City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, January 15, 2015 6:30 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Jones called the meeting to order at 6:39 p.m. in the West Conference Room. ROLL CALL Present 6 - Chair David Jones Vice Chair Kevin Jackson Commissioner John Cordes Commissioner Richard Kolber Commissioner Margaret Okuzumi Commissioner Angela Rausch Absent 1 - Commissioner Kyle Welch Late arrival: Vice Chair Jackson arrived at 6:39 p.m. Status of an absence: Commissioner Welch's absence is excused. Council Liaison attendance: Mayor Jim Griffith (present) PUBLIC ANNOUNCEMENTS Vice Chair Jackson stated that David Simons from VTA BPAC starting new group called Sunnyvale Urban Forest Advocates. Vice Chair Jackson spoke with Mr. Simmons regarding the VTA BPAC. The anti-harassment ordinance went before County of Urban Land Use Transportation and Environmental Commission. County Council said could do it and Committee of Supervisors told them work with County Roads and make recommendation in next couple of months and include pedestrians and motorists. Sunnyvale BPAC should have input to County Council before come up with their recommendation. He also stated that VTA proposes Great Streets Corridor Study. A way to put together complete streets packages that favor alternatives as part of complete streets makeover. Two streets in Sunnyvale being consider for the study; Tasman and Scott/Arques. City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes - Final January 15, 2015 Commission He also announced that the Horizon 2035 Committee meeting will be held on January 29th from 7-9 PM in West End Conference Room to finish work on Land Use and Transportation Element (LUTE). Recently passed a law to switch over to VMT to reduce that as your measurement of quality of project. On Feb. 10th, VTA will make a presentation on North South Corridor Study. On Feb. 24th, joint study session with Planning Commission to review Lawrence Area Station Plan (LSAP). BPAC will get to review LSAP one week before joint study session. Regular Planning Commission hearing on Title 19 Municipal Code regarding tandem and stacked parking study issue where can have multi-level parking or parking one behind the other. He announced that on March 17th public hearing whether to ban gas powered leaf blowers. April 28th preliminary plan concepts for Peery Park. On Feb. 24th, Council considering BRT and what the City’s recommendation will be. He also announced that the 2015 DMV driver handbook has been released and superstitions related to cycling are still in there. Commissioner Kolber announced that on January 21st at 6 PM Peery Park meeting over at Washington Park discussing traffic issues. Chair Jones stated that Peery Park is area close to US 101 and Mathilda. CONSENT CALENDAR 1. A 15-0104 Draft Minutes of the Bicycle and Pedestrian Advisory Commission Meeting of December 18, 2014 Commissioner Okuzumi moved and Vice Chair Jackson seconded the motion to approve the consent calendar item 1A and pull consent item 2B. The motion carried by the following vote: Yes 6 - Chair Jones Vice Chair Jackson Commissioner Cordes Commissioner Kolber Commissioner Okuzumi Commissioner Rausch No 0 Absent 1 - Commissioner Welch 2. B 15-0105 Proposed 2015 Work Plan City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final January 15, 2015 Commission Ms. Ochoa stated to BPAC that City Manager will attend the March meeting. Commissioner Okuzumi felt items missing in the workplan. She then discussed the League of American Bicyclists scorecard which she brought a portion of the scorecard to discuss with BPAC. Ms. Okuzumi would like to look at some areas from the scorecard in the coming year. She would like to take a look at first at enforcement and evaluation for this upcoming year’s workplan. Ms. Okuzumi would like the Bicycle Master Plan added to workplan and would like a discussion of what process would be to update the plan. Commissioner Kolber suggested BPAC should discuss this for April BPAC meeting. Commissioner Cordes suggested not to add to workplan until study issue regarding League of American Bicyclists moves forward. Vice Chair Jackson states he agrees with Commissioner Okuzumi to discuss some items from scoreboard before study issue gets approved. Commissioner Cordes would like to know how to amend the workplan. Chair Jones discusses workplan and how to add items to the workplan. Commissioner Kolber states the workplan is a guide to setting up the agenda. Commissioner Cordes concerned with Bike to Work Day placed in workplan for April meeting. Vice Jackson felt that maybe we can discuss Bike To Work Day in March and finalize in April. Commissioner