(approximately 1.66 acres) located at 1107 through 1111 N. Main Street, currently
zoned GC General Commercial in Berkeley County and will be zoned B-3 General
Business upon annexation into the Town of Summerville’s municipal limits. (Council
District 2) (In Title Only – Public hearing has not been held, and the item has not gone
to the Planning Commission yet.)
3. Approval of Minutes of Previous Meetings

4. Discussion of UDO*

MINUTES – March 13, 2019
Attendance
Present at Call to Order: Mayor Wiley Johnson and Councilmembers Walter Bailey, Aaron
Brown and Bob Jackson. Councilman Bill McIntosh arrived at 2:41pm. Councilmember
Christine Czarnik arrived at 3:14pm. Councilmember Kima Garten-Schmidt was absent.
Director of Planning Jessi Shuler, Executive Assistant Michelle Beltz and Town Attorney G.W.
Parker were also present. Several staff members were also present. Public and press were duly
notified.
Call to Order
The Special Called meeting of Summerville Town Council was called to order at 2:33pm on
Wednesday, March 13, 2019 by Mayor Johnson.
Approval of Minutes
Mr. Bailey pointed out one correction to the minutes from the February 27, 2019 Special Called
Council Meeting – UDO Workshop #3. Mr. Bailey said his name was not listed in the Attendance
section of the minutes; however, he was present. The Executive Assistant made the amendment.
Mr. Jackson made a motion, seconded by Mr. Bailey, to accept the minutes as amended. The
motion carried unanimously.
Council/Staff Discussion and Changes:
For Chapter 3, Section 3.2.2 – Use Categories, Item B, the following changes were made at
the request of Council:
In the second sentence, “of a minimum 200 square feet” was removed.
In the second sentence, “access to” was added before “sanitary facilities.”
For Chapter 3, Section 3.4.4 – Office/Service, Item A – ATM (N-MX, D-MX, N-B), the
following changes were made at the request of Council:
Subsection 1 was struck in its entirety.

For Chapter 3, Section 3.4.5 – Commercial/Entertainment, Item A – Adult Establishment (H-
I), Subsection 7-9, Council requested Town Attorney research topic and provide feedback at
next meeting.
During discussion of Chapter 3, Section 3.4.5 – Commercial/Entertainment, Item A – Adult
Establishment (H-I), Council requested the properties on N. Gum Street between E. 3rd North
St. and E. 5th North St. zoned H-I be changed to G-B.
For Chapter 3, Section 3.4.5 – Commercial/Entertainment, Item D – Tobacco/Tobacco
Alternatives Sales Store (D-MX, UC-MX, G-B, L-I), Subsection 1, Item a, Council requested
“Tobacco Alternatives” be defined.
For Chapter 3, Section 3.4.5 – Commercial/Entertainment, Item D – Tobacco/Tobacco
Alternatives Sales Store (D-MX, UC-MX, G-B, L-I), Subsection 1, Item b, the following
changes were made at the request of Council:
“or use” was removed
For Chapter 3, Section 3.4.5 – Commercial/Entertainment, Item D – Tobacco/Tobacco
Alternatives Sales Store (D-MX, UC-MX, G-B, L-I), Subsection 1, Item c, the following
changes were made at the request of Council:
“zoning administrator” was replaced with “Town staff”
For Chapter 3, Section 3.4.5 – Commercial/Entertainment, Item D – Tobacco/Tobacco
Alternatives Sales Store (D-MX, UC-MX, G-B, L-I), Subsection 2, Item b, Council requested
“Significant tobacco retailers” be defined.
For Chapter 3, Section 3.4.7 – Educational/Institutional, Item C – Community Advocacy
Facilities (N-MX), Subsection 4, Council requested a section be cited regarding the permitting
of signs.

For Chapter 3, Section 3.4.8 – Vehicular, Item B – Gas/Fueling Station (UC-MX, G-B, L-I,
H-I), the following changes were made at the request of Council:
Subsection 1 was struck in its entirety.
For Chapter 15, Section 15.3 – Definition of Terms, the following changes were made at
the request of Council:
In the “ATM” definition, “not” was removed from the second sentence and “(See
“Drive Thru/Drive In Facility”) was also removed.
In the “Drive-Thru/Drive-In Facility” definition, “bank teller windows and ATMs” was
removed from the second sentence.
“Halfway House” definition be changed to match proposed definition (will be reviewed
in Chapter 15).
Adjourn
There being no further business, the meeting adjourned at 5:02pm with a unanimous
vote.
