Tree Protection Board Minutes Monday, December 7, 2020 Members Present: David Morris Peter Wallace Kenny Sott Faye Campbell Ginger Reilly Staff Present: Jessi Shuler, Director of Planning Bill Salisbury, Arborist The meeting was called to order at 9:00 a.m. Roll call was taken. Mr. Sott asked for consideration of the November 11, 2020 meeting minutes, and Mr. Wallace made a motion for approval. Ms. Campbell seconded the motion for approval of the minutes as presented. The motion carried. Old Business 1. 113 W Respite – Removal of four Oak and one Gum trees The applicant was unable to be present. Ms. Shuler explained the issue with the property line regarding relocation of the garage; Mr. Sott made a motion to approve removal of the trees with 200% mitigation. Mr. Wallace seconded the motion. The motion carried. New Business 1. 102 Swift Court – Removal of seven trees Applicant presented; recently purchased property and wanted to park a camper in the rear; tree is blocking a double gate, cluster of pines in the way. Mr. Salisbury provided an assessment of the trees. Tree #2 is located on neighbor’s property (neighbor would have to apply for permit to remove). After discussion of condition of trees, Mr. Wallace made a motion to approve removal of Trees #4, 6 and 7 and advised pruning of other trees. Mr. Morris seconded the motion. The motion carried. 2. 194 Dundee Street – Removal of four trees Applicant presented; Tree #1: next to driveway and the sewer cleanout pipe is 2’ from the tree and appears to be pushed up from roots, he has also had to replace two sprinkler heads. Tree #2: will interfere with the fence he is installing. Tree #3: leaning, has two rotten areas at base, is right on property line. Tree #4: about 7.5’ from a shed he has had to repair roof of twice, looks like toothpick, has no canopy, branches falling on road. Mr. Salisbury primarily agrees with the applicant’s assessment. Tree #4 could be cleaned up but is close to shed and 16’ from house. Ms. Campbell stated she can see the value of removing Tree #3. Mr. Sott questioned about #4 having a decent canopy if it is cleaned up. Mr. Wallace made a motion to allow removal of Trees #1 and #3 and have Trees #2 and #4 cleaned up. Ms. Campbell seconded the motion. The motion carried. 3. 107 E. 7th North Street – Removal of four Pine trees Applicant was unable to be present. Mr. Salisbury provided his assessment: The trees are healthy, a good way from the house, the owner is concerned about the possibility of the trees falling during a storm. Mr. Wallace made a motion to deny removal. Mr. Morris seconded the motion. The motion carried. 4. 323 Eastover Circle – Removal of two trees  Tree Protection Board Minutes Monday, December 7, 2020 Applicant was not present. Mr. Salisbury provided his assessment; Tree #1 is very healthy, close to house but not causing any cracking in sidewalk, Tree #2 is not as healthy, no major rot but a number of limbs have been removed; its roots are near the HVAC unit, no evidence of roots under or beyond HVAC unit. Mr. Wallace made a motion to deny removal of the trees and advised root pruning where appropriate. Mr. Sott seconded the motion. The motion carried. 5. 103 Annandale Court – Removal of six trees The applicant presented; main concern is the large Pine which is lifting up the porch/deck and has cracked the sheetrock inside; the other clump of trees is causing issues with maintenance with leaves falling. He has over thirty trees in the yard and is trying to make the yard more manageable. Mr. Salisbury provided his assessment; Tree #1: is very close to house, probably rotten inside; Tree #2: healthy; Tree #3: is leaning and in bad condition; Tree #4: Gum tree is in good shape; Tree #5: is dead; Tree #6: is in fair condition but starting to show signs of rot. Mr. Morris agreed there are a lot of trees in this yard and added Tree #1 showed evidence of red heart, Tree #2 is very healthy. Mr. Wallace concurred, very wooded lot, did not see evidence of porch issues but stated Tree #1 has disease and is a liability. Ms. Campbell made a motion to allow removal of Trees #1, 3, 4, 5 and 6. Mr. Morris seconded the motion. The motion carried. 6. 602 W. 5th North Street – Removal of four trees The applicant presented; for two of the trees, access to parking space for clients is the main concern. Ms. Shuler explained the site plan and trees, planning to plant back, want to keep a buffer to adjacent property. Mr. Salisbury gave his assessment: Tree #3 is in bad shape. Mr. Sott made a motion to allow removal of Trees #1, 2 and 3. Mr. Wallace seconded the motion and advised to clean up the canopy of Tree #4. The motion carried. 7. 109 Long Cove Bend – Applicant decided to withdraw application for tree removal. Miscellaneous Ms. Shuler discussed the possibility of meeting on-site to review trees with the Board members and the requirements that would have to be met in regards to FOIA. ADJOURN: There being no further business, the meeting was adjourned at 10:11 am on a motion by Mr. Sott and a second by Ms. Campbell. The motion carried.
