City of Sunnyvale Meeting Minutes - Final Arts Commission Wednesday, May 18, 2022 7:00 PM Telepresence Meeting: City Web Stream Special Joint Meeting with the Parks and Recreation Commission CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on May 3, 2022. Chair Giri called the meeting to order at 7:01 p.m. via teleconference. ROLL CALL Present: 3 - Chair Dawna Eskridge Commissioner Winnie Lam Commissioner Sue Serrone Absent: 1 - Vice Chair Agnes Veith Vice Chair Veith (excused absent) Council Liaison Larsson (present) Council Liaison Din (absent) PRESENTATION A 22-0427 Rename Sunnyvale Lawn Bowling Clubhouse Joy Guy, President of the Sunnyvale Lawn Bowling Club, provided a presentation on Renaming the Sunnyvale Lawn Bowling Clubhouse. Highlights included: request to rename the clubhouse after Joe Shepard, signage, and lawn bowling history in Sunnyvale. Commissioners inquired and presenter/staff responded: Would the club be able to state additional significant contributions that Joe Shepard has provided to the City of Sunnyvale? Yes, Joe has deep ties with Sunnyvale and City of Sunnyvale Page 1 Arts Commission Meeting Minutes - Final May 18, 2022 fostered the lawn bowling partnership with the City. In doing so, brought attention to the greater public for the sport. Moreover, Joe is a highly respected resident and has the support of the entire lawn bowling community. ORAL COMMUNICATIONS None. PUBLIC HEARINGS/GENERAL BUSINESS 1 22-0418 Review and Recommend Council Approve Recommended Budget Tim Kirby, Director of Finance, provided a presentation on the FY 2022/23 Recommended Budget. Highlights included: legal framework of budget, budget principles, budget approval process, FY 2022/23 budget summary, city-wide revenues by source, top tax revenues, expenditures, reserve balances, park dedication fund, golf and tennis operations fund, Community Center grounds modernization, and Shellmound Park. Commissioners inquired and staff responded: The park dedication fund is solely funded by residential development? Yes. Can the park dedication fund also be funded by commercial development? Not at this time. There was a study issue proposed in the past, but was unable to definitively correlate a link between commercial buildings and the need for more open spaces. Does the budget include consideration for green initiatives? Yes, the City is installing EV chargers and purchasing electric vehicles to replace traditional cars used by staff. Additionally, the Environmental Services Division are updating their Climate Action Plan. Can the Commission recommend any supplements to the budget? The Commission can provide comment on the agenda item which will be shown on the minutes. Alternatively, Commissioners can submit a Budget Proposal to City Council. Commissioner Kesting moved and Chair Giri seconded the motion to approve the Recommendation that Council Approve the Recommended Budget, and ask that Council explore expanding options, beyond residential impact fees, for the park City of Sunnyvale Page 2 Arts Commission Meeting Minutes - Final May 18, 2022 dedication fund. One of these options should include looking at commercial/business developers as a potential funding source. Yes: 2 - Chair Eskridge Commissioner Lam No: 0 Absent: 1 - Vice Chair Veith Abstain: 1 - Commissioner Serrone NON-AGENDA ITEMS & COMMENTS -Commissioner Comments None. -Staff Comments Trenton Hill, Recreation Services Manager, provided an update on the Sunnyvale Cultural Celebration Festival Featuring Hands on the Arts, Fair Oaks Grand Reopening, and Utility Art Box Project in Downtown Sunnyvale. Chair Eskridge asked if the Summer Concert Series would occur this summer? Yes, planned by the Sunnyvale Downtown Association. Commissioner Mason asked if more community events were budgeted for? Yes, however the special events budget currently only has budget for Hands on the Arts and the State of the City event. The Sunnyvale Cultural Celebration Festival was a special event directed by City Council using the cultural inclusion fund.
