Remington Dr., Sunnyvale, CA 94087 CALL TO ORDER Chair Vaughan called the meeting to order at 7:03 p.m. in the Neighborhood Room at the Community Center., Recreation Building. SALUTE TO THE FLAG Chair Vaughan led the salute to the flag. CONSENT CALENDAR 19-1017 Approve the Arts Commission Meeting Minutes of October 16, 2019 City of Sunnyvale Page 1 Arts Commission Meeting Minutes - Final November 20, 2019 Commissioner Serrone moved and Commissioner Veith seconded the motion to approve the Arts Commission Meeting Minutes of October 16, 2019 as submitted. The motion carried by the following vote Yes: 3 - Chair Vaughan Commissioner Serrone Commissioner Veith No: 0 Absent: 2 - Vice Chair Eskridge Commissioner Gluckman PUBLIC HEARINGS/GENERAL BUSINESS 19-1187 Approve Art in Private Development Project - Hunter Properties/CityLine Community Services Coordinator, Kristin Dance, informed commissioners that the City had received comments and concerns related to the Speaking Up, Speaking Out piece. Ms. Dance clarified that the blue 3D study images do not represent the piece. It will not be in the blue color and the artistic style is more like the ceramic models. Ms. Dance also referenced Sunnyvale Municipal Code, 19.52.040, Section C, which addresses artistic preference related to Arts in Private Development. Ms. Dance gave an overview of both pieces and noted that both met the code's requirements. Ms. Dance, introduced Deke Hunter, President of Hunter Properties. Mr Hunter, presented to the commissioners on the project. Highlights from the presentation include: Collective selection process, CityLine current site plan and art locations. Mr. Hunter informed the commission that they take art very seriously and are looking to drive conversation and reactivate the downtown. Mr. Hunter then introduced Ellie Hunter. Ms. Hunter gave a brief presentation on Phase I pieces. Topics included: Public art proposals, What can public art do, Process over the last year, Map of project, Phase I and Phase II map, Phase I timeline, Location of pieces. Ms. Hunter then introduced Nataly Gattegno and Jason Kelly Johnson, artists from FutureForms. Ms.Gattegno and Mr. Johnson presented on the 1000 Suns art piece. Topics included: Public art experience, Location of 1000 suns, Visibility, Artist's statement, Study model photos, Materials and assembly, Material finishes ,Sidewalk plan with lighting layout, Overall dimensions, Elevations, Views from different locations. City of Sunnyvale Page 2 Arts Commission Meeting Minutes - Final November 20, 2019 Commissioners inquired and Mr. Hunter, Ms. Hunter, Ms. Gattegno, Mr. Johnson or staff responded: - Is light playing along the perimeter. There is a lot of ambient light, however needed to balance it appropriately since apartments are nearby. The piece will pick up some reflective light. - Are the columns for people to sit on concrete? Yes, however, not like street concrete. They are more finely ground and therefor, more like stone. - How many people can sit? Currently, approximately three per seating area. We have spoken about varying the sizes. - Will enough light come through, given its placement between two buildings? We studied this and six months out of the year. There will be more light over the summer months and during winter and at various times throughout the day, the light would look different. The piece will be placed in the sunniest spot. - How did you pick the colors? We looked at a lot of different options. At first we had clear, then when we realized there was enough light for it to be reflective, we liked how blue and yellow represented the sky. - Was a study done on the impact if we had an earthquake? Yes, we are required to pull a structural permit to assure it is safe. - With all the trees around, what about cleaning? It would need to be maintained and sprayed off approximately once a year. Cleaning of this piece is easy. This cost will be included in the annual maintenance plan. - Who gets to see it from above? We do not anticipate that the public would be able to see it from above. - You referenced activating the downtown. Are you planning other activities downtown? Buildings E and F will have ventilation to support food, so other potential activities could be planned. - Are artists allowed to choose different locations? The artists are very active in planning. Other areas were considered . City of Sunnyvale Page 3 Arts Commission Meeting Minutes - Final November 20, 2019 - How close will this piece be to the Target flowers? Approximately 300 feet. - Did you consider