CALL TO ORDER
Vice Chair Kiphuth from the Arts Commission called the meeting to order at 7:05
p.m. in the Sunnyvale Senior Center, Laurel Room.

PRESENTATION
18-0478 Overview of The Brown Act
Assistant City Attorney, Melissa Tronquet, provided an overview of the Brown Act.
Ms. Tronquet answered questions from the Commissioners regarding the Brown Act
requirements, public meeting notifications, emails and correspondences, and
violations of the Brown Act.
Chair Kenton of the Parks and Recreation Commission requested that the overview
presentation be sent to both Commissions.
ORAL COMMUNICATIONS
Speaker Mr. Shandor Dektor introduced himself as a resident of Sunnyvale. Mr.
Dektor asked the Commissions to consider placing a child-friendly facility such as a
park or playground in the Downtown Sunnyvale area. Mr. Dektor described the
distance to parks in the vicinity but nothing nearby for those families moving into the
newly constructed condominiums or homes. He also addressed the entry point to
Ellis Park/School and having to walk to Fair Oaks Avenue to enter.
Superintendent of Parks and Golf, Jim Stark mentioned the Redwood Square area
which is a publicly accessible open space of a 1/2 acre in the Downtown Area. Mr.
Stark noted that this area is not considered to be a City park or City open space and
is unsure what the developer has planned for this area.
Mr. Dektor will consider going to a developer's open meeting to ask about their
future plans and request a play area for all to enjoy.
Superintendent Stark offered to talk to Mr. Dektor about easier accessibility to Ellis
Park/School.
PUBLIC HEARINGS/GENERAL BUSINESS
1 18-0479 Review and Approve FY 2018/19 Recommended Budget
Assistant Director of Finance, Kenn Lee, provided an overview of the City's
Recommended Budget for Fiscal Year 2018/19. Mr. Lee included information on
the City's 20-year financial plan, technology enhancements, service delivery and the
budget structure and process.

Golf, Jim Stark provided the staff report and answered Commissioners' questions.
Chair Kenton of the Parks and Recreation Commission inquired about attendance at
Sunnyvale golf courses.
Commissioner Eskridge of the Arts Commission suggested a golf tournament
between local high tech companies.
Vice Chair Alexander III of the Parks and Recreation Commission asked if any
assistive technology would be featured in the Magical Bridge Park such as talk to
text/speech features.
Chair Kenton of the Parks and Recreation Commission inquired about the
operational costs versus capital improvement projects and how the modernization of
Sunnyvale's City Hall area fits into the recommended budget.
Vice Chair Alexander III of the Parks and Recreation Commission inquired about the
Land Aquisition Fund.
Commissioner Gabashvili of the Parks and Recreation Commission asked if the City
takes into consideration the impact of a possible recession.
Vice Chair Kiphuth of the Arts Commission inquired about the Airbnb Transient
Occupancy Tax.
Vice Chair Kiphuth opened the item for public comment and there being no public
comments, she closed the item for public comment.
Vice Chair Kiphuth requested a motion from the Parks and Recreation Commission.
Commissioner Pasqua moved and Chair Kenton seconded the motion to
recommend Council approve the budget as presented. The motion carried by the
following vote:

Vice Chair Kiphuth asked for a motion from the Arts Commission. Commissioner
Laird moved and Commissioner Rogers seconded the motion to recommend Council
approve the budget as presented. The motion carried by the following vote:

NON-AGENDA ITEMS & COMMENTS
-Commissioner Comments
Commissioner Eskridge updated Commissioners on the Mother Earth Project that
will take place during the Hands on the Arts Festival on Saturday, May 19th.
-Staff Comments
Superintendent Wax thanked Commissioner Laird for her participation and work as
a Commissioner with the Arts Commission.
Community Services Manager, Trenton Hill, mentioned there will be 33 artist
workshops, various performing arts groups and food vendors at the Hands on the
Arts Festival. Mr. Hill announced that 345 tickets had been sold online exceeding
last year's pre-event ticket sales.
Vice Chair Alexander III of the Parks and Recreation Commission would like to share
the Hands on the Arts information with the neighborhood. Mr. Hill will provide the
informational flier to both Commissions.
