanked staff for their
guidance with the annexation and explained that this property was an infill lot and their proposed
development was proportional to the existing development in the area. Hearing no public comment, this
public hearing was closed at 4:07 PM.
Old Business
There were no items under Old Business.
New Business:
The first item under New Business was New Street Names. Ms. Shuler stated that there were no new
street names for review.

Owners and Applicant: 414SMS, LLC (Robin and Larry Knox)
TMS#s: 137-11-14-005
Location: 414 S. Main Street
Description: approximately 0.64 acres
Request: Rezoning to N-MX from GR-2
The property owners are requesting for the above referenced parcel to be rezoned from GR-2, General
Residential (2 units/acre) to N-MX, Neighborhood Mixed-Use.
Mr. and Mrs. Knox have been operating a short term rental at this property. In June, letters were sent
out to property owners who are operating short term rentals without a Lodging Conditional Use permit
(or previous Bed & Breakfast Conditional Use Permit). These letters notified these property owners
that they either needed to come into conformance or cease and desist operation of their short-term
rentals within 30 days (letters were also sent back in 2020 to some of these same property owners).
Mr. and Mrs. Knox do not reside at the property; therefore, with the current zoning of GR-2, which
requires owner-occupancy, they do not meet the conditions to be approved. Understandably, they were
very concerned because using this property as a short-term rental is a part of their retirement plan.
With the recently approved changes to the conditions for short-term rentals in the N-MX zoning
district, if the property was rezoned to N-MX, they would meet the new conditions to not have to be
owner-occupied.
This property is included in the Town’s ‘Mixed Residential’ area as identified within the
Summerville: Our Town, Our Future Comprehensive Plan as well as on the accompanying Future
Land Use Map, which includes detached and attached single-family uses with a typical density of 5-12
units per acre. However, this property is surrounded by civic uses: Bethany United Methodist Church
property on the north side and rear and Azalea Park on the south side. The Hamilton Motel is across
the street, and the property located to the north of the Hamilton Motel is already zoned N-MX. The
N-MX zoning does also allow for mixed residential as a permitted use.
Based on these findings the requested N-MX, Neighborhood Mixed-Use, zoning district is interpreted
by staff to be in conformance with the Town’s Comprehensive Plan and is recommended for approval.

Description: approximately 9.54 acres
Request: Rezoning to G-B from PL
The property owner is requesting for the above referenced parcel to be rezoned from PL, Public
Lands, to G-B, General Business.
Summerville CPW is under contract to sell this property for development of a medical office facility,
and the approval of the rezoning is a prerequisite of the sale.
This property is included in the Town’s ‘Parks and Open Space’ area as identified within the
Summerville: Our Town, Our Future Comprehensive Plan as well as on the accompanying Future
Land Use Map, as it appears that the area was previously a pond. However, this property is no longer
a pond and apparently hasn’t been since at least the early 90s.
The Economic Development element of the Comprehensive Plan includes a goal to create a medical
office campus in the Oakbrook neighborhood that connects Summerville Medical Center to all the
surrounding ancillary facilities and foster further expansion of the healthcare industry in the Town.
With this property’s close proximity to Summerville Medical Center, which is zoned G-B, this request
would help work toward that goal.
Based on these findings the requested G-B, General Business, zoning district is interpreted by staff to
be in conformance with the Town’s Comprehensive Plan and is recommended for approval.
