City of Sunnyvale Meeting Minutes - Final Arts Commission Wednesday, April 18, 2018 7:00 PM Laurel Room - Senior Center, Sunnyvale Community Center, 550 E. Remington Dr., Sunnyvale, CA 94087 CALL TO ORDER Superintendent Dan Wax called the meeting to order at 7:06 p.m. in the Senior Center, Laurel Room. SALUTE TO THE FLAG Superintendent Wax led the salute to the flag. ROLL CALL Present: 3 - Commissioner Dawna Eskridge Commissioner Roberta Kiphuth Commissioner Julie Rogers Absent: 2 - Vice Chair Susannah Vaughan Commissioner Darien Laird Vice Chair Vaughan (excused) Commissioner Laird (excused) Council Liaison Griffith (absent) Due to the excused absence of Vice Chair Vaughan, Superintendent Wax requested a nomination for Temporary Chair for the Arts Commission meeting. Commissioner Kiphuth nominated herself. No other nominations were submitted and Superintendent Wax declared nomiations closed. Commissioner Kiphuth was selected as Temporary Chair by unanimous vote. PRESENTATION None. ORAL COMMUNICATIONS None. City of Sunnyvale Page 1 Arts Commission Meeting Minutes - Final April 18, 2018 CONSENT CALENDAR 1.A 18-0364 Approve the Arts Commission Meeting Minutes of March 21, 2018 Commisioner Eskridge moved and Temporary Chair Kiphuth seconded to approve the Arts Commission meeting minutes of March 21, 2018 as submitted. The motion carried by the following vote: Yes: 2 - Commissioner Eskridge Commissioner Kiphuth No: 0 Absent: 2 - Vice Chair Vaughan Commissioner Laird Abstain: 1 - Commissioner Rogers PUBLIC HEARINGS/GENERAL BUSINESS 2 18-0334 Approve Art in Private Development Project - T2 Development (AC Hotel by Marriott) 795 S. Fair Oaks Ave. Community Services Coordinator, Kristin Dance, offered a staff recommendation to approve the artwork as proposed. Ms. Dance introduced Mr. Steve Dolan, art consultant from Andrea Schwartz Gallery to the Commission. Mr. Dolan provided a presentation on the proposed artwork to be located at 795 S. Fair Oaks Avenue. The proposed three dimensional art piece is created by artist David Franklin. The presentation reviewed the site specifics such as placement of the proposed artwork on the hotel property, consideration of vehicular traffic and visibility, the use of LED lighting and the surrounding landscape. Temporary Chair Kiphuth inquired about children's safety around the art piece and whether birds on the art piece would be addressed. Mr. Dolan responded that the railing on the artwork is designed to have 4-5 inches of space in between them and the art piece is less inviting to birds since there is no top plate sitting on top of the art piece. The aluminum art piece can also be washed down with a waterhose if needed. Commissioner Rogers commented that the art piece is a dynamic abstract and asked if the sculpture had any sharp edges or if it would heat up and be hot if touched. Mr. Dolan replied that the sculpture will not have sharp edges and the art City of Sunnyvale Page 2 Arts Commission Meeting Minutes - Final April 18, 2018 piece will be set into the landscaping and not directly on the hotel patio. He indicated the art piece would not heat up. Temporary Chair Kiphuth asked about visual traffic concerns. Ms. Dance replied that the City's Planning Department had no traffic concerns after reviewing the proposal. Commissioner Eskridge commented that the art piece would be a beautiful enhancement to the City of Sunnyvale and would be highly visible. Temporary Chair Kiphuth moved and Commissioner Rogers seconded the motion to approve the artwork as proposed. The motion carried by the following vote: Yes: 3 - Commissioner Eskridge Commissioner Kiphuth Commissioner Rogers No: 0 Absent: 2 - Vice Chair Vaughan Commissioner Laird 3 18-0365 Study Issue Process Overview Senior Management Analyst, Lupita Alamos from the City Manager’s Office shared a presentation of the City’s Study Issue Process. During the presentation, Ms. Alamos spoke about the study issue process timeline, who can propose a study issue and how study issues should be policy related and not operational. Ms. Alamos discussed the role of the boards and commissions in the study issue process, information on public input and the City Council's role and responsibilities. Temporary Chair Kiphuth asked about a deferred study issues proposed by the Arts Commission on painting utility boxes and potentially including it in the Master Plan for Public Art. Superintendent Wax replied that the utility box painting proposal would need to be resubmitted as a study issue and go through the study issue process again since a deferred study issue does not automatically come back to the Commission annually. Commissioner Eskridge asked if the proposal from Ms. Sweet from Kings Academy on the school's utility boxes painting project in Sunnyvale was similar to the study issue proposal that was deferred. Superintendent Wax replied that the school project was similar in subject but not related to the deferred study issue proposed City of Sunnyvale Page 3 Arts Commission Meeting Minutes - Final April 18, 2018 by the Arts Commission. Mr. Wax also mentioned that the upcoming Master Plan for Public Art may have some reference or statement related to art on utility boxes in the City. 4 18-0366 Election of Officer(s) Nominations were opened for Chair to the Arts Commission for the months of May and June of 2018 only. Temporary Chair Kiphuth nominated Vice Chair Vaughan. Vice Chair Vaughan stated her acceptance of a nomination to Superintendent Wax in advance of the meeting. No further nominations were presented. Vote on nomination for Chair: Yes: 3 - Commissioner Eskridge Commissioner Kiphuth Commissioner Rogers No: 0 Absent: 2 - Vice Chair Vaughan Commissioner Laird Nominations were opened for Vice Chair to the Arts Commission for the months of May and June of 2018 only. Commissioner Rogers nominated Temporary Chair Kiphuth. No further nominations were presented. Temporary Chair Kiphuth accepted the nomination. Vote on nominations for Vice Chair: Yes: 3 - Commissioner Eskridge Commissioner Kiphuth Commissioner Rogers No: 0 Absent: 2 - Vice Chair Vaughan Commissioner Laird STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Temporary Chair Kiputh asked what the process would be if the Arts Commission City of Sunnyvale Page 4 Arts Commission Meeting Minutes - Final April 18, 2018 wanted to propose an increase in the percentage amount that developers pay to the Arts Fund and if it would that be considered a study issue. Superintendent Wax informed the Commission that it may be included as part of the Master Plan for Public Art. The Master Plan for Public Art is scheduled to be reviewed by the Arts Commission in the coming months. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments None. -Staff Comments Superintendent Wax welcomed Commissioner Rogers to the Arts Commission. Superintendent Wax reminded the Commission about the upcoming joint meeting with the Parks and Recreation Commission taking place on May 16 at 7 p.m. There will be an overview and presentation made by the Finance Department on the recommended budget. Superintendent Wax brought an informational binder provided by Ms. Sweet from the Kings Academy related to the utility box school project that was proposed to the Arts Commission a few months ago. Superintendent Wax shared the proclamation certificate given to Vice Chair Vaughn during the Council Meeting on March 27. Mayor Hendricks declared the month of March as Youth Arts Month. Community Services Manager, Trenton Hill, reminded the Commission about the upcoming Hands on the Arts Festival taking place on Saturday, May 19. The Arts Commission will be sponsoring a booth. Mr. Hill stated that fingerprints are required to participate and asked the Commission to provide their preference for volunteer shifts. INFORMATION ONLY REPORTS/ITEMS None.
