Funds will come from the general fund and are seven of the previously approved 20 police vehicles, and it is on state contract pricing. This request is from the Police Department. 2. Authorization to approve the purchase of 115 Glock 47 GEN 5 MOS Direct Cut HGA 9mm 4.5 Inch Barreled Handguns and accessories from AmChar WH LE Sale, Inc. for $72,082.14. Funds will come from the federal drug fund and are on state contract pricing. This request is from the Police Department. 3. Authorization to approve the purchase of 135 Safariland Mid-ride Duty Holsters, 135 SLI TLR-1 LED Tactical Pistol Lights with Batteries, and 75 SLI-88064 Tactical Rifle Lights with batteries for $43,511.55 from Dana Safety Supply, Inc. Funds will come from the federal drug fund and are on state contract pricing. This request is from the Police Department. Standing Committee Meetings - Page 3 – November 6, 2023 4. Authorization to approve the purchase of 22 SBT-LON-III-P-BK Shellback Tactical Prevail Level III 10x12 bullet-resistant replacement vests for the SWAT Team for $28,764.64 from Shellback Tactical. Funds will come from the Federal Drug Fund and are on state contract pricing. This request is from the Police Department, and a federal JAG grant will reimburse $15,345.00 to this fund upon our receipt of these items. 5. Authorization to approve the purchase of 20 Motorola M500 In-car Video Systems and accessories for $141,256.00 from Motorola Solutions. Funds will come from budgeted general funds and are on state contract pricing. This request is from the Summerville Police Department. 6. Authorization to approve the purchase of 17 Motorola APX 6500 Enhanced 7/800 MHZ Mobile Radios and accessories for $143,791.43 from Motorola Solutions. Funds will come from grant funds and the general fund and are on state contract pricing. This request is from the Police Department. 7. Authorization to approve the purchase of 20 Motorola APX6000, 7/800 Model 2.5 Portable Radios and accessories for Summerville Fire and Rescue for radio refresh for $152,783.58 from Motorola Solutions. Funds are capital expenses that will come from budgeted general funds and are on state contract pricing. This request is from Summerville's Public Safety Emergency Communications. 8. Authorization to approve the purchase of 30 Motorola APX6000 7/800 Model 2.5 Portable Radios and accessories for Summerville Police Department for radio refresh for $199,889.26 from Motorola Solutions. Funds are capital expenses that will come from budgeted general funds and are on state contract pricing. This request is from Summerville's Public Safety Emergency Communications. 9. Authorization to issue a purchase order to Great Southern/Waterplay in the amount of $276,000 for materials and installation of a splash pad at Doty Park to be paid from budgeted local accommodations tax funds and parks impact fees. [Note: The town may receive grant funds or donations for this project at a later date that will be used to offset these expenditures]. Request from the Parks and Recreation Department. 10. Authorization to issue a purchase order to Summerville CPW in the amount of $67,988.08 for waterline and meter installation for the splash pad at Doty Park to be paid from parks impact fees and local accommodations tax funds. [Note: The town may receive grant funds or donations for this project at a later date that will be used to offset these expenditures] Request from the Parks and Recreation Department. Funds to come from Oakbrook TIF funds. Request from the Parks and Recreation Department. 12. Authorization to issue a purchase order to Cooper Motor Company in the amount of $83,154.00 for a 2024 RAM 3500. This is on state contract. Funds to come from budgeted hospitality tax funds. Request from the Parks and Recreation Department. 13. Authorization to issue a purchase order to Churchich Recreation not to exceed $150,000 for improvements to the Wassamassaw Playground. Funds in the amount of $120,000 to come from Community Development Block Grant funds and $30,000 from PARD (Parks & Recreation Development) grant funds. Parker Kima Garten-Schmidt Memorandum To: Planning & Development Committee From: Jessi Shuler, Director of Planning Date: November 6, 2023 Subject 1: Staff Report for Rezoning of TMS# 137-09-01-010, located at 733 Central Avenue, totaling approximately 0.23 acres ________________________________________________________________ ISSUE The applicant is requesting the above referenced parcel be rezoned from GR-5 to N-B. BACKGROUND/DISCUSSION This property is included in the Town’s ‘Mixed Residential’ District within the Summerville: Our Town, Our Future Comprehensive Plan as well as on the accompanying Future Land Use Map. The Mixed Residential designation includes both detached and attached single-family properties with a density between 5-12 units per acre. This is one of only five