SPECIAL CALLED COUNCIL MEETING MINUTES
Budget Workshop
October 16, 2020
ATTENDANCE
A Special Called Council meeting was held on Friday, October 16, 2020 beginning at 9:00am at the
Lowcountry Conference Center in Summerville, SC. Present: Mayor Ricky Waring; Councilmembers
Aaron Brown, Walter Bailey, Kima Garten-Schmidt, Terry Jenkins, Bob Jackson, and Bill McIntosh.
Staff was also present. The press and public were duly notified of the meeting.
CALL TO ORDER
Mayor Ricky Waring called the meeting to order at 9:09am. Councilman Aaron Brown gave the
invocation.
GRANT ACCEPTANCE
Mr. Jenkins made a motion, seconded by Mr. Jackson to approve staff to accept a JAG Grant for a
Domestic Violence/Sexual Assault investigator. The grant of $140,940.00 includes costs associated with
personnel, vehicle, and equipment and has a 10% match. Request from the Police Department. The
motion carried unanimously.
BUDGET WORKSHOP
Finance Director Andrew Shelton gave a presentation on the proposed budget for 2021, a 6-month budget
that ends on June 30, 2021.
Mr. Shelton reviewed the following subjects: Financial Results, Revenue Projections, Proposed
Expenditures, Capital Costs, New Positions, Hospitality and Accommodations, Stormwater, Road
Funding, Future Capital Projects, 2020 Budgeting Process, and Next Steps in the process.
Staff answered questions from Council regarding the proposed budget.
Council recessed for a break at 11:30am. They reconvened at 12:17pm.
Mr. Jenkins made a motion, seconded by Mr. McIntosh, to amend the meeting agenda to add an
Executive Session to discuss personnel matters regarding the Municipal Court, and legal advice and
regarding a road fund with no action being taken on either subject by Council. The motion carried

unanimously. The agenda was amended and Council entered into Executive Session at 12:19pm. They
reconvened at 1:36pm.
Town Attorney, GW Parker, stated that Council went into executive session to discuss Personnel Matters
Involving Municipal Court and Legal advice concerning Major Road Improvements and no action was
taken on either of those matters.
Mr. McIntosh made a motion, seconded by Mr. Bailey, to adjourn. The motion carried unanimously, and
the meeting adjourned at 1:37pm.
