Subject 1: Staff Report for Annexation of TMS# 145-08-00-022, located at the end of W. Smith
Street, totaling approximately 13.5 acres
ISSUE
The property owner is requesting for the above referenced tract to be annexed into the Town from
Dorchester County with a zoning of MF-R. The existing zoning in Dorchester County is TRM,
Transitional Residential.
BACKGROUND/DISCUSSION
This property is included in the Town’s ‘Single-Family Residential’ area as identified within the
Summerville: Our Town, Our Future Comprehensive Plan as well as on the accompanying Future Land
Use Map, which includes detached single-family uses with a typical density of 2-5 units per acre.
However, this property does fall in the Town Edges area in the growth strategy included in the Land &
Development element of the Comp Plan. The Town Edges growth area “prioritizes development in
areas within existing infrastructure service boundaries to sustainably manage their capacity while
utilizing available space. Prioritization of growth in this area is also intended to incorporate existing
pockets of development in unincorporated areas (i.e. donut holes) and prevent future developments like
these. Prioritization should be given to areas that include commercial development over solely
residential areas.”
The applicant is proposing to build +/- 65 townhomes. The only access to the property is proposed
through Lincolnville off W. Smith Street, which will have to be extended, meeting Town road standards,
to access the site. The adjacent property to the west (TMS#145-08-00-019) was purchased by
Dorchester County to expand their convenience site. On the south and east sides, the property is adjacent
to existing neighborhoods with similar overall densities.
RECOMMENDATION
Based on these findings the requested MF-R, Multifamily Residential, zoning district does not appear
to be in conformance with the Town’s Comprehensive Plan, although the proposed use of townhomes
with an overall density of approximately 4-5 units per acre is not entirely out of line with the Comp Plan
and surrounding residential development. Staff does have some concerns with the single access point
to the development, but the existing wetlands and the shape of the property make additional access
points difficult. The Town of Lincolnville expressed concerns about the increase in traffic to W. Smith

Street, but the number of townhomes does not meet the Town’s threshold to require a traffic impact
analysis. The Planning Commission made a recommendation for denial of the annexation with the
zoning of MF-R on a 4-1 vote citing concerns about traffic, student overcrowding, and parking.
Subject 2: Staff report for discussion of wayfinding signage
ISSUE/BACKGROUND/DISCUSSION
In 2020/2021 the Town hired the firm Merje to develop wayfinding signage for the Town. A
final design was developed, but the Town did not commit the funding to have the signs designed
and installed. When the Town discovered that Dorchester County was also working on an
“identity” for the Oakbrook area, we asked them to incorporate the artwork/design we had
already finalized to “marry” their design with ours. Dorchester County has completed their
design, and staff would like Council’s feedback on some suggestions that staff has regarding
Dorchester’s design, which will be installed in the Oakbrook area using funds from the Oakbrook
TIF.
RECOMMENDATION
Staff recommends that at the mid-year budget retreat, Council consider moving forward with
completing the development and installation of the full plans for wayfinding signage throughout
the Town. We have provided an example of the Town’s final design, Dorchester County’s final
design, and a mock-up of staff’s suggested changes to Dorchester’s final design for the signs
within Town limits in the Oakbrook area for discussion.

SUMMERVILLE, THE PARCEL OWNED BY SHANNON E. & CAMERON M. LINES, ADJACENT TO
THE BOUNDARY LINE OF THE TOWN, AS DESCRIBED ON THE DEED AND PREPARED PLAT
ATTACHED HERETO AND INCORPORATED BY REFERENCE:
WHEREAS, the owner of the real estate designated as Dorchester County TMS #145-08-00-022, located at
the end of W. Smith Street and totaling approximately 13.5 acres, has petitioned the Town Council of
the Town of Summerville to annex into the Town of Summerville.
NOW, THEREFORE BE IT ORDAINED by the Mayor and Members of Town Council duly assembled;
SECTION I. That the described land on the attached deed and prepared plat, contiguous to the boundary of
the Town of Summerville is hereby annexed to, taken into and made a part of the Town of Summerville and
including the public roadway(s) immediately adjacent to the property lines of the parcel for the purposes of
providing public service to the parcel.
SECTION II. That the properties above described and hereby annexed shall be Zoned MF-R “Multifamily
Residential” and be classified as “Multifamily Residential” under the Zoning Ordinance of the Town of
Summerville.

