Parker William McIntosh Town of Summerville SPECIAL CALLED COUNCIL MEETING UDO WORKSHOP #27 MINUTES - October 2, 2019 Attendance Present at call to order: Mayor Johnson, Councilmembers Christine Czarnik, Bill McIntosh, and Aaron Brown. Councilmembers Kima Garten-Schmidt, Walter Bailey, and Bob Jackson were absent. A quorum was met. Public and press were duly notified. Call to Order The Special Called meeting of Summerville Town Council was called to order at 2:30pm on Wednesday, October 2, 2019 by Mayor Johnson. Approval of Minutes Mr. McIntosh made a motion, seconded by Ms. Czarnik, to approve the minutes of the September 25, 2019 Special Called Council Meeting – UDO Workshop #26. The motion carried unanimously, and the minutes were accepted into record. Historic District Guidelines On page 44, Section 5.3-Maintenance, a period was added after “activities” in the second sentence. The text from “however” to “mortar” in the same paragraph was removed. Staff noted that the picture on page 13 was replaced with a picture of 116 Marion Avenue. Highway 61 Resolution Mayor Johnson reminded Council of the resolution to oppose the South Carolina Department of Transportation’s plan to widen Highway 61 as proposed. Some discussion followed. Mr. McIntosh made a motion, seconded by Mr. Brown, to approve the resolution. The motion carried unanimously. Changes and Discussion of Unified Development Ordinance In Chapter 12 – Nonconformities, Section 12.3.3 – Abandonment/Discontinuance, the following changes were made at the request of Council:  Item A, Number 5: Deleted in its entirety  Item A, Number 6: Renumbered to be Number 5 October 2, 2019 Page 2 In Chapter 12 – Nonconformities, Section 12.5.5 – Damage or Destruction, the following changes were made at the request of Council:  “The following provisions do not apply to single family residential” was added as a note after “Damage Or Destruction”  Item C was deleted in its entirety In Chapter 12 – Nonconformities, Section 12.5.3. – Repairs, Alterations, and Maintenance, there was discussion regarding the purpose and wording of the section. Ms. Shuler stated that she would ask the consultant for a better way to word this section. In Chapter 12 – Nonconformities, Section 12.8.3 – Mandatory Compliance, the following changes were made at the request of Council:  Item B - “This does not apply to existing businesses annexed into the Town” was added at the end of the paragraph.  Item A was deleted in its entirety, and the Items were re-lettered. Adjourn: Mr. Brown made a motion to adjourn, seconded by Mr. McIntosh. The meeting adjourned at 3:56pm.