Cordes asked questions regarding utility bill stuffer agenda item from workplan. Commissioner Okuzumi would like to add six questions from scorecard to be added to workplan. Commissioner Okuzumi makes motion to add six questions to workplan. Commissioner Cordes seconded the motion. Five Commissioners approved to add the six questions to the workplan and Commissioner Rausch declined for the following reason: Rausch feels the questions are too broad and rather look at something more specific that can be approved by Council. Vice Chair Jackson states for March the bicycle and pedestrian policies agenda item believes referring to review of Street Space Allocation Policies and Complete Streets Act and these should be attached to agenda. He then states would like to add Stevens Creek Feasibility Study to workplan. He would also like to add Mary Avenue Bike Lanes and resurfacing report to workplan. He would like to know progress of Bernardo Undercrossing and for Sunnyvale to partner with City of Mountain View. Vice Chair Jackson would like better way to have public communicate with them directly and OCM was going to look into it and have a discussion about it. Mayor Griffith stated that City is in process of getting feedback from public regarding new City website and Mayor Griffith can make suggestion City of Sunnyvale Page 3 Bicycle and Pedestrian Advisory Meeting Minutes - Final January 15, 2015 Commission that Commissioners get their own City emails. Commissioner Cordes asked difference between active item list and the workplan as active items list is not up-to-date. Chair Jones states they will discuss item during non-agenda items. Vice Chair Jackson makes motion to approve workplan as amended. Commissioner Kolber seconded the motion. The motion carried by the following vote: Yes 6 - Chair Jones Vice Chair Jackson Commissioner Cordes Commissioner Kolber Commissioner Okuzumi Commissioner Rausch No 0 Absent 1 - Commissioner Welch PUBLIC COMMENTS Private Citizen Yule states that she is currently co-chair for Safe Routes to School for Cumberland PTA. Ms. Yule is in favor of study issue for bike/walk map for schools as she is in favor of promoting biking and walking to school instead of driving. Private Citizen Cuelho states safety concern of reconfiguration of Duane Avenue from Fair Oaks and Lawrence. He then discusses reconfiguration of Duane Avenue. He feels big issue is street parking. Mr. Cuelho knows that Duane Avenue has already been approved by Council. Mr. Cuelho feels that parking should be kept on south side instead of north side as more demand for south side land uses. He then asks BPAC if they can talk to staff to bring it back to Council and look at this again before it goes to design or implementation. Chair Jones states that he feels that the project has gone out to bid already. Carla Ochoa, staff liaison, will follow up on Duane Avenue reconfiguration project and get back to Mr. Cuelho. Private Citizen Ravi concerned about Blair Avenue near Cumberland School and the speeding occurring along this street. Ms. Ravi would like the school district too know how dangerous Blair Avenue is and put crosswalk or speed breakers to cross the street safely. Ms. Ochoa says that the City has a traffic calming program and she will send Citizen Ravi the program. Vice Chair Jackson states that a school City of Sunnyvale Page 4 Bicycle and Pedestrian Advisory Meeting Minutes - Final January 15, 2015 Commission traffic study has been completed and that a 15 MPH school zone can now be implemented. Private Citizen Dalzio wondering if there is a bike lane project on Mary Avenue south of El Camino Real. Vice Chair Jackson states that Ms. Shariat, staff liaison, discussed with BPAC the Mary Avenue bike lane project. Ms. Ochoa stated that construction will begin in fall. Citizen Dalzio wondering if in-street crossing lights could be provided along Remington coming from Spinoza. Chair Jones discusses he knows that there is a project coming up at Michelangelo near Remington. Vice Chair Jackson states Citizen Dalzio should request this location should be looked at through BPAC email. PUBLIC HEARINGS/GENERAL BUSINESS None. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Vice Chair Jackson discusses email he received regarding Fremont Bike Lanes. He states Palo Alto Medical Foundation interested in school map study issue. He also got an email from Ralph Durham, previous Commissioner, regarding a new gadget which will count every bike that goes by on the roadway. He also wanted to be notified when BPAC items is going to Council. Commissioner Cordes would like active item list to be updated and how to get updated. -Staff Comments None.
