The Town of Summerville Planning Commission Meeting
Minutes
September 18, 2023
This meeting of the Town of Summerville Planning Commission was held in the 3rd floor Council Chambers
and was attended by Commission Members, Jim Reaves, Chairman; Charlie Stoudenmire; Elaine Segelken;
Kevin Carroll; Tom Hart; and Jim Bailey. Betty Profit was unable to attend. Staff in attendance included
Jessi Shuler, Director of Planning. The public was invited to attend in person, or they viewed the meeting
via live-stream.
Jim Reaves, Chairman, called the meeting to order at 4:00 PM.
Approval of Minutes:
The Chairman asked if there were any edits or additions to the minutes from the meeting on August 21,
2023. Hearing none the minutes were approved as submitted.
Public Hearings:
The first public hearing opened at 4:07 PM and was for the petition by Betty H. Knight to annex TMS#
136-07-02-003, located at 1227 Central Avenue, and totaling approximately 1.3 acres. Currently zoned
R-1, Single-Family Residential, in Dorchester County and will be zoned N-B, Neighborhood Business,
upon annexation into the Town of Summerville’s municipal limits. (Council District 1) Mr. Reaves
introduced the item. Losse Knight spoke on behalf of his grandmother Betty Knight who is in a nursing
home. He explained that Central Avenue is becoming more a commercial corridor, particularly in this
area and with the planned road widening, and his grandmother’s wishes are to sell the property and have
the proceeds go to her care. Mr. Knight also noted that the surrounding neighbors are in support of the
request. Discussion ensued regarding the exact location of the property. Ms. Shuler then read an email

into the record from Bob Thomas at 1223 Central Avenue in support of the annexation and zoning to N-
B. Robert Pratt, the realtor, added that the property appears to be a good spot for a professional office
particularly with the road being widened, but it could still be residential as well. Hearing no further
public comment, the public hearing was closed at 4:08 PM.
Old Business
There were no items under Old Business.
New Business:
The first item under New Business was New Street Names. Ms. Shuler stated that they one new street
name for review. The street is off of N. Maple Street and is for an industrial development in Berkeley
County, but the beginning of the road is in the Town limits. Three potential names are available for
approval: Newfield Drive, Dustoff Drive, and Mainline Boulevard. She added that the applicant prefers
Newfield Drive. Ms. Segelken made a motion to approval Newfield Drive, and Mr. Hart made the
second. The motion passed unanimously.
The second item under New Business was the petition by Betty H. Knight to annex TMS# 136-07-02-
003, located at 1227 Central Avenue, and totaling approximately 1.3 acres. Currently zoned R-1, Single-
Family Residential, in Dorchester County and will be zoned N-B, Neighborhood Business, upon
annexation into the Town of Summerville’s municipal limits. (Council District 1) Ms. Segelken made a
motion to recommend approval of the annexation and zoning to Council, and Mr. Hart made the second.
Mr. Hart explained that he felt this request fits within the development of the area, and Mr. Bailey agreed,
adding that the existing home would be very close to the street once the road is widened. Hearing no
further discussion, Mr. Reaves called for the question and the motion passed unanimously.
Miscellaneous:
Ms. Shuler informed the Commission that Mr. Hart, Mr. Carroll, and Ms. Profit’s terms would be expiring
at the end of the year. She stated that she would email them a link to the online application if they choose
to reapply to serve on the Commission.
Adjourn
With no further business for the Commission, Mr. Hart made a motion to adjourn with Ms. Segelken making
the second. The motion carried and the meeting was adjourned at 4:11 PM.

