Parker William McIntosh Town of Summerville SPECIAL CALLED COUNCIL MEETING UDO WORKSHOP #25 MINUTES - September 18, 2019 Attendance Present at call to order: Mayor Johnson, Councilmembers Christine Czarnik, Bob Jackson, Walter Bailey, and Aaron Brown. Bill McIntosh arrived a 3:00pm, and Mr. Jackson left at 3:00pm. Ms. Garten-Schmidt was absent. A quorum was met. Public and press were duly notified. Call to Order T The Special Called meeting of Summerville Town Council was called to order at 2:30pm on Wednesday, September 18, 2019 by Mayor Johnson. Approval of Minutes AF Mr. Brown made a motion, seconded by Mr. Bailey, to approve the minutes of the September 11, 2019 Special Called Council Meeting – UDO Workshop #24. The motion carried unanimously, and the minutes were accepted into record. Changes and Discussion of Historic District Guidelines  On page 13, Ms. Czarnik asked that one of the photos be replaced, as the house is only 15 R years old. Council concurred, and staff will find another picture.  Some discussion followed regarding the design standards of houses in the Historic District versus the UDO plan for new construction single-family homes outside of the Historic District. D  On page 74, Mayor Johnson asked that the websites be listed in alphabetical order. Council concurred.  On page 92, Guideline 70 (c) in the commercial property section was added to the residential property section. Changes and Discussion of Unified Development Ordinance Jessi Shuler, Director of Planning, went over the maps of all R-2 zoned properties that could be subdivided given their size. She went through four specific properties, explaining the details of each one. Discussion followed regarding the Pending Ordinance Doctrine and how it will affect developers who are submitting plats and plans before the UDO is approved by Council. Council then discussed notifying every property owner within the Town limits to explain their zoning change, if they have one. Council suggested that Ms. Shuler send a letter with the new September 18, 2019 Page 2 zoning, the allowed uses of the zoned property, and what a nonconformity is. More discussion followed regarding the 900 block of West Richardson Avenue. On the proposed Zoning Map, the 900 block of West Richardson Avenue was changed from staff’s suggestion of Neighborhood Mixed Use to Urban Corridor zoning at the request of Council. Discussion followed regarding the rezoning of the Brownsville area. Mr. Brown was concerned about the density that would come around with a new zoning. Ms. Shuler explained that the properties that are currently zoned R5 would not lose anything when changed to Neighborhood Mixed Use. Adjourn: T Mr. Bailey made a motion to adjourn, seconded by Ms. Czarnik. The meeting adjourned at 4:47pm. Call to Order The Special Called meeting of Summerville Town Council was called to order at 2:30pm on Wednesday, September 11, 2019 by Mayor Johnson. Approval of Minutes Mr. Brown made a motion, seconded by Ms. Czarnik, to approve the minutes of the August 28, 2019 Special Called Council Meeting – UDO Workshop #23. The motion carried unanimously, and the minutes were accepted into record. Second Reading of Annexation Ordinance Mayor Johnson made a motion, seconded by Mr. McIntosh, to postpone the second and final reading of an ordinance to annex Berkeley County TMS# 208-00-02-013 (approximately 973 acres) located off of the Nexton Parkway Interchange and Linda Way, currently zoned HI, Heavy Industrial, and Flex1, Agricultural, in Berkeley County and will be zoned PUD, Planned Development District, upon annexation into the Town of Summerville’s municipal limits. (Council District 2). The motion carried unanimously. Changes and Discussion of Unified Development Ordinance In Chapter 11 – Water Management, Section 11.10.1 – General Provisions, the following changes were made at the request of Council:  Section E – Number 4: reference was corrected  Section G: references were corrected In Chapter 11 – Water Management, Section 11.10.2 – Organization and Administration, Item B – Number 2, “director of operations” was removed at the request of Council. In Chapter 11 – Water Management, Section 11.10.3 – Stormwater Control, the following changes were made at the request of Council:  Item B, Number 2 – The last sentence was removed in its entirety.  Item C, Number 3 – Staff was asked to cite the specific section of the law.  Item D, Number 1 – “engineering” was added in between “the” and “department” September 11, 2019 Page 2 In Chapter 11 – Water Management, Section 11.11.2 – Inspections, Item A – “its” was changed to “his/her” at the request of Council. In Chapter 11 – Water Management, Section 11.11.3 – Enforcement, Penalties, and Abatement, the following changes were made at the request of Council  Staff was asked to see if the entire section could be shortened.  Item B – the reference was corrected In Chapter 11 – Water Management, Section 11.11.3* - Variances, Item A – the reference was corrected at the request of Council. In Chapter 13 – Administration and Procedures, Item 13.3.1 – General Provisions for All Boards and Commissions, Item K – the last sentence was removed in its entirety at the request of Council. Adjourn: Mr. Brown made a motion to adjourn, seconded by Mr. Jackson. The meeting adjourned at 3:55pm.
