Parker William McIntosh Town of Summerville COUNCIL MEETING MINUTES November 10, 2016 ATTENDANCE Present: Mayor Wiley Johnson, Mayor Pro-Tem Bob Jackson and Council members Walter Bailey, Aaron Brown, Christine Czarnik, Kima Garten-Schmidt and Bill McIntosh. Town Administrator Colin Martin, Director of Administrative Services and Clerk/Treasurer, Lisa Wallace and Town Attorney G.W. Parker were also present. Members of the press and the public were duly notified of the meeting and were also present. CALL TO ORDER The regular monthly meeting of Summerville Town Council was called to order at 6:00 p.m. on Thursday, November 10, 2016. The meeting was opened with prayer by Reverend Godfrey followed by the Pledge of Allegiance. PUBLIC HEARING: PROPOSED FY 2017 BUDGET Finance Director Belinda Harper gave a brief overview of the proposed 2017 budget. Mayor Johnson called for any comments. There being no comments, the Mayor declared the public hearing closed. PUBLIC COMMENTS Bill Harbeson reported that he is still concerned about the ditch near 404 W. Richardson stating that it needs to be roped off or piped. Robin Dudley asked everyone to support the Summerville Dorchester Museum and the vendors and merchants at the event in Hutchinson Square today. Susan King of 242 Luden Drive reported that her neighbor is using their yard as a dump. She is also concerned about open burning because of the lack of rain. John Mott asked if there was going to be any discussion on the Mayor Council referendum and if there was a surplus in the budget. Ms. Harper reported that there is not a surplus in the 2017 budget and Mayor Johnson added that there are funds set aside that are not included in the budget. Fran Harbeson stated that during repairs to the bridge on W. 2nd South Street, only one side of the ditch was cleaned and it also contains very large logs. Rajon Lewis spoke about the Distinguished Gentlemen’s Club Program in Summerville adding that their mission and focus is grooming young men to become leaders of tomorrow through mentorship and coaching programs. The motion carried unanimously. APPROVAL OF COUNCIL COMMITTEE REPORTS Mr. Jackson made a motion, seconded by Mr. Brown, to approve the minutes of the November 7, 2016 Parks and Recreation Committee report as presented. The motion carried unanimously. Mr. Jackson made a motion, seconded by Mr. Brown, to approve the verbal report on the November 7, 2016 Public Safety Committee meeting given by Mr. Bailey. The motion carried unanimously. Ms. Garten-Schmidt made a motion, seconded by Mr. Bailey, to approve the verbal report on the November 7, 2016 Public Works Committee meeting given by Ms. Garten- Schmidt. The motion carried unanimously. Mr. McIntosh made a motion, seconded by Mr. Jackson, to approve the Finance Committee report as submitted. The motion carried unanimously. PETITIONS Mayor Johnson announced that no petitions have been submitted. PENDING BILLS AND RESOLUTIONS Mr. Jackson made a motion, seconded by Mr. Brown to have second and final reading of an ordinance to annex TMS # 154-00-00-077, approximately 3.96 acres, located at Ladson Road and Wallace Ackerman Drive owned by Carmela Haklisch and currently zoned CG “General Commercial” and R-4 “Multi-Family Residential” to be zoned B-3 “General Business” upon annexation. The motion carried unanimously. Mr. Brown made a motion, seconded by Mr. McIntosh, to have second and final reading of an ordinance to adopt an operating budget for the Town of Summerville for the fiscal year 2017. During discussion, Ms. Czarnik make a motion, seconded by Mr. McIntosh to authorize the transfer of $32,550 from economic development to legal fees. The motion carried unanimously. Mr. McIntosh then made a motion, seconded by Mr. Brown, to approve the ordinance to adopt an operating budget as amended. The motion carried unanimously. INTRODUCTION OF BILLS AND RESOLUTIONS Mayor Johnson announced that there were no new bills or resolutions. MISCELLANEOUS Mr. McIntosh made a motion, seconded by Mr. Bailey, to authorize the execution of Law Enforcement Mutual Aid Agreements with: Charleston Police Department, Charleston County Sheriff’s Office, North Charleston Police Department, Berkeley County Sheriff’s Office, Dorchester County Sheriff’s Office, and Goose Creek Police Department. After some discussion, he stated that the matter would be added to an upcoming committee meeting agenda. He also reported that he may call a special council meeting to discuss council’s vision for Summerville. EXECUTIVE SESSION Mr. Brown made a motion, seconded by Mr. Bailey, to enter into executive session at 6:49 p.m. to discuss legal matters related to pending litigation regarding the Dorchester Hotel project, the public-private partnership agreement and Croft vs. Town of Summerville; and legal matters related to arbitration with Applegate & Co. and the pending lawsuit related to school resource officers. The motion carried unanimously. OTHER BUSINESS (ACTION TO BE TAKEN BY COUNCIL RELATED TO EXECUTIVE SESSION There was no action taken from council related to executive session. ADJOURN There being no further business, the meeting adjourned at 8:18 p.m. on motion of Mr. McIntosh, seconded by Mr. Brown.
