City of Sunnyvale Meeting Minutes - Final Arts Commission Wednesday, August 16, 2023 7:00 PM Online and Bay Conference Room (Room 145), City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Eskridge called the meeting to order at 7:04 p.m. SALUTE TO THE FLAG Chair Eskridge led the salute to the United States flag. ROLL CALL Present: 5 - Commissioner Dawna Eskridge Commissioner Winnie Lam Vice Chair Kathryn Filley Commissioner Molly Kauffman Chair Agnes Veith Council Liaison Cisneros (present) PRESENTATION A 23-0708 AC Purview, Study/Budget Issue Process and Public Art Process Superintendent of Recreation Services, Damon Sparacino, and Recreation Services Manager, Trenton Hill, provided a presentation on Arts Commissioner Purview, Study/Budget Issues Process and Public Art Process. Highlights included: Council policy statement, general duties, specific duties, work plan, study issue process and public art process. Commissioners inquired and staff responded: Can members of the public submit a study issue? Yes, but a Commission, City Council or the City Manager will need to sponsor it. B 23-0833 National Arts and Humanities Month (Update) City of Sunnyvale Page 1 Arts Commission Meeting Minutes - Final August 16, 2023 Trenton Hill notified the Commission that Vice Chair Lam volunteered to serve as the lead for the Yarn Art Project during National Arts and Humanities Month. This year's yarn art theme will be Halloween. Vice Chair Lam asked the Commission for suggestions. Commissioner Veith recommended that we involve community groups to celebrate different cultures. Example would be Day of the Dead. Trenton Hill recommended that we reach out to the Parks Department to discuss which park elements we'll be able to hang yarn art on. ORAL COMMUNICATIONS None. CONSENT CALENDAR Commissioner Filley moved and Commissioner Kauffman seconded the motion to Approve the Arts Commission Minutes of June 21, 2023 as submitted. The motion carried by the following vote: Yes: 5 - Commissioner Eskridge Commissioner Lam Vice Chair Filley Commissioner Kauffman Chair Veith No: 0 1 23-0713 Approve the Arts Commission Meeting Minutes of June 21, 2023 Approve the Arts Commission Minutes of June 21, 2023 as submitted. PUBLIC HEARINGS/GENERAL BUSINESS 2 23-0707 Selection of Chair and Vice Chair Commissioners discussed and nominated Commissioner Vieth, Chair Eskridge and Vice Chair Lam as Chair. They also nominated Commissioner Filley as Vice Chair. Staff conducted a roll call vote. By majority vote, Agnes Veith was selected as Chair and Kathryn Filley as Vice Chair. City of Sunnyvale Page 2 Arts Commission Meeting Minutes - Final August 16, 2023 Commissioner Kauffman moved and Commissioner Filley seconded the motion to approve the selection of Agnes Veith as Chair and Kathryn Filley as Vice Chair of the Arts Commission. The motion carried by the following vote: Yes: 5 - Commissioner Eskridge Commissioner Lam Vice Chair Filley Commissioner Kauffman Chair Veith No: 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Veith asked if staff could provide an update on the Sunnvyale Icon Project. Trenton Hill responded that sun designs are being finalized and that the Commission will approve the designs at an upcoming meeting. The selection will not need Council approval. Commissioner Filley asked how an artist or artists will be selected for the Sunnyvale Icon Project, and have locations been selected yet. Trenton Hill informed the Commission that the City will submit a call for artists, then the project selection committee will review the applicants and provide a shortlist to the Commission to make the final artist selection. He added that once the base sculpture design is finalized, staff will know how many sculptures can be purchased and finalize locations. -Staff Comments Trenton Hill provided an update on Utility Art Box Phase II and the public art at Sunrise Living.