The Town of Summerville Planning Commission Meeting
Minutes
November 20, 2023
This meeting of the Town of Summerville Planning Commission was held in the 3rd floor Council Chambers
and was attended by Commission Members, Jim Reaves, Chairman; Charlie Stoudenmire; Jim Bailey; Tom
Hart; and Kevin Carroll. Elaine Segelken; and Betty Profit were unable to attend. Staff in attendance
included Tim Macholl, Zoning Administrator. The public was invited to attend in person, or they viewed
the meeting via live-stream.
Jim Reaves, Chairman, called the meeting to order at 4:00 PM.
Approval of Minutes:
The Chairman asked if there were any edits or additions to the minutes from the meeting on October 16,
2023. Hearing none the minutes were approved as submitted.
Public Hearings:
The first public hearing opened at 4:01 PM and was for the petition by Shannon E. & Cameron M. Lines
et. al. to annex TMS# 145-08-00-022, located at the end of W. Smith Street, and totaling approximately
13.5 acres. Currently zoned TRM, Transitional Residential, in Dorchester County and will be zoned MF-
R, Multi-family Residential, upon annexation into the Town of Summerville’s municipal limits. (Council
District 3). Mr. Reaves introduced the item. The applicant was in attendance and the Chairman asked if
they had anything to present to the Commission. Mr. Casey Brock described the project as a 65-unit
workforce housing townhouse development. The development would occupy about 44% of the overall
property, the rest being mostly wetland. There were outside considerations including the recent expansion
of the adjacent Dorchester County convenience site, the large wetlands on-site, and adjacent industrial

uses. Mr. Bailey asked if access would be coming through Greenhurst. Mr. Brock explained that they
would bring utilities through that area, but access is solely from W. Smith Street, and that they would be
extending the road to the property to create access. Mr. Stoudenmire asked which school the children
would attend. Mr. Brock was not sure but thought it may be Sires Elementary. Mr. Carroll asked about
parking. Mr. Brock explained that there would be 132 parking spaces and no garages. There was another
question about access, and it was again explained that the only access would be off W. Smith Street
extended. There were questions concerning the number of students generated and if the schools were
ready for that many new students. Mr. Bailey asked what a workforce housing development price point
would be. Mr. Brock stated that their units would go for approximately $280,000. Interest rates and the
cost of concrete being the most volatile parts contributing to price. Hearing no further public comment,
the public hearing was closed at 4:13 PM.
Old Business
There were no items under Old Business.
New Business:
The first item under New Business was New Street Names. Mr. Macholl stated that they did not have any
street names for review.
The second item under New Business was the petition by Shannon E. & Cameron M. Lines et. al. to
annex TMS# 145-08-00-022, located at the end of W. Smith Street, and totaling approximately 13.5 acres.
Currently zoned TRM, Transitional Residential, in Dorchester County and will be zoned MF-R, Multi-
family Residential, upon annexation into the Town of Summerville’s municipal limits. (Council District
3) Mr. Bailey made a motion to recommend approval of the annexation to Council, and Mr. Carroll made
the second. Mr. Carroll explained that based on the density and the lack of parking, he would not be
voting for this proposal. Mr. Hart expressed concerns about traffic and the trip generation. He felt this
development could make the Ladson Road and Lincolnville Road intersection worse. Mr. Brock asked if
he could address that concern. Mr. Reeves allowed the comment. Mr. Brock explained that the number of
units did not exceed the threshold to require a Traffic Impact Analysis. He also pointed out that the traffic
would not be coming and going all at the same time every day. Hearing no further discussion, Mr. Reaves
called for the question and the motion failed to pass on a 1-4 vote with Mr. Reaves, Mr. Hart, Mr.
Stoudenmire, and Mr. Carroll voting in opposition.
Miscellaneous:
There were no items under Miscellaneous for review.
Adjourn
With no further business for the Commission, Mr. Hart made a motion to adjourn with Mr. Carroll making
the second. The motion carried and the meeting was adjourned at 4:18 PM.
