Town Council Meeting– November 10, 2021 b. Standing Committee Meetings– December 6, 2021 5. Public Comment – For items on the December 9, 2021 Town Council meeting agenda only 6. Petitions a. Petition by Marymeade Associates Limited Partnership to annex a portion of Berkeley County TMS# 232-00-02-052 (total of 2.54 acres) located off Marymeade Drive, currently zoned PD- MU, Planned Development Mixed Use in Berkeley County and will be zoned G-B, General Business upon annexation into the Town of Summerville’s municipal limits. (Council District 2) Planning Commission held a public hearing and made a recommendation for approval at their meeting on November 15, 2021. Planning and Development Committee voted to move the item to full Council with a recommendation for approval at their meeting on December 6, 2021. 7. Pending Bills and Resolutions: a. Second and final reading of an ordinance to dissolve the Summerville Redevelopment Corporation Face masks are strongly encouraged in Town Hall and the Annex building. Meetings are livestreamed at www.summervillesc.gov Town Council Agenda – December 9, 2021 b. Second and final reading of an ordinance to annex Dorchester Co. TMS#s 152-00-00-014 and 016, located on Dorchester Road and totaling approximately 278.53 acres. Currently zoned CG, General Commercial and R-4, Multi-family Residential in Dorchester County and will be zoned PUD, Planned Development District, upon annexation into the Town of Summerville’s municipal limits. (Council District 5) c. Second and final reading of an ordinance to amend Town Ordinance Section 2-241 by renaming the same and changing Clerk to Council to Town Clerk and designating Treasurer as a separate officer; Town Ordinance Section 2-291 by renaming the same; and, amend subsections (b) so as to change Clerk to Council to Town Clerk and Finance Director to Director of Finance; and (c) to change Finance Director to Director of Finance and have the Director of Finance also serve as Town Treasurer; and Town Ordinance Section 2-294 to clarify authorized signatures for bank withdrawals and wire transfers. d. Second and final reading of an ordinance to amend Chapter 2, Article II, Division 4, Section 2-132(b)&(c)(2) of the Code of Laws of the Town of Summerville to rename the Public Works Committee, the Public Works and Committee on Water Supply and to appoint the Chairman of the Public Works and Committee on Water Supply as an ex- officio member of the Summerville Commissioners of Public Works. e. Second and final reading of an ordinance to repeal in its entirety Chapter 8-Businesses, Article II-Business and Professional Licenses, Sections 8-31 thru 8-52 and replace them with Chapter 8, Article II, sections 8-31 thru 8-51 (as included in the agenda packet) f. Second and final reading of an ordinance to annex portions of: State Road S-18-59 (Parsons Road), Linning Road, TMS#137-01-00-007 (Tract #6 Leach) and TMS#137-01- 00-006 (Tract #7 Miller) pursuant to SC Code ann. §5-3-110. g. Second and final reading of an ordinance approving a Development Agreement for Lennar Carolinas, LLC (Shewmaker Tract) or its successor and authorizing the execution and delivery of a Development Agreement and other instruments relating thereto by and between the Town of Summerville and Lennar Carolinas, LLC or its successors. h. Second and final reading of an ordinance to amend the Future Land Use Map with the Comprehensive Plan “Summerville: Our Town, Our Future,” currently designated as Agricultural Conservation to Neighborhood Mixed Use for parcels 152-00-00-014 and 152-00-00-016 front Dorchester Road. 8. Introduction of Bills and Resolutions a. First reading of an ordinance to approve lease of 100 West Richardson Avenue, Suite C, Summerville, SC 29483. b. First reading of an ordinance adopting the Town of Summerville Midtown Redevelopment Plan; establishing the Midtown Redevelopment Project Area; making certain findings of blight within the Midtown Redevelopment Project Area; designating and defining certain redevelopment projects consisting of public improvements benefiting the redevelopment project area; designating and estimating appropriate redevelopment project costs; Face masks are strongly encouraged in Town Hall and the Annex building. Meetings are livestreamed at www.summervillesc.gov Town Council Agenda – December 9, 2021 approving an overall redevelopment plan; approving an agreement between the Town and Dorchester County School District No. 2 relating to the foregoing, providing for notice and public hearing in connection with the foregoing; providing for notice of adoption hereof; and other matters related thereto. 9. Miscellaneous a. Decision on old playground equipment from Saul Alexander playground b. Consideration of concealed/open carry signage for all Town buildings with verbiage recommended by the Mayor’s appointed committee, and consideration of including additional verbiage in special event permit applications. 10.