putting patterns in the colors? We opted to leave this piece more organic. Natural patterns may emerge. - Did you think about making this an interactive piece? Not for this one. In the future, that may be something to consider. We do feel that this piece will naturally prompt people to move to see the different colors. - Will you be doing a placard? Yes, there will be a placard. We are also considering adding a code and when you take a picture of the code, it provides additional information. Ellie Hunter, then presented to the commission on Woody de Othello's piece, Speaking Up, Speaking Out. Topics included: Artist background, Press highlights, SFO commission, Artwork location and relative skill, Artwork statement, Artist statement, Elevation, Ceramic maquette, Materials, Assembly, Maintenance and Lighting plan. Commissioners inquired/commented and Mr. Hunter, Ms. Hunter or staff responded: - Feel this would be a collection piece and local artists would send others to view. - Non-positive comments on NextDoor. We feel they were misinformed and did not have the opportunity to hear and see what is presented today. - Piece does not sit well with some. Mr. Hunter asked what would be the best way to proceed. Do we move forward with one and defer the other. No decision was made. Chair Vaughan opened the floor for public comment. There were two speakers: - Mike Serrone, who spoke in favor of the piece. - Wilma Wool, who spoke against the piece as it was not uplifting or beautiful. Chair Vaughan asked if there was a motion. Being none, further discussion developed. Travis Duncan from Hunter Properties joined the discussion. There was no motion made as Mr. Hunter opted to defer this item until January. City of Sunnyvale Page 4 Arts Commission Meeting Minutes - Final November 20, 2019 19-1085 Annual Review of Code of Ethics and Conduct for Appointed Officials Superintendent of Community Services, Damon Sparacino, informed the commissioners that this was the annual review of the Code of Ethics and Conduct for Appointed Officials. Superintendent Sparacino informed commissioners that the signature page confirming they had read would be passed out at the next meeting. 19-1086 Review and Approve Arts Commission 2020 Master Work Plan Superintendent of Community Services, Damon Sparacino, provided the Commission with a brief overview of the 2020 Master Work Plan and invited commissioners to add items. Commissioners inquired and Superintendent Sparacino or City staff responded: - What is Art Program Trends? This is an opportunity for staff to share what they are doing and what they are seeing related to arts in our area and across the county. In turn, staff can share how we are transferring those trends into our programming. - Will the report include information on how we can share the information with public or private developers? That would be different. Something related to what you are asking could be brought up as a future Study Issue. - Is the Master Plan complete? No. Staff is currently presenting at the City Manager level. Next, staff will present to the City Council at a Study Session. After that, we will bring it back to the Arts Commission and lastly, to the City Council. - We won't have a MPPA until August? That is not our goal. We hope to have it sooner. The line item in August is an annual review of MPPA actions. - Could we add training opportunities related to how the City works? If items are related to the commission's purview, yes. Staff is also happy to meet to discuss items of interest to the commissioners. - Why is there a hole (no item in April)? This is just a plan and does not reflect all items that we will be working on. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES City of Sunnyvale Page 5 Arts Commission Meeting Minutes - Final November 20, 2019 19-1088 Arts Commission Proposed Study Issues, Calendar Year: 2020 No action was taken. This is a standing item. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Veith asked for clarification on AIPD process. Superintendent Sparacino and staff provided how they normally go and explained that tonights was unusual because of a condition of approval attached to the art requirement. Can we get an update on the Art Gallery? Ms. Dance provided an update and informed commissioners that staff is working on all the details and hope to have an exhibit in Spring 2020. Commissioner Serrone gave an update on the Friends of the Library art contest and informed commissioners and staff that the canvas bags should be on sale within the next couple of weeks.