properties fronting Central Ave. on the south side of the road from the 700 block through the 900 block that is not zoned for either neighborhood or general business use. The properties to the rear and eastern side are zoned for residential use, so a 30-foot vegetated buffer will be required along those property lines. The property is vacant, so any proposed development will have to go through the Town’s DRB as well. The applicant does not have a specific use proposed at this time. Two citizens who live near the property did speak against the rezoning at the public hearing. The main concerns that they noted were the existing traffic on Central Avenue and the impact to the adjacent residential properties. The draft minutes from the Planning Commission included in your packet provide more details about the concerns noted. RECOMMENDATION Although the proposed zoning does not meet the Town’s Future Land Use Plan, given the surrounding zoning and the location of the property, the zoning of N-B is recommended for approval, as long as this property is developed in full conformance with the UDO standards and is compatible with the adjacent residential properties. Planning Commission made a recommendation for approval of the rezoning to N-B on a 3-1 vote. 200 South Main Street, Summerville, SC 29483-6000 * 843.871.6000, Fax: 843.871.6954 www.SummervilleSC.gov Subject 2: Staff Report for Amendment to UDO Chapter 13 – Administration & Procedures, Section 13.3.3 – Board of Zoning Appeals ________________________________________________________________ ISSUE This amendment is proposed by staff as now that the BZA membership has been increased to seven members, there is no longer a need to specify that a concurring vote of three members is required for a decision. With the deletion of item 1, any decision will be made by a majority vote of the qualified members present and voting, which is detailed in Section 13.3.1.K for all Boards/Commissions. Proposed amendments to the Summerville Unified Development Ordinance (UDO) Chapter 13 – Administration & Procedures, Section 13.3.3 – Board of Zoning Appeals RECOMMENDATION Planning Commission did not receive any public comment at the required public hearing and recommended approval of the changes on a 4-0 vote. Staff also recommends approval. Subject 3: Staff Report for Amendment to Town Code Chapter 20 – Planning & Development, Article III, Development Standards, Section 20-72 – Bicycle and Pedestrian Advisory ________________________________________________________________ ISSUE This amendment is requested by the Bicycle and Pedestrian Advisory Committee and supported by staff. This will bring this committee in line with all the other planning boards/commissions and allow for greater continuity on the Board. RECOMMENDATION Planning Commission did not receive any public comment at the required public hearing and recommended approval of the changes on a 4-0 vote. They are proposing to move forward with the first phase for this property, which will be occupied by the Coroner’s office. Due to the PL zoning designation, Town Council is required to approve the site plan. RECOMMENDATION Staff has no major concerns with the site plan, and this first phase will be going before the DRB for final approval at their November 16th meeting. 200 South Main Street, Summerville, SC 29483-6000 * 843.871.6000, Fax: 843.871.6954 www.SummervilleSC.gov The Town of Summerville Planning Commission Meeting Minutes October 16, 2023 This meeting of the Town of Summerville Planning Commission was held in the 3rd floor Council Chambers and was attended by Commission Members, Jim Reaves, Chairman; Charlie Stoudenmire; Elaine Segelken; and Kevin Carroll. Tom Hart; Jim Bailey; and Betty Profit were unable to attend. Staff in attendance included Jessi Shuler, Director of Planning. The public was invited to attend in person, or they viewed the meeting via live-stream. Jim Reaves, Chairman, called the meeting to order at 4:00 PM. Approval of Minutes: The Chairman asked if there were any edits or additions to the minutes from the meeting on September 18, 2023. Hearing none the minutes were approved as submitted. Public Hearings: The first public hearing opened at 4:01 PM and was for the request to rezone TMS#137-09-01-010, located at 733 Central Avenue, totaling approximately 0.23 acres, and owned by Jeanne Clark Hagood, from GR-5, General Residential (5 units/acre), to N-B, Neighborhood Business. (Council District 1) Mr. Reaves introduced the item. The applicant was not in attendance. Denise Rock of 120 Parkwood Drive asked exactly what the applicant was requesting. Mr. Reaves briefly explained the rezoning request, and Ms. Rock further questioned what was planned for the property and what uses were allowed. Ms. Shuler explained that there were no specific plans for the property at this time as the request