CALL TO ORDER
Chair Park called the meeting to order at 7 p.m. in the Neighborhood Room.

PUBLIC HEARINGS/GENERAL BUSINESS
1 15-0525 Review of Fiscal Year 2015/16 Recommended Budget
Superintendent of Community Services Daniel Wax introduced Assistant Director of
Finance Tim Kirby. Mr. Kirby presented an overview of the City's budget. He invited
Commissioners to attend the budget workshop on May 21, 2015 at 8 a.m. in
Council Chambers for a detailed presentation. He answered Commissioner's
questions regarding the branch library project, civic center project, street
resurfacing, the use of park dedication funds for golf and tennis services, funding
for safe routes to school, and the plans for the proceeds from the sale of Raynor
Activity Center. Superintendent Wax answered Chair Park's questions regarding
the Arts Master Plan and programs aimed at assisting constituents at the poverty
level. Superintendent of Parks and Golf Scott Morton answered questions
regarding performance indicators, funding for golf, priorities for the purchase of new
park land, and the average length of time before a park is renovated.
Chair Park of the Arts Commission asked for a motion. Commissioner Kiphuth
moved and Commissioner Lawson seconded the motion to approve the budget as
presented. The motion carried by the following vote:

Absent: 1 - Commissioner Moshier
Chair Alexander of the Parks and Recreation Commission asked for a motion.
Commissioner Pochowski moved and Commissioner Kenton seconded the motion
to approve the budget as proposed. The motion carried by the following vote:

2 15-0495 Utility Box Art Program (Information Only)
Community Services Manager Tegan McLane presented the staff report. She
answered Commissioner's questions about the possible themes and types of
artwork on utility boxes and how artists could be selected. Superintendent Wax
discussed funding sources.

Chair Park congratulated Director Lisa Rosenblum on her new job. She also
congratulated staff on a successful Hands on the Arts event.
-Staff Comments
Superintendent Wax announced Robert Koppel was selected by City Council to join
the Arts Commission. Vice Chair Pasqua was selected to serve a second term on
the Parks and Recreation Commission.
Superintendent Wax announced that Tegan McLane will become Heritage and
Cultural Arts Manager in the City of Dublin. He wished her well and indicated that
May 29 will be her last day with the City of Sunnyvale.
Superintendent Morton announced that the pond at the Community Center will be
drained in June.
Manager McLane announced the Hands on the Arts festival was a success as
surveys indicated that 96% of participants were satisfied with the event.
Suggestions for improvements included making it a two day event, having more art
projects and offering free food. She thanked Chair Park and Commissioner
Kiphuth for volunteering at the event.

Chair Park handed the meeting over to Chair Alexander.
Members of the Arts Commission left the meeting at 8:51 p.m.
INFORMATION ONLY REPORTS/ITEMS
3 15-0527 Update on Field Use Inquiries
Superintendent Wax provided an update on the field use inquiries made during the
March 11, 2015 Parks and Recreation Commission meeting. He stated that Serra
Little League was sent a letter requesting they submit a proposal for an alternative
location for the storage container located at Cupertino Middle School. To date, a
proposal has not been received by the city.
He stated that Sunnyvale AYSO received a letter in November 2014 which
authorized the league to play a tournament in December 2014. The letter also
stated that further exceptions would not be made as fields are normally closed from
December-February.
Superintendent Morton explained why the fields require "rest" and cited the General
Plan, Chapter 3, Goals for Land Use and Transportation, Balanced Land Use,
Policy LT-8.1 which supports the operational decision. He added that the capital
plan includes synthetic lit fields in north, central and south Sunnyvale, which would
provide more access to fields and be available for use year round. He answered
questions regarding the alternative field options for Sunnyvale AYSO; the drought's
impact on athletic fields; and watering fields and golf courses with recycled water.
