Tree Protection Board Minutes Tuesday, March 8, 2022 Members Present: Peter Wallace David Morris Kenny Sott Faye Campbell Staff Present: Becca Zimmerman, Planner II Bill Salisbury, Arborist The meeting was called to order at 9:00 am. Mr. Sott asked for consideration of the February 7, 2022 meeting minutes. Mr. Wallace made a motion for approval of the minutes as presented, and Ms. Campbell made the second. The motioned carried. Old Business New Business 1. 311 Black Oak Blvd. - Removal of two Oak and two Gum trees There was no applicant present. The Board members discussed the health of the requested trees to be removed. Ms. Campbell suggested root pruning for tree #1. Mr. Wallace made a motion to approve the removal of tree #4 and to deny the removal of trees #1, 2, and 3, and he suggested the applicant investigate root pruning. Ms. Campbell seconded the motion, and the motion passed unanimously. 2. 110 W. 2nd South Street – Removal of two Pine, four Hackberry, and two Ligustrum trees Mr. Salisbury provided his assessment and explained that there are drainage problems in the area, and one of the hackberry also has a bad spot on the back. The homeowner further explained the issues with the hackberry trees being along the drainage easement and her concern with the pines for safety reasons. The Board members discussed drain placement in relation to the trees the homeowner wants to remove. Mr. Wallace stated that he did not see a reason to remove the pines, but he noted that there could be drainage issues with the hackberry trees. Mr. Wallace then made a motion to approve the removal of trees #2, 3, 4, 5, 7, and 8 and to deny the request to remove trees #1 and 6. Mr. Morris seconded the motion, and the motion passed unanimously. 3. 119 Plantation Drive – Removal of one Oak tree The homeowner presented her concerns about being able to build and enjoy a porch and her concerns about the tree leaning towards the house. Mr. Wallace noted that the tree had “righted” itself from leaning toward the house and asked if the arborist the homeowner hired had climbed the tree to take a closer look. The homeowner stated that she did not know if the arborist climbed the tree as she was not present when the arborist came out to inspect the tree. The Board members asked about mitigation requirements if the tree was removed, and Mr. Salisbury and Ms. Zimmerman explained those requirements. Both Ms. Campbell and Mr. Wallace recommended root pruning of the tree. Mr. Wallace made a motion to deny removal of the tree and suggested the applicant have the foundation of the home examined to assess any threat caused by the tree and the Board would reassess removal of the tree if that was done. Ms. Campbell seconded the motion, and the motion passed unanimously. ADJOURN: There being no further business, the meeting was adjourned at 9:42 am on a motion by Mr. Wallace and a second by Mr. Morris. The motion carried.
