City of Sunnyvale Meeting Minutes - Final Arts Commission Wednesday, July 18, 2018 7:00 PM Laurel Room - Senior Center, Sunnyvale Community Center, 550 E. Remington Dr., Sunnyvale, CA 94087 CALL TO ORDER Chair Vaughan called the meeting to order at 7:23 p.m. in the Sunnyvale Senior Center, Laurel Room. SALUTE TO THE FLAG Chair Vaughan led the salute to the flag. ROLL CALL Present: 3 - Chair Susannah Vaughan Commissioner Dawna Eskridge Commissioner Julie Rogers Council Liaison Glenn Hendricks (absent) PRESENTATION 18-0650 Recognition of Service Community Services Manager, Trenton Hill thanked the Commissioners for their time and dedicated service to the community and to the Arts Commission. Mr. Hill expressed his appreciation to Vice Chair Kiphuth for her years of service. ORAL COMMUNICATIONS Speaker Evan Nixon introduced himself as a graphic designer in the Bay Area and Atari enthusiast. Mr. Nixon presented an aerial map of past Atari building locations within Sunnyvale from 1973 to early 1990's and a rendered sign proposal. Commissioner Eskridge commented that Mr. Nixon should establish an arcade in Sunnyvale. City of Sunnyvale Page 1 Arts Commission Meeting Minutes - Final July 18, 2018 Commissioner Rogers asked if Mr. Nixon has reached out to Atari on his idea. Mr. Nixon replied that he had including other types of community outreach on his concept. Chair Vaughan asked staff what options would be available for the Arts Commission to look into Mr. Nixon's concept. Community Services Manager, Trenton Hill indicated that the City's Master Plan for Public Art is being developed and if Mr. Nixon's proposed map and sign are on located on City property then the Arts Commission could look at this as a potential project using public art funds. CONSENT CALENDAR 1.A 18-0652 Approve the Arts Commission Meeting Minutes of April 18, 2018 Commissioner Rogers moved, and Commissioner Eskridge seconded to approve the Arts Commission meeting minutes of April 18, 2018 as submitted. The motion carried by the following vote: Yes: 3 - Chair Vaughan Commissioner Eskridge Commissioner Rogers No: 0 1.B 18-0658 Approve the Arts Commission Joint Meeting Minutes with the Parks and Recreation Commission of May 16, 2018 Commissioner Rogers moved, and Commissioner Eskridge seconded to approve the Arts Commission Joint meeting minutes with the Parks and Recreation Commission of May 16, 2018 as submitted. The motion carried by the following vote: Yes: 3 - Chair Vaughan Commissioner Eskridge Commissioner Rogers No: 0 PUBLIC HEARINGS/GENERAL BUSINESS 2 18-0610 Approve Art in Private Development Project - Pathline Park (Phases I, 2 City of Sunnyvale Page 2 Arts Commission Meeting Minutes - Final July 18, 2018 and 4)/N. Mary Avenue Community Services Coordinator, Kristin Dance presented the staff report. Ms. Dance indicated this is a large project in North Sunnyvale and set to be completed in two phases. Tonight's review is on Phase 1. Locations for Phase 2 have been established but not the sculptures which will be brought to the Arts Commission for review at a later date. Ms. Dance introduced Mr. Jose Bustamante, representing the Irvine Company. Mr. Bustamante provided a Pathline Park presentation and spoke on the proposed artwork by selected artist and sculptor, Entienne Viard. Commissioner Eskridge and Chair Vaughan inquired about the sculptor's vision and how community members could interpret the details. Community Services Coordinator, Kristin Dance noted that a plaque or brochure near the sculptures are anticipated. The developer has committed to developing an art walk with seating areas and interpretive plaques for each sculpture. Ms. Dance also indicated that City-wide art tours and interactive features may be considered for public art in Sunnyvale under the Master Plan for Public Art which is currently under development. Chair Vaughan opened the Public Hearing. Speaker Kiyoko Osone questioned the public's interaction with the art sculptures and how the community should be able to have their own interpretation of each art piece. Ms. Osone suggested a poetry introduction. Mr. Bustamante appreciated her feedback. Chair Vaughan closed the Public Hearing. Commissioner Rogers moved and Commissioner Eskridge seconded the motion to approve the artwork as proposed. The motion carried by the following vote: Yes: 3 - Chair Vaughan Commissioner Eskridge Commissioner Rogers No: 0 3 18-0651 Election of Officers City of Sunnyvale Page 3 Arts Commission Meeting Minutes - Final July 18, 2018 Nominations were opened for Chair to the Arts Commission. Commissioner Rogers nominated Chair Vaughan. No further nominations were presented. Chair Vaughan accepted the nomination. Vote on nomination for Chair: Yes: 3 - Chair Vaughan Commissioner Eskridge Commissioner Rogers No: 0 Nominations were opened for Vice Chair to the Arts Commission. Commissioner Rogers nominated Commissioner Eskridge. No further nominations were presented. Commissioner Eskridge accepted the nomination. Vote on nomination for Vice Chair: Yes: 3 - Chair Vaughan Commissioner Eskridge Commissioner Rogers No: 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments None. -Staff Comments Community Services Coordinator, Kristin Dance provided an update on the Mother Earth Project, Parachutes for the Planet that was completed at the Hands on the Arts Festival. The project consisted of canvas parachutes measuring 12 feet in diameter celebrating a global initiative to promote sustainable living and protecting the environment. Children at the festival added their own artwork with paints and markers with the help of the Arts Commissioners. It was estimated that 600 to 700 City of Sunnyvale Page 4 Arts Commission Meeting Minutes - Final July 18, 2018 children contributed to the project at the festival this year. Two pictures of the parachutes are appearing on the Mother Earth Project website at motherearthproject.org. The parachutes will be on public display at the Sunnyvale Community Center campus before being sent to Washington, DC in late September for inclusion of a larger, international art exhibit. Director of Library and Community Services, Cynthia Bojorquez, announced the hiring of the new Superintendent of Community Services, Damon Sparacino and Administrative Analyst, Jennifer Acuna. Ms. Bojorquez invited the Arts Commission to meet them at the Sunnyvale Library on Monday, July 23 at 2 p.m. and at 3:30 p.m. at the Sunnyvale Community Center, Theatre Lobby. Commissioner Eskridge inquired about the State of the City event. Ms. Bojorquez replied that the State of the City will take place on Saturday, September 15, 2018 in Downtown Sunnyvale and Redwood Square.
