Special Council Meeting – June 30, 2021 e. Standing Committee Meetings– July 6, 2021 6. Public Comment – For items on the July 8, 2021 Town Council meeting agenda only 7. Petitions a. Petition by Brianna L. Dojan to annex Dorchester Co. TMS# 145-07-03-036, located at 112 Dove Lane and totaling approximately 0.26 acres. Currently zoned R-2, Single-Family Residential in Dorchester County and will be zoned GR-5, General Residential, upon annexation into the Town of Summerville’s municipal limits. (Council District 3) Planning Commission held a public hearing and made a recommendation for approval at their meeting on June 21, 2021. The Planning and Development Committee voted to move this item to full Council with a recommendation for approval at their meeting on July 6, 2021. Town Council Agenda – July 8, 2021 b. Petition by Ladson Properties, LLC to annex Dorchester Co. TMS# 154-00-00-063, located on Ladson Road and totaling approximately 1.5 acres. Currently zoned CG, General Commercial, in Dorchester County and will be zoned G-B, General Business, upon annexation into the Town of Summerville’s municipal limits. (Council District 6) Planning Commission held a public hearing and made a recommendation for approval at their meeting on June 21, 2021. The Planning and Development Committee voted to move this item to full Council with a recommendation for approval at their meeting on July 6, 2021. c. Petitions to annex Dorchester Co. TMS#s 144-00-00-083, 751 Orangeburg Road; 144-00-00- 013, 713 Orangeburg Road; 144-00-00-156, 172 Reed Street; 144-00-00-183, Orangeburg Rd, four parcels totaling approximately 72.89 acres. Currently zoned R-1 and R-1(A), Single- Family Residential, in Dorchester County and will be zoned PUD, Planned Development District upon annexation into the Town of Summerville’s municipal limits and the existing Knightsville Tract PUD shall be amended to include these parcels and the additional proposed language. (Council District 4) Planning Commission held a public hearing and made a recommendation for approval at their meeting on June 21, 2021. The Planning and Development Committee voted to move this item to full Council with a recommendation for approval at their meeting on July 6, 2021. d. Petition by The Bluffs at Ashley River Property Owners Association, Inc. to annex Dorchester Co. TMS# 152-00-00-013, located off Ashley Bluffs Road and totaling approximately 49.92 acres. Currently zoned PD, Planned Development, in Dorchester County and will be zoned AC, Agricultural Conservation, upon annexation into the Town of Summerville’s municipal limits. (Council District 5) Planning Commission held a public hearing and made a recommendation for approval at their meeting on June 21, 2021. The Planning and Development Committee voted to move this item to full Council with a recommendation for approval at their meeting on July 6, 2021. 8. Pending Bills and Resolutions: a. Second and final reading of an ordinance to amend Chapter 6, Buildings and Building Regulations, Article II, Division I, by adding a new section to be titled Section 6-47 – Unfit Dwellings. b. Second reading of and ordinance to repeal and replace in its entirety the Summerville Unified Development Ordinance adopted October 10, 2019 as last amended December 10, 2020, with former Town Code, Chapter 32, Zoning; Chapter 22, Stormwater Management; Chapter 20, Article II, Planning Commission; and Article III, Development Standards, Section 20-71, Roads; and Chapter 6, Article III, Flood Damage Prevention, as existing upon repeal on October 10, 2019. c. Second and final reading of an ordinance to authorize and establish the “Summerville Open for Business Program” to encourage economic development and private investment in the Town of Summerville, South Carolina, and other matters related thereto. d. Second and final reading of an ordinance to establish a Business License Tax Incentive Program to encourage business development and expansion in the Town of Summerville, South Carolina, amending the Town’s Code of Ordinances to incorporate such amendments and other matters related thereto. Request to rezone TMS# 145-06-01-005, located at 55 Old Trolley Road, approximately 0.55 acres, and owned by Christopher M. Limehouse, from GR-5, General Residential, to N-B, Neighborhood Business. (Council District 3) Planning Commission held a public hearing and made a recommendation for denial at their meeting on June 21, 2021. The Planning and Development Committee voted to move this item to full Council with a recommendation for denial at their meeting on July 6, 2021. 10. Miscellaneous a. Appointment of Ministerial Recorder b. Appointment of Employee Grievance Committee Members c. Resolution authorizing the Mayor to sign an agreement between the Town of Summerville and Origin SC for assistance with the “Summerville Home to Stay” program. d.
