City of Sunnyvale Meeting Minutes Arts Commission Wednesday, December 16, 2015 7:00 PM Neighborhood Room - Recreation Center, Sunnyvale Community Center, 550 E. Remington Drive, Sunnyvale, CA 94087 CALL TO ORDER Chair Park called the meeting to order at 7 p.m. in the Neighborhood Room. SALUTE TO THE FLAG Chair Park led the salute to the flag. ROLL CALL Present: 4 - Chair Misuk Park Vice Chair Robert Lawson Commissioner Roberta Kiphuth Commissioner David Koppel PRESENTATION 15-0522 Project Face the Race Dr. Bernadette Cooper presented information about the Global Artists' Creative Collaboration for Empowerment (GACCE) including the groups mission and vision, and their project Face the Race. She presented an opportunity to endorse and collaborate in the Face the Race art project in Sunnyvale. Commissioners requested more information about the specific project. Dr. Cooper agreed to provide details via the Staff Liaison. ORAL COMMUNICATIONS None CONSENT CALENDAR 1A 15-0970 Draft Minutes of the Arts Commission Meeting of 11/18/15 Commissioner Koppel moved and Vice Chair Lawson seconded the motion to approve the minutes of November 18, 2015. The motion carried by the following City of Sunnyvale Page 1 Arts Commission Meeting Minutes December 16, 2015 vote: Yes: 3 - Chair Park Vice Chair Lawson Commissioner Koppel No: 0 Abstain: 1 - Commissioner Kiphuth PUBLIC HEARINGS/GENERAL BUSINESS 2 15-0887 Annual Review of Code of Ethics and Conduct for Elected and Appointed Officials Superintendent of Community Services Daniel Wax presented the Code of Ethics and Conduct for Elected and Appointed Officials. Commissioner Koppel appreciated the detail provided and found it valuable. Vice Chair Lawson moved and Commissioner Koppel seconded the motion that the Code of Ethics was reviewed and Commissioners had an opportunity to make comments. The motion carried by the following vote: Yes: 4 - Chair Park Vice Chair Lawson Commissioner Kiphuth Commissioner Koppel No: 0 3 15-1024 Review of Draft 2016 Arts Commission Work Plan Superintendent Wax presented a draft of the 2016 work plan. Commissioner Koppel inquired about adding guest speakers to the plan. Chair Park opened the public hearing. There were no public comments and she closed the public hearing. Commissioners discussed the study issue process and how items are added to the work plan. Commissioner Koppel motioned and Commissioner Lawson seconded the motion that they have reviewed the 2016 draft work plan and have no items to add. Chair Park opened the public hearing. There were no public comments and she closed the public hearing. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Lawson asked about marketing plans for theater rentals and for performers. Superintendent Wax clarified that the marketing unit provides marketing for community services programs. Staff committed to follow up on the status of projects by John Krawczyk at the Kilroy Realty development on Matilda Avenue and Cliff Garten at Moffett Place. Commissioner Koppel commended City Council for increasing minimum wage. He informed the Commissioners about articles in the Mercury News regarding a Community Arts Stabilization Trust, and a program in local schools for Art in Action. He suggested Commissioners look into information on affordable housing for artists, which could be a study issue, partnering with the Housing Commission. Commissioner Kiphuth suggested leveraging marketing and technology to educate the public about public art and also art in private development pieces. Chair Park informed staff of a grant related to art and education. Chair Park announced that December 16 is Jane Austin's birthday. She also announced that she attended a preview of the clover leaf building planned at Central Expressway and Wolfe Road which will have living art on the top floor. Commissioners discussed how to make progress on action items within the Brown Act requirements. -Staff Comments City of Sunnyvale Page 3 Arts Commission Meeting Minutes December 16, 2015 Superintendent Wax announced Community Center events and activities: - The Evening of Cultural Arts presents The Carolyn Sills Combo on December 19, 8 p.m. in the Sunnyvale Theatre - California Theater Center presents the Elves and the Shoemaker on Dec 11, 12, 18 & 19 - Breakfast with Santa was held on December 5 and hosted 350 people - Sunnyvale Youth Basketball League begins in January, serving 800+ children from kindergarten to eighth grade ADJOURNMENT Chair Park adjourned the meeting at 8:25 p.m. City of Sunnyvale Page 4