Location: 733 Central Ave.
Description: approximately 0.23 acres
Request: Rezoning to N-B, Neighborhood Business, from GR-5
The applicant is requesting the above referenced parcel be rezoned from GR-5 to N-B.
This property is included in the Town’s ‘Mixed Residential’ District within the Summerville: Our
Town, Our Future Comprehensive Plan as well as on the accompanying Future Land Use Map. The
Mixed Residential designation includes both detached and attached single-family properties with a
density between 5-12 units per acre.
This is one of only five properties fronting Central Ave. on the south side of the road from the 700
block through the 900 block that is not zoned for either neighborhood or general business use. The
properties to the rear and eastern side are zoned for residential use, so a 30-foot vegetated buffer will
be required along those property lines. The property is vacant, so any proposed development will
have to go through the Town’s DRB as well.
Although the proposed zoning does not meet the Town’s Future Land Use Plan, given the surrounding
zoning and the location of the property, the zoning of N-B is recommended for approval, as long as
this property is developed in full conformance with the UDO standards and is compatible with the
adjacent residential properties.

Proposed amendments to the Summerville Unified Development Ordinance (UDO) Chapter
13 – Administration & Procedures, Section 13.3.3 – Board of Zoning Appeals
Reason for request: This amendment is proposed by staff as now that the BZA membership has
been increased to seven members, there is no longer a need to specify that a concurring vote of
three members is required for a decision. With the deletion of item 1, any decision will be made
by a majority vote of the qualified members present and voting, which is detailed in Section
13.3.1.K for all Boards/Commissions.

AN ORDINANCE
TO AMEND THE SUMMERVILLE UNIFIED DEVELOPMENT ORDINANCE,
CHAPTER 13, SECTION 13.3.3, BOARD OF ZONING APPEALS, SUBSECTION D,
DECISIONS, OF THE TOWN OF SUMMERVILLE CODE OF ORDINANCES
BE IT ORDAINED by the Mayor and Council members of the Town of Summerville, in
Council assembled, that the Summerville Unified Development Ordinance, Section 13.3.3,
Board of Zoning Appeals, Subsection D, Decisions is amended to read as follows:
13.3.3 BOARD OF ZONING APPEALS
D. Decisions:
1. The concurring vote of three a majority of the members present of the Board of
Zoning Appeals shall be necessary to reverse any order, requirement, decision or
determination of the Zoning Administrator or to decide in favor of the applicant
on any matter upon which it is required to pass under this section or to affect any
variation of this section.
2.1. The Board shall keep minutes of its proceedings, showing the vote of each
member upon each question, or if absent or failing to vote, indicating such fact in
writing prior to the meeting, and shall keep records of its examination and other
official actions, all of which shall be filed in the office of the Board and shall be a
public record.
3.2. On all appeals, applications and other matters brought before the Board of
Zoning Appeals, the Board shall inform by a certified letter all the parties
involved of its decision(s) and the reasons for such decision(s).

Pedestrian Advisory Committee
Reason for request: This amendment is requested by the Bicycle and Pedestrian Advisory
Committee and supported by staff. This will bring this committee in line with all the other
planning boards/commissions and allow for greater continuity on the Board.

PEDESTRIAN ADVISORY COMMITTEE, SUBSECTION (C)
ORGANIZATION, ITEM (8) ENTITLED TERMS OF MEMBERSHIP, OF
THE TOWN OF SUMMERVILLE CODE OF ORDINANCES
BE IT ORDAINED by the Mayor and Council members of the Town of Summerville, in
Council assembled, that Chapter 20, Planning and Development, Article III, Development
Standards, Section 20-72 entitled Bicycle and pedestrian advisory committee, subsection (c)
Organization, item (8) entitled Terms of Membership is amended as follows:
Sec. 20-72. Bicycle and pedestrian advisory committee.
(c) Organization
(8) Terms of membership. The original terms of three members, to be appointed by
the mayor subject to the approval of town council, shall expire at the first meeting of
town council in January 2011; and the original terms of the remaining four members
shall expire at the first meeting of town council in January 2012. Terms for other than
original appointees shall be for two three years. Members of the committee filling a
vacancy shall serve for the balance of the unexpired term.