is only to rezone the property. When the property is proposed to be developed, it will have to go through the Design Review Board process. Ms. Shuler also stated that the Neighborhood Business zoning district allowed for a RA D FT number of residential and commercial uses, including professional offices, personal services, small retail establishments, restaurants, and other uses. Ms. Rock complained about the existing traffic on Central Avenue and believes that this rezoning will only make it worse. Linda Haynes Whetsell of 108 Atlantic Street agreed with Ms. Rock. She noted that Central Avenue is already a traffic jam. She lives across the street, and she feels that no additional businesses are needed in that location due to the proximity of adjacent residential properties across the street and behind this property. Both Ms. Rock and Ms. Whetsell expressed concern about an existing access to the residential properties on Germantown adjacent to this property and the impact that this rezoning could have on the adjacent existing residential properties. Ms. Shuler did note that a representative of the owners of three of the adjacent residential properties on Central Avenue also had inquired about rezoning their properties to Neighborhood Business. Hearing no further public comment, the public hearing was closed at 4:08 PM. The second public hearing opened at 4:08 PM and was for the proposed amendment to the Summerville Unified Development Ordinance (UDO) Chapter 13 – Administration & Procedures, Section 13.3.3 – Board of Zoning Appeals. Mr. Reaves introduced the item. Ms. Shuler briefly explained that this amendment was needed due to the change in the number of BZA members from five to seven. With the change to seven members, the BZA’s voting would now function the same as all the other boards and commissions, so the additional language is no longer necessary. Hearing no public comment, the public hearing was closed at 4:09 PM. The third public hearing opened at 4:09 PM and was for the proposed amendment to the Town of Summerville Code of Ordinances, Chapter 20, Planning and Development, Article III, Development Standards, Section 20-72, Bicycle and Pedestrian Advisory Committee. Mr. Reaves introduced the request. Ms. Shuler explained that this change to three years brought the term limits of the BPAC into line with the rest of the boards and commissions. Hearing no public comment, the public hearing was closed at 4:09 PM. Old Business There were no items under Old Business. New Business: The first item under New Business was New Street Names. Ms. Shuler stated that they did not have any street names for review. The second item under New Business was the request to rezone TMS#137-09-01-010, located at 733 Central Avenue, totaling approximately 0.23 acres, and owned by Jeanne Clark Hagood, from GR-5, General Residential (5 units/acre), to N-B, Neighborhood Business. (Council District 1) Mr. Carroll made a motion to recommend approval of the rezoning to Council, and Ms. Segelken made the second. Ms. Segelken explained that the traffic on Central Avenue already backs up all the way into Town at peak hours, so this small property should not have a significant additional impact. She noted that the redirection of traffic once the N. Maple Street project is completed should hopefully alleviate some of the traffic issues. Mr. Carroll concurred and noted that the traffic was a similar problem on Boone Hill Road during peak hours. Hearing no further discussion, Mr. Reaves called for the question and the motion passed on a 3-1 vote with Mr. Stoudenmire voting in opposition. The third item under New Business was the proposed amendment to the Summerville Unified Development Ordinance (UDO) Chapter 13 – Administration & Procedures, Section 13.3.3 – Board of Zoning Appeals. Ms. Segelken made a motion to recommend approval of the wording change to Council, and Mr. Carroll made the second. The motion passed unanimously. RA D FT The fourth item under New Business was the proposed amendment to the Town of Summerville Code of Ordinances, Chapter 20, Planning and Development, Article III, Development Standards, Section 20-72, Bicycle and Pedestrian Advisory Committee. Ms. Segelken made a motion to recommend approval to Council of the amendment to make the terms uniform with the other boards, and Mr. Stoudenmire made the second. The motion passed unanimously. Miscellaneous: Ms. Shuler reminded the Commission members about getting their required three hours of continuing education for the year. She noted that Remy recently sent out multiple options for webinars and encouraged those who had not completed the hours to take advantage of those. Adjourn With no further business for the Commission, Mr. Stoudenmire made a motion to adjourn with Mr. Carroll making the second. The motion carried and the meeting was adjourned at 4:16 PM.
