City of Sunnyvale Meeting Minutes Arts Commission Wednesday, September 20, 2017 7:00 PM Neighborhood Room - Recreation Center, Sunnyvale Community Center, 550 E. Remington Drive, Sunnyvale, CA 94087 CALL TO ORDER Vice Chair Vaughan called the meeting to order at 7:07 p.m. SALUTE TO THE FLAG Vice Chair Vaughan led the salute to the flag. ROLL CALL Present: 4 - Vice Chair Susannah Vaughan Commissioner Dawna Eskridge Commissioner Roberta Kiphuth Commissioner Darien Laird Absent: 1 - Chair David Koppel Chair Koppel (excused) Council Liaison Goldman (present) STUDY SESSION 17-0927 Review Civic Center Master Plan Concepts and Provide Feedback on Project Alternatives (Study Session) Assistant City Manager, Kent Steffens, and representatives from the City's architect, SmithGroup JJR, provided a presentation and overview of the Civic Center Master Plan Concepts. The presentation described the two alternative concepts as well as the proposed schedule, goals and criteria, site assessment and next steps. Assistant City Manager Steffens invited the Commissioners to share their comments and preferences regarding the Civic Center concepts. Commissioners suggested cherry trees and events in the open space area, additional parking near the Library and glass office buildings. City of Sunnyvale Page 1 Arts Commission Meeting Minutes September 20, 2017 Sunnyvale resident, Jeri Crystal, suggested moving City Hall to the court house location on El Camino Real. Assistant City Manager, Kent Steffens noted Commissioners comments and stated art concepts will be developed during the project's design phase and the court house property on El Camino Real is not City owned. ORAL COMMUNICATIONS None. CONSENT CALENDAR 1.A 17-0925 Approval of Draft Meeting Minutes of May 25 and July 19, 2017 Commissioner Kiphuth moved, and Vice Chair Vaughan seconded, approval of the consent calendar as presented. The motion was carried by the following vote: Yes: 4 - Vice Chair Vaughan Commissioner Eskridge Commissioner Kiphuth Commissioner Laird No: 0 Absent: 1 - Chair Koppel PUBLIC HEARINGS/GENERAL BUSINESS 2 17-0876 Approve Art in Private Development Project - Spear Street Capitol/221 N. Mathilda Ave. Artist Stephen Galloway and SmithGroup JJR representatives provided a presentation on the proposed artwork at 221 N. Mathilda. Mr. Galloway discussed his concept for the public art which includes large decorative glass that will be viewable from inside the building as well as from the grounds and street. The artwork will be located across the top two-stories of the building. Commissioners inquired about anticipated completion date, the lighting, and preservation of the design's image. SmithGroup JJR representatives and Mr. Galloway indicated the anticipated completion date is September 2018, and the lighting will include continuous linear City of Sunnyvale Page 2 Arts Commission Meeting Minutes September 20, 2017 fixtures that will provide subtle even lighting of the artwork. The design's image is created using a fired-on glass coloring material that is preserved and protected between glass panels. Vice Chair opened the item for public comment, and there being no public comments, closed the public hearing. Commissioner Laird moved and Commissioner Eskridge seconded the motion to approve the Art in Private Development project. The motion carried with the following vote: Yes: 4 - Vice Chair Vaughan Commissioner Eskridge Commissioner Kiphuth Commissioner Laird No: 0 Absent: 1 - Chair Koppel STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Laird inquired about the Master Plan for Public Art Community Survey. Community Services Manager, Trenton Hill, indicated the City received 754 community surveys on the Master Plan for Public Art. -Staff Comments Community Services Manager Hill announced the Joint Commission meeting with the Arts and Parks and Recreation Commissions for the Master Plan for Public Art on January 10, 2018.
